IDENTITY “Caritas Italiana is the pastoral organization of the Italian Episcopal Conference (IEC), with the aim of promoting, in co-operation with other institutions, the expression and testimony of charity of the Italian catholic church community, in the forms that are appropriate consider- ing time and needs, for a complete development of human being, social justice and peace, with particular attention to the poor and with a mainly pedagogical function.” (Statute, art. 1).

224 Diocesan Caritas are connected with Caritas Italiana, but each of them has a juridical autonomy and depends from its own Diocese. The 25.000 parish Caritas, all over Italy, like- wise refer to their Diocesan Caritas. On National level, Caritas Italiana is recognised as a Religious Non Governmental Organization by the Italian Foreign Ministry, and it is a member of the Italian Association of NGOs. On an International level, Caritas Italiana is a member of the network, (162 member organisations, present in over 200 countries and territories), and within that net, member of Caritas Europa (48 members to represent 44 European Countries).

TASKS • Cooperating with the Bishops in promoting within the local churches (Diocese) the a charity feeling towards people and communities in difficulties, as well as the duty of translating it into concrete actions, having a promotional and, when possible, preventive nature; • coordinating initiatives, charitable actions and assistance interventions of Christian inspiration; • start, organise and coordinate emergency actions in case of national or international disasters; • cooperating with other Christian organization: - carrying out studies and research on the needs in order to identify the causes, prepar- ing both preventive and curative intervention plans, within the common pastoral plan- ning and in order to stimulate the action of the civil institution towards an appropriate legislation; - promoting voluntary service and encouraging the training of the pastoral charity oper- ator, as well as those people, voluntary and professional workers inspired by Christian principles, committed to both private and public social services and in a human pro- motion activities; - contributing to the developing Countries’ human and social development by awaken- ing public opinion, offering services, financial help as well as by coordinating the ini- tiatives of the various groups and movements inspired by Christian values. In my introduction to this Annual Report 2004, I will not emphasize this past year activities, but rather speak on what is on progress and what is to be achieved. In 2004 Caritas Italiana continued its focus on the meaning of charity, supporting the diocesan Caritas and local communities paths.

Beyond statistics and data, the goal was to strengthen people's feelings towards charity, solidarity and justice, to encourage a responsible involvement, arising from a wish to know, understand and reflect, to develop into real planning.

The following pages try to sum up what has been pro- posed and implemented. Expectations are always great, and, in front of this brief account, they could seem to have partially failed. Caritas commitment could be compared to a sai- ling boat, with a clear course, but with shifting sea routes.

Anyway, our guiding light remains the Gospel of Charity, and the full and shared wit- ness of its prophetic values. With the purpose to enhance the renovation of our communi- ties, reserving a good space to the ordinary pastoral dimension, and the daily work in every parish.

To bring witness to the Gospel of Charity, in daily life, means building, all together, a Church able to reach each and every single person, as it speaks the language of all men.

A Church open to the world, capable to listen. An open Church (as it was called in Palermo on 1995 during the III Italian Ecclesial meeting), that, while it is a mystery, is as well open to God's surprise, within the present historical situation. A Church is a real, actual place, where God reveals himself and humanity can feel free.

A Church able to pass by all the actual “Samaria” (culture, economy, politics, mass media, suburbs, town roads) and to stop by the well of the “others”, who are not “ours”. A Church that serves, as the salt gives flavour when melting, as the candle gives light while burning away, as the yeast leavens up when blended with flour, as the grain beco- mes wheat getting rotten.

This is your Church, my Lord, “an alive witness of truth and freedom, of justice and peace, for all mankind, to be opened to the hope for a new world” (from the liturgy), thanks to us as well.

In 2004, we watched our world being more and more trapped into a spiral of terrorism, violence and clashes. The Ossetia massacre, the kidnappings and daily deaths in Iraq, the attacks in Egypt, Indonesia and Holy Land, the Darfur tragedy. Open wounds, added to many silent crises, or to forgotten conflicts, not less deadly. Despite this scenery, there are still a good many peo- ple engaged in the pursuit of justice, equality, attention to the last and least. Along these guidelines, Caritas Italiana committed herself in the past year, on national and international level, on three main areas of activities: promotion and partnership with other national Caritas, human promo- tion, education to a world-wide vision. Accordingly, promotion and training actions were carried out, witnessing Christian communities' charity and initiatives shared with the poor, offering real care for each sin- gle person. The aim was to foster a new social feeling, a shared and responsible citizen- ship, an acknowledgement and promotion of each single person's dignity and rights, prio- rity given to the last ones. The increased role played by diocesan and parish Caritas regional delegations implied additional attention and collaboration, to perceive, single out and follow, all together, a new path, adapted to times and needs. Paths characterized by debates and exchanges on parishes open towards the environ- ment, with a hosting presence and partnership with its components to end looking at the parish as a community of people, in the perspective of Caritas duties. The aim has been and it continues to be measuring up what each parish Caritas can develop, in terms of method, actions and educational plans, in order to promote a parish with a "missionary face", witness of Charity, aware of local and international poverties, able to foster peace behaviors and activate solidarity networks. An alive parish community, capable to help everybody to play everyday, each in his/her own frame of life, a role in building a world of attention and dialogue, to assume right and honest living choices, as responsible citizens, in carrying out love and solida- rity acts and initiatives, so that justice may really find its completion in a charity and soli- darity development. It is a wide engagement for monitoring and reflection, to feel the direction of the stream in which we are immersed, and to think what can be done to fight the negative bias, well conscious that a Christian cannot give up his duty to humanize his life, to move out and run where the needs are calling. National Assembly The national assembly held in Lecce on 14-17 of June 2004, took the lead from the sub- ject “The Parish lives its Sunday”, a spur for unity among the 26.000 parish Caritas.

