This was proposed as a connecting ring road to the existing trunk roads and other proposed highways. In addition to easing the traffic congestion in Colombo by reducing through traffic, OCH was expected to promote regional development leading to a balanced urban economy. The Phase II of the Outer Circular Highway Project (Phase II – OCHP) extending a total of 8.9 km from Kadawatha (Ch 8 + 648) to Kaduwela (Ch 17 + 500), funded by Japan International Corporation Agency (JICA) was to be completed in 36 months. Phase II – OCHP was constructed by Taisei Corporation, Japan – the contractor. The project construction was commenced on the 9th January 2012 and it was open for public on 5th August 2015. Proposed ROW is given in Fig.1. Environment Management Plan (EMP) was developed by Road Development Authority considering the anticipated impacts of the construction project. EMP gave a strong base for EMAP preparation. According to the contract agreement, it was essential to fulfill the requirements of EMP. Since it was a contractual agreement with the employer and the contractor, the engineer instructed to prepare a mechanism for implementation of the EMP. EMAP was prepared by Contractor in order to implement the EMP of Phase II – OCHP. The Environment Management Action Plan was the document which describes possible environmental and social impact and proposal to avoid and minimize those impacts during the construction of Greater Colombo Urban Transport Development Project Outer Circular Highway to the City of Colombo (OCH) Northern Section from Kadawatha to Kaduwela in Sri lanka. The EMAP based on the Environmental Management Plan, Environmental Management Monitoring Plan and the Technical Specifications which was provided by the employer according to the EIA studies. Necessary management approaches were implemented by the Contractor in order to, Ensure that the correct mitigation measures were understood and fully accepted at each level of management, supervisory staff and all other employees. Ensure that the correct mitigation measures were implemented at each project activity as planned. Ensure that all subcontractors of the project follow the given instructions regarding the mitigation of adverse environmental impacts. 1.2.3 Environmental Manager and Deputy Environmental Manager Environment manager and Deputy Environment manager equally contributed for the implementation of EMAP throughout the project with fulfilling following responsibilities, in collaboration with the project manager.
