DONE AT WASHINGTON, ON 20 AUGUST 19641 The Special Agreement was signed on behalf of the States listed above on the same dates that their Governments signed the Agreement Establishing Interim Arrangements for a Global Commercial Communications Satellite System, with the exception of Italy and the Sudan on behalf of which the Special Agreement was signed on 17 February and 5 April respectively. For Colombia, Ethiopia, France, Lebanon, Libya, Monaco and the United Arab Republic, the Special Agreement was signed by the Governments of those States.