National Groups • Caritas promotion The national group for Caritas Promotion counts 16 members, one for each regional Delegation; they focus attention on the promotion of the Parish Caritas. • Human Promotion The work of the national human promotion team mainly concerns the three topics proposed for the pastoral year: peace, justice and environmental responsibility; it held three meetings in 2004. • Education to a world - wide vision The National Group for Education to a World-Wide Vision (GNEM) was born in 2002, with the purpose to provide unified upgrading, coordination and planning of various experiences and activities in this field, carried out by the Diocesan Caritas. Eyes are pointed to the international reality, particularly on issues like forgotten con- flicts, health safety, developing countries' debt and other socio-economic aspects, emergency support, ethical criteria, World Social Forum, globalisation. See as well chapter 5: “Activities and projects in the world”.

Annual meetings with the regional Caritas delegations and regional delegated Bishops Annual meetings are precious for cross information and an updating of orientations and plans, offering also to smaller and more distant diocesan Caritas an occasion for con- tact; on the April 2004 meeting we had 400 presences, from the staff of 185 diocesan Caritas (84 %). The main goal was: “The parish in a changing world: taking the start from the poor, to build a community”. A second yearly meeting, September 2004, meant for animation and support of dioce- san Caritas, had also the goal of clarifying the roles among the different Caritas actors, by discussing the matter in small groups.

Participation and collaboration • Caritas Europe and Caritas Internationalis • Caritas Italiana looks hopefully upon a progressive political unification of Europe, for a time of peace and freedom, based on social justice and the eradication of poverty. • Caritas Italiana took part to Caritas Europe's activities, particularly: - to the editing of the Strategic Plan, for the coming six years, - to lobby and advocacy activities, - to an intense collaboration with Caritas network, for the participation to World Social Forum, Porto Alegre, .

Specific activities with Caritas Internationalis Main international engagements with the Caritas network: • Representing Caritas Internationalis with the FAO • Peace and Reconciliation Group, on behalf of Caritas Europe • Various regional Forums, Emergency Coordination, working groups on specific issues or countries • International coordination to support Central America's Caritas • Social Forum for Central America and Caribbean's (July 2004, Quito, Ecuador) Caritas Italiana's pursued its participation to some meetings, seminars and researches on subjects such as: collaboration with the armed forces, network collaboration during emergencies; collaboration with UN agencies, services as “facilitating partners” to other national Caritas, in some specific contexts. Specific attention has been given to studies and comparisons with Caritas Internationalis on the subject of HIV, on the strength of the memorandum signed by Caritas Internationalis, UNAIDS-ONUSIDA, and “Child Protection Policy”.

Justice and Solidarity Foundation Caritas Italiana shares with the Italian Church the engagement on the issue of develop- ing countries' foreign debt. Activities range from sensitisation and information, in Italy, to lobbying and advocacy, up to the development of a project in two selected Countries, Zambia and Guinea (see activities in Africa).

Ecumenical Council of Churches: the “Pharmaceutical program” As in the past years, Caritas Italiana is still following this program, paying particular attention to WHO's policy for essential medicines, and their intelligent use; HIV's virus control; training of health care personnel, etc. Caritas Italiana was present to the annual 2004 meeting, represented by a Nigerian general practitioner.

“Policoro” Project A project for the evangelization of southern Italy's unemployed youth, in collaboration with the National Office for the Social and Labour Pastoral, and the National Service for

1. institutional and participation activities 7 the Youth's Pastoral of IEC has been carried out. The main goals are: - support to regional coordination, - updating of community animators' training, - support to diocesan Caritas to detect new spaces within the project.

Promotion, training and partnership activities aimed at : • Help to grow and evolve Caritas at all level (parish, diocesan, regional and national): from relief to human promotion, from unregulated activities to planning, etc. • Start up Caritas groups where needed or where they are not complying with Caritas Statute • Support diocesan Caritas (especially the weakest) to organize themselves at a mini- mum and sustainable level in three key areas: Caritas promotion, human promotion and education to word-wide vision • Favour participation of Diocesan Caritas to their Regional Delegation.

Beneficiaries of these activities are: • Diocesan Caritas: - Direct beneficiaries: directors, members of diocesan teams, people in charge of services and actions, members of Parish Labs and partnership with parish's Caritas - Un-direct beneficiaries: vicars, clerics, deacons, nuns and monks in charge of serv- ices for the poor, etc • Caritas Regional Delegation: - Delegates, regional members of national groups, coordinators at regional level.

Partnership with Diocesan Caritas During the year there were 60 meetings all around Italy, to support the diocesan Caritas activities in their training work.

Basic Training • Training course for Caritas diocesan teams: It is a 100 hours introductory course on the contents of the Statute and aims of Caritas Italiana. It offers guidelines on organizational aspects and methods to be adopted in pastoral planning and support. It also focuses on the subjects of Caritas's addressee: the poor, the church and the world. 63 people participated from 37 different diocesan Caritas, plus 3 directors of dioce- san Caritas from Albania and 1 from Serbia Montenegro. • Clerics Annual Course: “A Parish open to her environment: community paths on witnessing charity” was the 2004 annual clerics course. 36 clerics participated coming from all over Italy. Aim of the course was to involve the clerics in the testimony of charity and establish an animation team inside the seminaries to favour a pastoral of charity. Promotion of Regional Working Groups and Parish Labs. The Parish Labs started in 1999 as diocesan working groups in order to promote, train and work in partnership with the parishes. The lab gathers people working in the catechesis, charity, juvenile pastoral, as well as vicars, nuns, friars and deacons. The Regional Working groups gather some of these people at regional level. Currently there are 16 Regional Working Groups representing 130 diocesan Caritas.

2. promotion, training, partnership activities 9 Specific Training Since 2002 there are one or two annual courses for people in charge of Parish Labs, a smaller group managing the Regional groups from inside. Main goals of the course are: share the basic national project of Labs; foster reflections on the meaning and impact of parish's Caritas; propose organizational instruments for the work in the Labs. 21 people participated at the 2004 annual meeting.

Social communication Church considers communication an important and fundamental part of the pastoral action at national, diocesan and parish level.

