KUWAIT CITY, Sept 1, (KUNA): The National Council for Culture, Arts and Letters, represented by the culture sector, an- nounced its readiness to launch the first cultural season for chil- dren and young adults this September, in implementation of the decision to resume children’s activities. The Assistant Secretary-General for the Culture Sector and the official spokesman for the Council, Dr. Issa Al-Ansari, told Ku- wait News Agency (KUNA) on Wednesday that the Abdulaziz Hussain Cultural Center in Mishref is preparing to receive the public with the launch of the activities of the first cultural season to be held during the period from January 13 to March 2022. Al-Ansari added that the opening of the season will be on the evening of Monday, September 13th, under the auspices of the Secretary-General of the National Council for Culture, Arts and Letters Kamel Al-Abdul-Jalil. He added that the National Council also intends to open the Child Culture Club at the Al Sanousi Cultural Center in Jahra in early November, during which it will hold a number of activities and events aimed at children and young people. In other news, the Assistant Secretary-General for the Arts Sec- tor at the National Council for Culture, Arts and Letters (NCCAL), Dr. Bader Al-Duwaish, said last month that the arts sector is pre- paring for three major projects under the directives of the Minister of Information and Culture and Minister of State for Youth Affairs Abdul Rahman Al-Mutairi, namely ‘House of Music’, The Perma- nent Museum of Fine Art and Kuwait Theater Festival. Al-Duwaish added in a press statement that the council is also organizing a number of other projects, including participation in the activities of the Expo 2021, which will be hosted by Dubai starting next October. He explained that Minister Al-Mutairi laid down the basic axial lines for launching these major projects in cooperation with the leaders of the National Council for Culture, Arts and Letters headed by its Secretary General Kamel Al-Abdul-Jalil, as next October will witness the opening of the House of Music and the Permanent Museum of Fine Art, in addition to basic aspects of Kuwait’s participation in the Expo Dubai 2021 through a group of theatrical, musical and plastic performances. The trade association for the fi re- arms industry adds that gun purchases by Black men and Black women increased by more than 58% over the fi rst six months of last year. Gun ownership tends to increase when people lose faith in government and the police, said Dan- iel Webster, professor of American Health in Vio- lence Prevention at the Bloomberg School of Public Health and director of the Johns Hopkins Center for Gun Violence Prevention and Policy. “We’ve seen such an increase in white nationalist violence,” Webster said. “Some combination of the lack in faith in police protecting you and hate groups has motivated a lot of Black people to arm up.” Black fi rearm owners still represent a relatively small portion of the gun-owning population, with 9.3% of gun owners being Black men and 5.4% Black women. Nearly 56% of US gun owners are white men. Over 16% are white women, the New- town, Connecticut-based National Shooting Sports Foundation says. Still, 2020 saw “a tectonic shift in gun ownership in America” where there was “a huge increase of African Americans taking ownership of their Sec- ond Amendment rights,” said Mark Oliva, its direc- tor of public affairs. Beth Alcazar, who is white, got involved with shooting about two decades ago and says it was rare to see a Black woman taking target practice. “Honestly, not more than one image pops up of seeing a Black woman at the range,” said Alcazar, now a certifi ed shooting instructor in the Birming- ham, Alabama, area and US Concealed Carry As- sociation associate editor. “With more involvement in the last fi ve years, I see Black women on almost every occasion I go to the range,” she said, adding that it’s exciting for women learning how to shoot to see other women, especially women of color. For many Black women, it’s about taking care of themselves, said Lavette Adams, a licensed fi rearm instructor who participated in the free Detroit-area training sponsored by gun advocacy group Legally Armed In Detroit. Staikouras said the twin issue - a 5-year and a 30-year bond - attracted substantial demand among investors and carried “historically low” interest rates. He said the 5-year bond had an “almost zero” rate, while the 30-year issue carried a lower rate than a similar bond sold in March, when the rate was just below 2%. Greece has for years successfully tapped bond markets it previously was locked out of due to its 2010 fi nancial crisis and subsequent international bailouts, which ended in 2018. That’s despite Greece’s low credit rating, which remains below investment grade even after a series of upgrades by major ratings agencies. Valero said crews were checking its refi neries in St. Charles and Meraux, which remained down Tuesday. Ida ravaged the region’s power grid, leaving all of New Orleans and hundreds of thousands of other Louisiana resi- dents in the dark with no clear timeline on when the elec- tricity would be restored. The refi neries that are beginning to restart operations weren’t in the heart of Ida’s path and didn’t lose power, making the task of restarting much more manageable. Energy and chemical companies throughout the region have been surveying damage since Ida barreled onshore Sunday, bringing ferocious winds and heavy rain. The com- panies are focusing their efforts on both offshore platforms that are used to pump oil and natural gas from below the Gulf of Mexico and the refi neries that turn the crude into fi nished products. All told, nine Louisiana refi neries, which collectively ac- count for about 13% of the nation’s refi ning capacity, were forced to close, at least temporarily, by the storm, the US Energy Department said Tuesday. The department noted that refi nery operators can’t restart the plants until the power and other utilities they depend upon are restored. Some compa- nies that said fl ooding was making it diffi cult to even reach some of their facilities. Yet even with the disruptions at many refi neries, analysts say they expect no major supply shortages. In part, that is because Gulf Coast inventories of gasoline and other petro- leum products were above normal for this time of year, and oil stocks were in line with the fi ve-year average. On Tuesday, oil prices fell more than 1% before reversing some of that decline. By late morning, benchmark US crude was down a half-percentage point to $68.85 in trading on the New York Mercantile Exchange. Louisiana communities that were battered by Ida faced a growing danger as they began the immense task of clearing debris and repairing damage from the storm: The possibil- ity of weeks without power in the stifl ing late-summer heat. Entergy, Louisiana’s main utility company, said a crew of at least 20,000 would take several days to assess the dam- age in New Orleans and southeast Louisiana caused by the storm. The Environmental Protection Agency granted emergen- cy fuel waivers for Louisiana and Mississippi through Sept 16. The move suspends requirements to sell low-volatility gasoline, which is required in the summer to limit the forma- tion of ozone pollution. ARAB TIMES, THURSDAY, SEPTEMBER 2, 2021 SCIENCE 11

