A mission visited project sites in October 2015. ADB approved a $175.0 million loan for KUDCEMP on 26 October 1999. The original ADB loan was reduced in 2002 by $30 million to $145.0 million, at the borrower’s request. The total project cost incurred was $240.87 million, of which ADB financing was $145.0 million (60% of project cost). The loan was closed in November 2009, four years later than planned at appraisal. The purpose of the project was to improve urban infrastructure, operation and management, and resource mobilization in 10 project cities along the west coast of Karnataka, namely Ankola, Bhatkal, Dandeli, Karwar, Kundapura, Mangalore, Puttur, Sirsi, Udupi, and Ullal. The project had six components: (i) capacity building, community participation and poverty reduction (3% of actual project cost); (ii) water supply systems rehabilitation and expansions (27%); (iii) urban environmental improvement through sewage systems (31%); (iv) street and bridge improvements (10%); (v) coastal environmental management (2%); and (vi) implementation assistance (11%). ADB prepared a project completion report (PCR) in November 2012. The Independent Evaluation Department (IED) finalized a PCR validation report (PVR) in November 2014. Both the PCR and PVR rated the project successful and recommended the preparation of a PPER in 2015. A. Overall Assessment The evaluation rated the overall project performance successful, based on subratings of the project’s relevance, effectiveness, efficiency, and sustainability. The evaluation rated the project relevant. The project helped address the development challenge that many cities in India have faced over the past two decades due to urbanization. These include unsafe water supplies, poor sanitation, improper solid waste management, and growing slum areas. The project was consistent with ADB’s integrated approach for urban infrastructure, which combines water, sanitation, waste management, and other urban infrastructure to achieve greater impacts. The project had some innovative features. KUDCEMP was one of the first ADB- supported projects in India to adopt a participatory approach during its implementation through its Community Awareness and Participation Program (CAPP) component. It had a municipal reform program that complemented the infrastructure investment. It introduced public-private partnership arrangements to operate project facilities such as sewage treatment plants and landfills. Despite these innovative features, the appropriate integrated approach and the clear needs, the project had some design shortcomings. The project scope was very broad. It x Karnataka Urban Development and Coastal Environmental Management Project comprised a wide range of outputs in as many as 10 cities across a wide geographic area and at a considerable distance from the executing agency. The project should have concentrated on water, sanitation, and waste management for its subprojects and covered fewer cities. Complex project implementation arrangements were required for the various subprojects, which stretched the ability of the executing agency, the Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC), seated in Bangalore, to plan, design, monitor, and implement the project on behalf of most municipal governments. The main intension is to utilize the water resources of that particular area. Mapping is done using satellite images by remote sensing technique. The data which is used for the project work is of LISS-4 type. The topographical sheets and geological maps Gurupura river (D43U13) are used and processed using ArcGIS and ERDAS softwares. Special attention was paid to rich vegetation area and average vegetation area to know the ground water. The drainage maps, base maps, geology maps and geomorphology maps were prepared in ArcGIS. And the satellite images were processed to produce the different color combinations using ERDAS softwares. The land use and land cover map is prepared using satellite data which offers new opportunity for planning, design and management of water resources of the study area. The watershed management project will utilize the complete water resources of the study area.

These areas in Karnataka, are altogether often referred to as Tulu Nadu. They are also found in small numbers in adjoining districts of Uttara Kannada, Shimoga and Kodagu. The Koraga are classified by the Government of India as a Scheduled Tribe. The Koraga, who numbered 16,071 according to the 2001 census of India, have their own language, classified as an independent Dravidian language, which is strongly influenced by Tulu, Kannada, Malayalam, languages commonly found in their area. Tribal community is an integral part of Indian society. India has the second largest tribal population in the world next to Africa. Tribal population add upto 8.6% of the total population of the nation as per 2011 census. It means their population is more than 20 crores. In Karnataka we have 50 Tribal communities especially Soligas, Gondas, Valmikies, Jenu kurubas, Hakkipikkies, Marathi, Malekudiyas, Kadukurubas, Kammaras, Meda, Todas and others. The Jenukurubas and Koragas are considered as Primitive, vulnerable or aboriginal tribes of the regions.

Freed from exploitative colonial rule and failed 'socialist' development, it is loudly proclaimed that India is having an 'urban awakening' that coincides with its 'unbound' and 'shining' 'arrival to the global stage'. This expectancy is keenly felt in Mangaluru (formerly Mangalore) – a city of around half a million people in coastal south Karnataka – a city framed as small, but with metropolitan ambitions. This dissertation analyses how Mangaluru's culture of expectancy structures and destructures everyday urban life. Starting from a movement and experience based understanding of the urban, and drawing on 18 months ethnographic research amongst housing brokers, moving street vendors and auto rickshaw drivers, the dissertation interrogates the interplay between the city's regularities and irregularities through the analytical lens of rhythm. Expectancy not only engenders violent land grabs, slum clearances and the creation of exclusive residential enclaves, but also myriad individual and collective aspirations in, with, and through the city – future wants for which people engage in often hard routinised labour in the present.

The Social stratification in a community is often complex and ambiguous in nature. Upon the rise of each nation states and civilization, there were several parameters, which determined the social stratification. In ancient Greece, the word used to denote the divisions are genos. The ancient Greek society was divided into citizens, metics and slaves. In ancient Rome, the social stratification was identified with mainly two groups, Patricians and Plebeians. The chief resource for the social stratification parameters are economical in nature. Other factors such as tradition and beliefs are often can be said to have rooted in the wider economic subject. The term class is often associated with economics. There are usually hegemonial and subdued elements in social stratifications. In ancient Greece, the hegemonial element is found associated with the citizens, who are free and members of the assembly whereas slaves were the subdued element who were brought into slavery. In ancient Rome, the hegemonial element were the patricians whereas the plebeians were the subdued. These ideas can often be observed with Class struggle and historical materialism. The division of history into stages based on the relation of the classes is an important aspect of Historical materialism. In India, the main social stratification parameter is the caste.it could be claimed as ceremonial as well as economic in nature. BR Ambedkar observes Endogamy as a product of ceremonial caste.