Concrete engagements of this area are: • the relationship between Caritas and mass media (catholic and not); • the information inside the network Caritas (Diocesan Caritas, Caritas Europa and Caritas Internationalis); • new interaction among the network subjects; • meetings with old and new media with a particular attention in “giving voice to the voiceless”. In 2004 there were two meetings for media and communication operators: in March, “Give numbers: how Caritas communicates through data” with 25 operators from 19 dif- ferent dioceses and the person in charge of communication in Caritas Europa; in October, “Stories to tell: how Caritas communicates through stories” with 27 operators from 17 dif- ferent dioceses. Relationship with media. Four press conferences were organised, 57 press releases issued, 1,243 presences monitored on newspapers, magazines, radio/TV, Internet about pastoral, social o international issues. More frequent issues were: migration, international emergencies, and initiatives on peace, justice and environment responsibilities.

Publications and brochures

Domestic media communication tools • Web site (www.caritasitaliana.it). Access to the public is allowed on specific sub- jects. The section “News from the diocesan Caritas “ (news from local Caritas) was improved and the section reserved to the diocesan Caritas was re-organised. We reg- istered 23.000 contacts per month, achieved without any kind of advertisement. • Italia Caritas monthly magazine. It involved all the diocesan Caritas. At the moment a new feature is called “Diocesan Agenda”. The magazine is addressed to parishes, diocesan Caritas and other institutional organizations and to all subscrib- ing donors. • Newsletter. Addressed to all donors. It contains: a letter from the Director, an high- light subject and national and international projects open to donations. This year issues were edited during Advent and Lent periods.

Others • The RadioinBlu, a syndication of 200 community radios, host a weekly feature, “Ecclesia”, conducted by Caritas Italiana communication office. In 2004, there were 45 instalments (6 minutes each) with also local involvement. • Behind the tower bell, produced by Caritas Italiana, hosted by Italia Caritas, RadioinBlu and the web site. It collects stories from the parish communities.

3. communication, publications and research activities 11 Study and research activities • In the church domain In the first six months of 2004, Caritas collected the data from the Listening Centres, which related to 12.000 people who contacted them. The data were presented dur- ing the meeting “Reconciliation and Justice” and were reported on different newspa- pers and magazine. The survey offers the chance to better understand better the poverty and the improved methods and instruments to be adopted in action. In April 2004 the survey “Ecclesial community and charity witness” was edited. It was partially assembled on interviews of people going to the Sunday Mass and par- tially on the analysis of the local Parish organizations and groups working on charity. During the year the annual survey on diocesan Caritas activity and organization was assembled. 172 Caritas participated to the survey in order to debate on topics like: human promotion, training, activities in Europe, environmental responsibility, food aid, micro-credit, etc. • Within the civil society “5th Report on social exclusion” was published in October 2004, in co-operation with Zancan Foundation (see list at the end of the report). An excursus on new and old kind of exclusion and a survey on poverty and human rights, made out of the experience of the Association of General Practitioners. The report was aired through the radio and on TV, at national and local level. The “1st Report on regional welfare” will be published in 2005, once more in coop- eration with Zancan Foundation. Caritas and IEC Economic Support to the Church Service promoted a survey on the Italians' approach to donations in relation to solidarity initiatives. It shows that Caritas and Unicef are the favourite recipients for donations by the Italians. The “Research on voluntary civil service” (see “Activities and Projects in Italy”) and the “2nd survey on forgotten conflicts” (see ”Activities and projects in the world”) are to be mentioned. • Diocesan Poverty and Resources Observatories support The main initiative was to organise a board of all Observatories through quarterly meetings, where operators can exchange experiences and problems. 56 people par- ticipated on behalf of 37 dioceses. A bimonthly newsletter was started and a qualitative survey was done on “Past expe- riences of family in daily life”. The survey has been a good training occasion of working together on the field. Meetings and trainings were organised to promote the establishment of new obser- vatories and produced specific training on software adoption for data collection. Finally the handout “Poverty, uneasiness, social exclusion in Parish” has been edited.

The goal of this past year was focused on the diocesan Caritas inner life, in order to promote a new missionary outlook for parishes.

Human promotion and social justice

National Network Project The main results achieved are: - the first National Report on the work of 100 diocesan Caritas, an experimental research that was assumed as a key topic at the meeting on Reconciliation and Justice, and caught the interest of media, research institutes and universities; - ten different Regional Pamphlets to promote charity in our culture; - open initiatives and debates, promoted by diocesan delegations, resulting in a wide sharing and involvement of the Christian community; - the leading role played by the national board at regional, diocesan and parish level; - the participation of 80% of the diocesan Caritas (around 176 Caritas were represent- ed) at the regional network meetings; - the adoption by 86% of the diocesan Caritas of same structure and methods, support- ing common initiatives, inspired by a common philosophy; - the implementation of a first training course for new officers involved in the project.

Homeless A phenomenon more visible in big cities and rapidly increasing. A board is now work- ing, collecting the experiences of some of the main Italian cities (Bologna, Bolzano, Genoa, Mantua, Milan and Orvieto), trying to detect problems and approaches, while sharing their own paths. As result of this work a brochure was published, “So close, so far” (see list at the end of the Report).

Prisons 21 Dioceses are involved in this area. A brochure was published, “ Free the punish- ment”, the results of concrete daily fieldwork, inside and outside prisons. The following activities have been carried out: - inside the prisons: counselling, personal support, training, educational and school activities, culture and art, religious support, manual and productive activities; - outside prisons: hosting and support services for former detainees and their families, listening cen- tres, advocacy on legal procedures, promotion of associations and cooperatives, training and inclusion in the labour market for former detainees.

Mental health The book “A homeless sorrow” offered guidance to diocesan Caritas to improve their organisation on the subject.

