BROAD GUIDELINES FOR COVID : SAFE ELECTION

 Wear face mask during every election related activity.

 At the entry of hall/room/premises used for election purposes (a) Thermal Scanning of all persons; (b) Sanitizer shall be made available at all locations.

 Social distancing shall be maintained as per guidelines.

 Large halls should be identified and utilized to ensure social distancing norms;

 Adequate number of vehicles should be mobilized for movement of polling personnel and security personnel.

VOTER INFORMATION SLIPS [VIS]

 VIS includes information like Polling Station, Date, Time, but not the photograph of the voter.

 VIS will be distributed at least 5 days before the date of poll to all enrolled electors.

 VIS will not allowed as proof of identity of voters.

Braille Voter Information Slips

For active engagement of Persons with Disabilities (PwDs) in the election process, Accessible Voter Information Slips with Braille Features to persons with visual impairment, along with VIS to be issued.

25 VOTER GUIDE

Voter Guide to every elector’s household ahead of election.

Voter Guide gives information on date and time of poll, contact details of the BLOs., important websites, helpline numbers, documents required for identification at the polling station.

Do’s and Don’ts for voters at the polling station 26 Voter Guide will be distributed along with Voter Information Slips by the BLOs.

Polling Station - Special Facilitation

There shall be maximum of 1,000 electors. In each Polling Station (PS). PS needs to be mandatory on ground floor. Mandatory sanitization of PS preferably a day before the poll. Thermal checking of voters at entry point of PS. If temperature is above the set norms at first reading, it will be checked twice. If it remains, the elector shall be provided with 27 token, he will be asked to come for voting at the last hour of poll.

Polling Station - Special Facilitation

At the last hour of poll, such elector shall be facilitated voting strictly following COVID 19 related preventive measures. Help Desk to distribute tocken to the voters of first come first basis – No waiting in the queue. Marker to demonstrate social distancing for queue. Earmarking circle for 15-20 persons of 6 feet distance for voters standing in the queue, depending on the availability of space. 28 Three queues – male, female and PwD/Senior citizen voters.

. Four Voter Facilitation Poster shall be displayed on all PSs. for greater facilitation and awareness of the voters.

Services of BLOs and volunteers be utilized to monitor social distancing. On shaded waiting with seating facility for male and female separately within the polling station premises, so that voters can participate in voting safely. Wherever possible, Booth App shall be used at the PS. Face masks in reserve to those electors who are not carrying the mask. 30 Awareness posters on COVID to be displayed at visible locations.

Polling Station - Special Facilitation

If polling agent is having temperature above the prescribed limit, the reliever shall be allowed by the Presiding Officer. Keep a record on this. During the process of identification of voter, the voter will lower the facemask. Hand gloves shall be provided to the voter for signing on the register and pressing the button on EVM balloting unit.

Proper mechanism for collection and disposal31 of waste/used gloves shall be put in place in the PS.

Polling Station - Special Facilitation

COVID patients who are quarantined will be allowed to vote at the last hour of poll at their respective PS under the supervision of the health authorities, strictly following the preventive measures. Record of such electors shall be maintained by the Presiding Officer.

Defacement of Private Places —

 No defacement in any form (wall writing, banners, posters, flags, hoardings etc.,) of private places without the written consent of the owner of the property, as per section 3 of the Open Places (Prevention of Disfigurement) Act, 2000.