Disaster deaths fall Weather disasters up in numbers and cost

GENEVA, Sept 1, (AP): Weather disasters are striking the world four to fi ve times more often and causing seven times more damage than in the 1970s, the United Nations weather agency reports. But these disasters are killing far fewer people. In the 1970s and 1980s, they killed an average of about 170 people a day worldwide. In the 2010s, that dropped to about 40 per day, the World Meteorological Organization said in a report Wednesday that looks at more than 11,000 weather disasters in the past half-century. The report comes during a disaster-fi lled summer glob- ally, including deadly fl oods in Ger- many and a heat wave in the Medi- terranean, and with the United States simultaneously struck by powerful Hurricane Ida and an onslaught of drought-worsened wildfi res. “The good news is that we have been able to minimize the amount of casualties once we have started hav- ing growing amount of disasters: heat- waves, fl ooding events, drought, and especially ... intense tropical storms Taalas like Ida, which has been hitting re- cently Louisiana and Mississippi in the United States,” Petteri Taalas, WMO’s secretary-gen- eral, told a news conference. “But the bad news is that the economic losses have been growing very rapidly and this growth is supposed to contin- ue,” he added. “We are going to see more climatic extremes A Palestinian medical staffer prepares a shot of the Pfizer coronavirus vaccine at a school in Gaza City, Sept 1. The average number of yearly disasters dropped a bit in the 2010s to 3,165, the report said. Most death and damage during 50 years of weather disas- ters came from storms, fl ooding and drought. Kelly’s non-fan testifi es ‘Spears will not be extorted by father’

LOS ANGELES, Sept 1, (AP): Britney Spears and her new attorney say her father is trying to get about $2 million in payments before stepping down from the conservatorship that controls her life and money, a move they liken to extortion in a court fi ling Tuesday. The document fi led by lawyer Mathew Rosengart says the upcoming scheduled accounting of the con- servatorship, which James Spears says he wants com- pleted before he steps down, will mean signifi cant payments for him. “Britney Spears will not be extorted,” the fi ling says. “Mr. Spears’s blatant attempt to barter suspen- sion and removal in exchange for approximately $2 million in payments, on top of the millions already reaped from Ms. Spears’s es- tate by Mr. Spears and his as- sociates, is a non-starter.” A representative for James Spears did not immediately respond to a request for com- ment. The fi ling is a supplement to Rosengart’s July petition on Britney Spears’ behalf for the removal and suspension of James Spears, which will be Spears addressed at a Sept. 29 hearing. In his response, James Spears revealed that he had already been planning to step down from his daughter’s conservatorship, which he has controlled at least in part since it was estab- lished in 2008. James Spears said he would fi ght any attempt to force him out, that there were no grounds for doing so, and that he has always only acted in his daughter’s Music best interest. Rosengart’s latest fi ling contends that while there is plenty of misconduct to address, it is not yet the issue. “The only question before the Court — which has, Alicia Keys adapts ‘Girl On Fire’ into novel unfortunately, been lost for years — is whether Mr. Spears’ prompt suspension and removal are in best the interests of Britney Spears,” the fi ling says, later add- ing that “the unequivocal answer is yes.” Top HK singer loses concert venue Conservatorship Since 2019, James Spears has controlled only his HONG KONG, Sept 1, (AP): A popu- it was handed over by the British to an unauthorized assembly during the daughter’s fi nances, after stepping down as the over- lar Hong Kong singer and pro-democ- mainland China in 1997. anti-government protests in 2019. seer of her personal life. racy activist will not be allowed to per- According to Goomusic, the Hong The seven activists, including law- He was nevertheless the target of much of his form at one of the city’s top theaters Kong Arts Centre canceled the res- yer Albert Ho and Figo Chan, leader daughter’s ire in a pair of speeches before the court in later this month, in an indication that a ervation under a clause stating that it of the disbanded Civil Human Rights June and July, in which she called the conservatorship crackdown by authorities on dissent is could terminate the booking of a venue Front, had pleaded guilty to charges in- reaching the entertainment and cultural if the person renting the venue fails to cluding organizing and inciting others “abusive.” Spears said she had been required to use an In this July 8, 2019, fi le photo, Hong intrauterine device for birth control, take medications scene. observe the terms and conditions in to take part in the unauthorized assem- Kong pop singer Denise Ho speaks The Hong Kong Arts Centre cited circumstances where “public order or bly on Oct. 20, 2019. against her will and prevented from getting married, at the UN building in Geneva, Swit- having another child or even riding in her boyfriend’s zerland.