4. activities and projects in italy 13 Activities performed: - support of, and partnership with, the diocesan Caritas working in this area; - cooperation with the Judiciary Psychiatric Hospitals (Ospedali Psichiatrici Giudiziari - OPG) about handling of prisoners and patients' rights; - establishment of Mental Health National Board, sharing information and planning strategies and methods, about mentally disturbed persons care, rights, and answers to patients and families needs; - publication of the brochure “Vuoti a Perdere” (see the list of books and brochures at the end of the report); - relations with Family Associations, scientific Societies and others involved in this issue. - organization of a Symposium on “Partnership, support and promotion of people with mental problems” within the meeting “Solidarity as a way to be evangelically close to the weakest, promoted in occasion of the 100th anniversary of the “Don Guanella Opera” in Rome. Caritas is also a member (since July 2004) of the Mental Health Associations' Council at the Ministry of Health.

Migration The 3,000,000 of legal and illegal immigrants in Italy compel us to reflect on the needs, to take care of their rights, and to shift to a policy of inclusion and to a welcoming culture. 40 projects are going on in Italy and 2 in Romania (the country with the highest num- ber of migrants in Italy: 250,000 are the regular ones, and almost the same figure for irreg- ulars). Activities: in Romania: - listening and counselling offices in Bucharest, Iasi and Galati; - welcome home for vulnerable women and repatriate women, victims of human traf- ficking for sexual exploitation. in Italy: • “Itaca Sud”project, Animation training and education towards an active citizen- ship. A experimental project implemented in 4 Italian regions for the creation of an active citizenship, to support human and intercultural relationships and sharing interest on educational, society and health, welfare, culture, religion, etc. The project includes the training of local animators in 5 sessions of 2 days each, for 36 people (Italian and expatriates). • “Migration Statistic Dossier” board Besides the activity of collecting and processing data, the board is particularly active in promoting awareness on immigration problems at a local level, involving the local and national institutions, authorities and operators inside and outside the Christian community. Other activities: - migration Study visit of Caritas Europa; - membership of Migration Commission of Caritas Europa;

14 annual report 2004 - constitution of the Italian Board for Migrants Rights; - national workshop for foreign students, at the Ministry for Education.

Asylum seekers board's activities - 2 meetings to update and verify current activities; - workshops for the editing of a framework document, for the hosting and integration of asylum seekers and refugees; - legal advice and political counselling; - participation in national and European asylum seekers boards and councils; - testimonial and training activities with governmental and non governmental organi- zations; - sensitisation activities on asylum seekers and migrants integration (i.e. refugees weeks or days).

Human trafficking board Caritas Italiana hosts, since 1995, the National Trafficking Board, attended by gov- ernmental and non governmental organizations. Its main aims are to share experi- ences, set out common policies and monitor the law and regulations' evolution, in Italy and in the countries of origin of the victims. Four meetings have been held during 2004, with the participation of the diplomatic representatives of the immi- grants' countries, obtaining a better perception of their socio-political original situ- ation.

Social solidarity Activities carried out in 2004: • Permanent observatory of Italian and European social policies and regulations • Participation to the Caritas Europe commission on social policies • Participation to the national Observatory on voluntary service • Support to the updating and consultancy to the national volunteer services (ConVol) • Family solidarity: this pilot project started last year and is now fully working. The goal is to re-discover the missionary aspect of the Christian family, helping couples and children to support each other. • Youth Education for an European and responsible citizenship in partnership with the Ministry of Welfare. The goal is to educate students to an European citizenship through shared experiences of solidarity at local level. • Socio-charitable activities of the Church and the Third Sector. According to Caritas Italiana's Statute, a commitment to monitoring, reflection and counselling on socio- charitable subjects.

Civil service

National civil service A new Civil Service State Law was introduced last year in Italy, concerning young peo- ple (18 - 26 years old). Caritas Italiana participates to this project, offering the possibility

4. activities and projects in italy 15 to young people to be involved in it. In 2004 Caritas employed 1,1o1 boys and girls, who worked in social services, prevention and re-integration, social health support, education, rights' and citizenship's safeguard, etc.

White helmets and civil service projects abroad In 2004, 20 young people participated to Caritas Italiana's overseas projects, focused on micro-credit, street children education, native minorities rights' defence, education, co- operation between Churches, socio-economic development, peace promotion.

National emergencies and environmental responsibility

Goals: - to offer humanitarian aid in case of emergency; disaster preparedness and preven- tion, social support and rehabilitation activities; - support to diocesan Caritas in planning projects related to environmental defence and sustainable life styles in vulnerable areas; - development of programs and editing of educational brochures on environmental defence and sustainable life styles.

Activities: • Rehabilitation activities following: - Floods - Earthquakes - Environmental calamities • Partnership with the dioceses hit by 2002 earthquake, in the Italian regions of Apulia, Molise and Sicily. This work, started last year, encouraged the common planning of projects and activities between supporting and supported dioceses. • Emergency and environmental responsibilities National Board The board, composed of regional delegates and Caritas Italiana's operators, support- ed diocesan Caritas in educational and training courses on environment and preven- tion, in case of national and international emergencies.

Initiatives: • Diffusion of the newsletter “ambientiamoci”: rules and regulations, experiences exchange, meetings, activities in Italy and abroad. • Organization of the meeting “Love gestures for heaven and earth” attended by 80 operators coming from 20 different Caritas on how Caritas should face the environ- mental issues. • Participation to Terrafutura 2004 Fair, in Tuscany: reflection and debates on envi- ronmental topics.

“Eight per Thousand” I.E.C. Projects Fund The Italian Government gives the possibility to all Italian tax payers to allot the 8/1000 of their paid taxes to the benefit of the Catholic Church. The Fund is managed by the

16 annual report 2004 Italian Episcopal Conference, while Caritas support the Diocesan Caritas in the process of project design and management. Main areas for intervention have been: emergencies, juve- nile exclusion, family solidarity, migration projects, editing of migration pamphlets and human trafficking, etc.

