Since the Board will be discussing the 2010-11 budget at the April meeting, I will focus my report primarily on matters related to the budget.

1. Provincial Budget 2010. The education sector has been a key focus of the 2010 Budget. To this end, our collective advocacy through Council of Ontario Universities (COU) as well as that of Western’s senior administrative team has been by and large successful. Following are the key aspects of the budget that impact the post secondary education sector:

a. Enrolment Growth: The budget calls for the post secondary education attainment rate for Ontarians to increase from 62 to 70 percent. This will require the addition of up to 120,000 spaces in colleges and universities. For 2010-11, the government has allocated $102 million for 11,000 additional university spaces. This creates a serious challenge for Western. Our current policy of maintaining a first year enrolment cap of 4350 will mean that Western will not be participating in this growth, and will not benefit from this access funding. With the enrolment cap, our 2010 budget model estimates our share to be less than a million dollars. Had we decided to take our pro-rata share of this growth, we would be receiving nearly 9 million dollars. I remain concerned about our loss of such potential revenue from the Province, especially at a time when our budget cuts are creating significant pressure points in our various units.

b. 2009-10 Enrolment Growth: The budget also provided $101 million for enrollment growth in 2009-10. Western’s share of this fund is $4.5 million, about half of our pro-rata share. This is also a result of our enrolment cap decision.

c. International Student Growth: The Province would like to increase international student enrolment by 50% over the next five years. This direction fits well with our own goals of increasing international student enrolment at Western. Therefore, I very much welcome this decision. We need to review our own plans and targets in light of this direction from the Province.

d. Student Aid: The Province made a number of improvements in the OSAP program effectively allowing needy students to receive greater financial assistance.

e. Ontario Graduate Scholarships: The Province will fund an additional 1000 Ontario Graduate Scholarships. This is also a very welcome move.

f. On-line Institute: The government plans to set up an online institute, the details of which remain to be spelled out.

g. Water Initiative: The Province has identified clean water technology to be a priority. Western has a strong research interest in this area. We are working with our industrial partners to explore how we may play a significant role.

2. Federal Budget The federal budget provided incremental funds for various research initiatives including funding for tri-councils, indirect cost of research, Genome Canada, Canadian Space Agency, and the National Research Council. Of specific interest to the University community is the creation of a federally-funded post doctoral fellowship program.

3. Advanced Manufacturing Park We have finalized our agreement with the City of London resulting in the transfer of 25 acres of land for the establishment of a new Advanced Manufacturing Park. This initiative will be formally inaugurated on April 30, 2010, when there will be a major announcement about the first facility to be located in Western’s section of the park.