Caritas Italiana's international activity, in 2004, was focused on two main areas: emer- gencies response, mainly after the tsunami tragedy, and advocacy and education activities through the participation to the World Social Forum in Porto Alegre, Brazil, to the Millennium Goals Campaign and last, but not least, a sensitisation work on forgotten con- flicts. Caritas confirms its “no” to any kind of war and its commitment to peace, through sev- eral activities, as micro-credit projects and socio-economic development projects, under- lining the fight of extreme poverty being the direct cause of conflict.

Education to a worldwide vision and human rights defence Caritas Italiana is particularly active on this subject, working through the “National Group for the Education to a Worldwide Vision”, involving the diocesan Caritas in sensi- tisation activities (see also Chapter 1).

Initiatives and training Organised events: - A seminar on “Micro-credit: an international instrument to fight poverty” (March 17/18) - A meeting on “Reconciliation and Justice” (November 25/27). These two events were attended, besides Caritas Italiana and Italian diocesan Caritas operators, also by other institutional operators and NGOs.

Several publications have been issued in 2004, related to activities carried out by Caritas Italiana's International Department: - “En Marcha. Marching for a solidarity globalisation”. Through the experience with the Honduras population, the vision of a looted land, inhibited rights and identity, with an always reaffirmed hope is given. The booklet tries to describe how a differ- ent globalisation process is feasible. - “Before freedom: prisons in Africa”. A photoalbum showing the total oblivion of human rights in prisons, particularly in war or post-war situations. The book is the result of Caritas Italiana's direct experience in social services in favour of Africa's pris- oners. - “Le ha ma la ja - Take, eat and don't worry. A trip of words and pictures”. The edit- ed book illustrates a decennial Caritas work among the Serbian Rom (through proj- ects for human promotion) and the relation among different cultures, communities of different languages and religions. - “Partnership among Sister Churches Caritas”. The edited book reports of the part- nership between Latin American Caritas and some Italian diocesan Caritas, from the Latin America point of view. In Italy, Caritas Italiana participated to: - 60 training meetings for operators on developing countries' debt, on micro- credit, human rights, peace and reconciliation, etc; - 10 meetings about planning of activities and sharing of experiences;

18 annual report 2004 - a training course for operators on international solidarity and co-operation with Sisters Churches.

Reconciliation and forgotten conflicts A permanent monitoring effort has been developed on forgotten conflicts. The meeting “Reconciliation and Justice”, Rome, November 25/27 - 2004, ended the work of the past two years on the subject. It was also the occasion to present the second research on forgot- ten conflicts, that will be published before the end of 2005. The research highlights the growing number of conflicts in the world and the close relation between impoverishment and conflicts (90% of them rise from vulnerable countries). Mass media concern on this subject is growing.

Foreign debt in developing countries and international social-economical aspects The relation between poverty and conflicts lead Caritas Italiana to establish a working team on “a man size economy”. The group activities were: - compilation of ethical criteria for the inner organization, including financial and administrative aspects; - a study seminar on “Micro-credit: an international instrument to fight poverty”, Rome, March 17 /18 - 2005. Micro-credit's opportunities and perspectives to fight poverty, in particular Caritas Italiana's experiences in Africa, Latin America and Italy. Seminar's drafts are available on the web site; - a preliminary draft agreement with Banca Etica related to the investment and opera- tion of micro-credits in Italy.

Human rights, globalisation and World Social Forum Globalisation does not always mean democracy and welfare, but often builds up exclu- sion from a equitable distribution of wealth and favours human rights exploitation. As a consequence, various projects were planned on human rights defence and promotion. The National Group on Education to a Worldwide Vision published also a paper on “Globalise the world for a planetary citizenship” that lead to the participation of a Caritas Italiana delegation to the World Social Forum in Porto Alegre, Brazil, on January 2005, and to an active role towards the Millennium Development Goals Campaign support, meant to sen- sitise the world leaders and people in general, to reduce poverty by 50 % within 2015, as decided by the UN.

International emergencies and cooperation for development

Presence and Action in crisis areas Caritas Italiana's programs in developing Countries are coordinated for a more efficient use of resources within Caritas Internationalis network and are proposed to our diocesan Caritas as solidarity occasions for an education to a world- wide vision. During 2004 focused was made also on institutional documentation, terms of reference identification, communication and safety criteria for operators, adoption of SPHERE proj- ect codes of conduct and minimum parameters on emergencies.

5. activities and projects around the world 19 Caritas Italiana took part to Caritas Europe's Emergency Forum and collaborates to the Emergency and Rehabilitation Support Team of Caritas Internationalis (ERST), meant to produce a quick response to emergencies. A contribution to the reform of the Italian International Cooperation law n. 49/1987, has been proposed. Caritas proposal has been worked out and delivered to the Senate's Foreign Affairs Commission. This proposal takes a position to this regard, out of Caritas experience, underlining the need to raise the attention towards the main supposed beneficiaries of the law: the poorest.

International solidarity projects and partnership activities

Africa Caritas Italiana involvement has been carried on in twelve African Countries, with the presence of 2 expatriates in Mozambique, 2 in Kenya and 1 in Ethiopia, and of 12 “White helmets” in Mozambique, Rwanda and Kenya, for an attentive collaboration with the local Churches, aimed at the best perception of needs and solutions.

West Africa Justice and Peace Programs, in Zambia and Sierra Leone. In Zambia the actual political difficulties, hamper the start up of the program, while in Guinea the “fight against poverty” operations are on going, thanks to the public Guinean- Italian funds, of about 7 million Euro, collected during the IEC Jubilee campaign of the year 2000. The various projects range in the fields of health care, education, socio-economic activ- ities, capacity building for small enterprises. In Sierra Leone, a training/information program for community's animators, to strengthen rural population participation to the decision making processes has been implemented. Awareness activities and programs on law and justice have been organized for the local diocesan radios. With the Makeni diocesan Caritas, detainees assistance was provided, and a civil society's working group was formed for the development of activities against poverty. In Guinea Bissau Caritas Italiana collaborates with the Guinean Caritas on the organi- zation of training programs for the local communities on needs assessment; other activi- ties are focused on women's promotion and primary health care programs. In Benin, it continues the implementation of an important program on the inclu- sion of handicapped young people and their families, into the extended society and the labour market, in collaboration with the National Caritas and some local organisa- tions. In Niger, an important project on HIV is still going on in collaboration with the dioce- san Caritas of Niamey and Maradi. It involves public structures in diagnostic campaigns and distribution of medicines. Attention is brought to the training of teachers, health care personnel, the community components and the population at large.

20 annual report 2004 Central Africa In the Democratic Republic of Congo, in collaboration with the National Caritas, sev- eral development projects are on going: - Rehabilitation of a pharmaceutical firm in Goma; - Women promotion and defence of victims of violence, disabled persons support; agricultural rehabilitation program for returnees, and training sessions in view of political elections in Kindu; - Distribution of school texts, agricultural trainings and a micro-credit project in Popokabaka. In Rwanda, programs for street children in Kigali and Gisenyi, micro-credit programs in Nyundo, and programs on non-violence approaches, in collaboration with the Justice and Peace Commission of Byumba, have been implemented. The rehabilitation program for detainees is concluded, but specific support to single cases is still carried on. In Burundi, some results have been achieved on jails' hygienic and health care situa- tion suffering for over-crowding; in this occasion it has been possible to separate women and children from adult men. In Kamenge, there are programs for the promotion of peace and reconciliation, and for the fight against HIV diffusion, in collaboration with the Saverian Fathers . The support to the neuropsychiatry centre of Kamenge hosting Bujumbura's prisoners and other poor sick people of the surroundings has continued. In Central African Republic, an Health care program, which includes the support of the Catholic Health Care Institutions and health care personnel's training on HIV preven- tion, mother and child protection, best practices on the rational use of medicines has been continued in collaboration with the local Episcopal Conference.

East Africa In Sudan, the participation to the Italian Government's campaign for peace and human rights launched after peace negotiations, in collaboration with Caritas Network, has been concluded. An educational program, with Khartoum diocese, and a leper care program, with Rumbek diocese are still going on. Caritas Italiana is participating to the Consortium working on the Humanitarian aid to Darfur population. In Ethiopia, a youth support program, implying the visit exchanges of young people between Italy (summer work camps) and Ethiopia with the aim of sustaining the promo- tion of employment opportunities is implemented, in collaboration with Addis Ababa Diocese. Several other projects are on going, focused on women promotion, income gener- ation, water exploitation, agriculture, school, primary health care, prisons assistance, edu- cation. In Kenya, the collaboration with a Nairobi parish church and other local centres allowed to edit projects on HIV prevention, income generation and micro-credit. In Eritrea, support to the local Catholic Church's emergency aid was given; a partner- ship between some Italian and the Keren dioceses on education, women promotion, HIV prevention and water exploitation was established. In North Uganda, in Gulu diocese, support to a rehabilitation project for soldier-chil- dren was given.

5. activities and projects around the world 21 Southern Africa In Angola, in collaboration with “Justice and Peace Commission ” and with the Jesuit Refugee Service (JRS) humanitarian aid to returnees (about 400/week, as for UNHCR), dis- placed and local residents has been provided. Educational and peace promotion programs, in various villages in Uige and Luena provinces, and in the refugees camps of Luanda, were developed within rebuilded schools, health centres and homes. Women promotion and self-help programs in Negage, involved about 70 communities and 200 women as main protagonists. In Mozambique support was offered to Caritas Mozambique and Caritas Maputo's programs in 40 parishes, for operators' training, needs assessment, income generating projects planning, with the training of a diocesan micro-finance institution. Structural and socio-economic rural rehabilitation has been carried out in collaboration with CeLIM, in Quelimane, Beira and Inhambane provinces. Extreme poverty fighting pro- grams were implemented in collaboration with LVIA, in some particular surroundings, such as the public garbage dump; further collaborations were developed with Justice and Peace Commission on detainees assistance and with Migrantes on refugees and dis- placed people.

Latin America and Caribbean Caritas Italiana activity in Latin America can well be described as “Cooperation in Solidarity”, as it aims to promote partnership between the local Caritas and Italian dioce- san Caritas facilitating the exchanges between communities, allowing local communities to participate to the analysis and solutions of their problems. Argentine, Caritas Italiana's emergency programme has been completed in 14 dioceses (Bariloche, Commodoro Rivadavia, Concepcion, Cruz del Eje, Formosa, Jujuy, Mendoza, Mercedes Lujan, Parana, Puerto Iguazù, Rosario, Salta, Santiago del Estero, Venado Tuerto), funding local Caritas expenses, buying and distributing medicines, food in one diocese and fostering children's protection in another. Bolivia, support to women's income generating programs was carried out by Caritas Bolivia in seven dioceses; support to programs prisoners assistance and their families undertaken by the Episcopal Conference included education, training and human rights defence; support has been provided to the Church's information activity, regarding the social conflict in Cochabamba. Brazil, general support was given to Caritas Brazil, for coordination and micro-credit programs, in particular to the diocesan Caritas of Erexim, Rio Grande do Sul region. Colombia, the collaboration with the local Caritas and the Colombian Episcopal Conference has been particularly intense on peace and reconciliation activities. Specific support was given to refugees and prisoners' families, in the Caritas of Zipaquirà, Facativa, Garagoa, Diutama-Sogamoso, Tunja, Yopal, Chiquinquirà. Work has been carried out also with the responsibles of the military Vicarage of the same region and the national prison- ers' pastoral. Costa Rica, support has been provided to the national Caritas in its educational and training programs to strengthen diocesan Caritas structures. Ecuador, support has been provided to the national Caritas, for its training program for the parish Caritas, in particular for Ambato diocese.

22 annual report 2004 El Salvador, in Sonsonate diocese, the post-earthquake rehabilitation program has been completed. Presently, on going project are a house rehabilitation program for the poorest families and a women's promotion program. Support has been provided to a con- gregation operating in the central part of the Country and to the national Caritas' training and educational activities. Guatemala, a collaboration with San Marcos diocesan Caritas is going on since the past year, where some civil service's volunteers are employed, engaged in historical memory's retrieval. Haiti, emergency support to September 2004's floods in collaboration with Caritas net- work and a further support in February 2004's social emergency were given. Honduras, collaboration goes on with the national Caritas programs, through the sup- port to the church associations and movements acting for the promotion of human rights, within the indigenous and farming population. , support to the parish Caritas training has been provided. Nicaragua, international civil service's operators are carrying on an educational pro- gram with the Wiwili indigenous population. A positive collaboration has been developed with the Country's Female Congregations Association. Panama, a support to Caritas Panama has been planned for the coordination of educa- tional programs in Central America. Peru, a micro-credit program in going on in Ilo town, implemented by the Tacna and Moquegua Caritas. Post-earthquake program is completed, and beneficiaries have taken part to the houses' rebuilding and micro-credit activities . Paraguay, collaboration with the local Caritas for a migrant's program is actually pur- sued. Uruguay, structural support to the national Caritas, in the field of Economic Solidarity was given. Venezuela, support was given to Caritas Venezuela's activities for the defence of refugees' human rights, on the Colombian border and to the diocesan Caritas of Coro for the defence of prisoners human rights.

Asia and Oceania Half of world's population lives in Asia where we can find the maximum of poverty and riches, hopes and worries, particularly evident in emerging countries like India and China. Minor countries are not to be overlooked, subjected to internal conflicts, human rights offence, and natural calamities; year 2004 has been outstanding on these last emergencies. A Church martyr and persecuted is present in Myanmar, China, North Chorea; a minor- ity Church, but proud and present, in India, Sri Lanka, Pakistan, Bangladesh, Nepal, Thailand; a Church, poorest among the poor, in Central Asia, Cambodia, Vietnam, Indonesia. There are countries where the Church, is not officially present like Afghanistan or North Korea. The support offered during the recent natural calamities has been the occasion to plan solidarity on a larger scale, with long lasting programs funding also the structural support to the local Caritas, personnel training. Particular and relevant activities have been carried out in with Caritas Nepal, Caritas Uzbekistan and Caritas Asia.

5. activities and projects around the world 23 In December 2004 the Tsunami tragedy, with its impact on the whole region, has to be considered a warning at planet's level, on environmental deterioration and its conse- quences. People's world-wide emotional and generous answer confirmed that the message has been received.The great loss of lives and the huge damages have been facilitated by the extreme poverty level of the victims sometimes entangled with conflicts religious intoler- ance and environmental shallowness.

Two main area of intervention: Afghanistan and India. Afghanistan We had at last in 2004 the presence in Afghanistan of an Italian Caritas officer, acting within the international Caritas network; this allowed the follow up of an integrated devel- opment project, on long term in various fields of activity, with a particular attention to “peace building”. In November an Association was created, located in Kabul, with the presence of four nuns. This association started working on disabled children' assistance. It represents the first presence of the local Church. India In India Caritas Italiana's collaboration with the national Caritas goes back many years. Since 2001 a post earthquake project is still running with several rehabilitation programs, particularly for women and casts groups. Educational and health care programs are going on in Tamil Nadu, Andra Pradesh, Assam. In all experiences the direct involvement of some Italian diocesan Caritas, in particular Genoa, Milan and Rome has been an important component of the collaboration. The tsunami disaster called for emergency actions in some Indian diocesan Caritas and two Caritas Italiana's officers are engaged locally.

Europe While the world's attention is now necessarily pointed on the many wars and terrorist conflicts, there is in Europe a persisting condition of poverty, brought to evidence and worsened by recent political changes. The political and social consequences of the trans- fer of responsibility to the European Union of several Balkan countries, while entailed some good opportunities for them, caused distress for the poorest and weakest part of the population. Internal and external migrations, lack of income and social assistance were the main causes of poverty. Caritas Italiana has been caring about the needs of Sister Churches in East Europe, sup- porting their structural capacity improvements. Within Caritas network, Italian diocesan Caritas have been actively present locally, giving priority to projects on human rights defence, upgrading of socially excluded groups, peace and reconciliation fostering, socio- economic promotion, local Caritas capacity strengthening. Armenia International socio political isolation and extreme poverty forces the migration of youths, becoming easy victims of human beings traffickers. Caritas Italiana has funded a migration prevention project, that includes training of teachers, within more than hun- dred schools proposals of alternative employment and support of returnees and their families.

24 annual report 2004 Three micro-projects have been implemented for the rehabilitation of water plants in Shirak region villages. Bulgaria Capacity building for the personnel of local Caritas has been funded. Georgia Emergency support was given to sustain South Ossetia refugees, through Caritas Georgia, in collaboration with four Italian diocesan Caritas. Russia Following North Ossetia tragedy of Beslan, the Foreign Affairs Ministry, diocesan and parish Caritas, and some privates provided humanitarian aid to the victims and their fam- ilies. The project involved the supply of technical equipment for audio-visual supports, instruments supplies to Beslan Hospitals and other funding for the care of trauma-afflict- ed children. Humanitarian aid was supplied to elderly persons and families in distress. Funds have been supplied to programs for the assistance of women and children in Novosibirsk: home for single mothers, orphanages, and to a program for improving local Caritas communication. Turkey Caritas Turkey has been supported with several projects: in Istanbul, the “Protection of women against family's and external violence”, in collaboration with a local women's organisation, and the funding of a sewing vocational training project for women ; in Smyrna the building of elderly home, in collaboration with a local association; in Mersin the emergency support for victims of floods. In Istanbul the contribution to the restoration of the Caldean Church's front, destroyed by the terrorist attack at the English embassy, was provided. Ukraine Personnel's training program on project design and implementation has been funded.

Balkans Albania Caritas Italiana is the “Facilitating partner” of Caritas Albania, with which has always cooperated actively, at national and diocesan level, to support the process of capacity building involving the upgrading of offices, training of personnel, coordination of external donors. Three civil service volunteers have been working with Caritas Albania and with the “Peace Ambassadors Centre” of Baquel. The main activity supported has been a national health care program, in collaboration with Caritas Spain. Activities were integrated with the national health system and WHO's early warning system, including the training and updating of medical and health care per- sonnel and population awareness campaign on preventive health care. Other programs involved educational training for poor children (Tirana's school of Ylber/Arcobaleno; Pllane's town and Lezha villages); assistance to extremely poor fami- lies; post-floods rehabilitation. In December 2004 an important seminar on “Health ethics in Albania” was organized by Caritas Albania, attended by the Archbishop of Tirana, the Mufti, and the Albanian Orthodox Church's Pope.

5. activities and projects around the world 25 Bosnia - Herzegovina A Caritas Italiana has had a long collaboration with Caritas Bosnia Herzegovina since 2002. The last project implemented was “Support to the victims of violence, by the empowering of Families Associations”. The goal was to allow the associations to increase the lobby capacity of the members their involvement in activities and decisions making processes, providing effective sup- port to family victims needs, promoting communication sharing among the various simi- lar associations made of different nationalities: Croat, Serb, Muslim and Albanian. In Sarajevo, Caritas Italiana has fostered initiatives for Peace dialogue and Reconciliation. A Parish Ministry promotion project has been carried out through the National Caritas and three diocesan one, which involved local operators, animators and volunteers. Summer camps with Volunteer coming from several Italian diocesan Caritas have been organized during the year. In collaboration with Caritas Banja Luka a program for the rehabilitation of agricultur- al production, including technical agricultural assistance, training on animal breeding and rearing, provision of agricultural mechanisation tools, stables' repair and connections with markets. New items included the installation of new fruit growing plantations. Croatia Training program has been carried on, in collaboration with Caritas Croatia, the dioce- san Caritas, and Catholic Relief Service (CRS). A first training session included lectures on Organisation's identity and mission, working and analysis methodologies to allow detect- ing local needs. A second session included specific subjects on project planning, network management, lobby and advocacy, communication tools. Kosovo Collaboration has been shared with Caritas Kosovo, particularly on the socio-pastoral training programs, implemented giving the priority to Peace and Reconciliation activities, human rights defence, educational initiatives, socio-economic promotion. A program of psycho-social support to the local Associations of the families of missing persons and ex political prisoners has been carried out at regional level, shared with other West Balkans countries. In Gillane region, support was given to the establishment and running of two multi-eth- nic schools. In this framework meetings were held between representatives of Serbian and Albanian communities', with the aim to reach both parties acceptance of some commonly managed activities, such as recreational events as occasions for inter-cultural exchanges. Caritas Sicily has supported a nursery school in Prizren, offering assistance and care to children from families of different religious beliefs. In the agricultural field, a greenhouse was supplied for the production of vegetables, implemented as a socio-economic promotion initiative, managed by Caritas Kosovo. Caritas Italiana's activity in the area has benefited of the collaboration of two “White helmets” whom spent their year of service in Kosovo. Different Kosovo parishes have invited groups of young people from Italian dioceses, for summer camp experiences, with a positive impact overall. In general, all the activities funded by different Italian diocesan Caritas are co-ordinat- ed locally by a Caritas Italiana officer.

26 annual report 2004 Macedonia The project aiming to fight exclusion of Rom is now carried on in collaboration with Caritas Macedonia and the Rom association “Irhom”, involving counselling centres and the local social secretariat helping on the solution of bureaucracy problems. The initiative includes lessons on Macedonian language to children, to enable them to attend school. The program promoting the strengthening of parish Caritas, implemented in collaboration with other national Caritas, has given good results, with the involvement of clergy and lay people in local animation, identification of needs and planning of small initiatives with the participation of the population. Serbia and Montenegro Home care assistance to the elderly, protection for minorities, Caritas and Church's identity, human rights respect, community's animation and sensitisation, are the initia- tives that have been carried on by the presence in the Country of the national and dioce- san Italian Caritas officers. A “Pilot project for mental health”, has planned a Mental Health Centre, in Nis, for de- institutionalisation of mentally disturbed persons from Serbian psychiatric hospitals. The plan involves personnel's training, and activation of social support structures, while civil society has been prepared by a series of 13 national level TV broadcastings, on forbearance and man's respect, and by various activities, in schools and on the occasion of national events, by the Serbian partner Group 484. Educational programs for the support of minorities, such as Rom, are mainly carried out in schools. Partnerships with neighbouring Italian diocesan Caritas are quite lively, with debates on Caritas' pedagogy in the Serbia-Montenegro Church, owing to its dimensions, resources and possibilities.

Middle East and North Africa Problems seem to have been “frozen” during 2004: Algeria, Palestinian conflict, West Bank wall are still posing same problems; to debate on this subject , Caritas Italiana has launched an international seminar, to be held in 2005. Peace in Iraq is still very far from becoming a reality. Three main fields of interest of this region are lacking: freedom, women's emancipa- tion, appropriate educational level. A particular attention has been reserved to support and strengthen Caritas structure. Iraq Caritas Italiana has reached the new President of Caritas Iraq, offering him the assur- ance of our will to collaborate with an animation role. Iran Caritas Italiana is the facilitating partner agency for the Caritas Internationalis network, implementing the post-earthquake rehabilitation in Bam. Caritas Italiana representative was allowed to work in Iran's Islamic Republic. The visa for the representative was revoked, at the end of 2004, without written motivations. The problem is under solution, and rehabilitation programs are going on, managed by the local personnel. Caritas Italiana's goal is to continue working in Iran, and hopes for the best with vari- ous social humanitarian assistance activities running: distribution of food and potable

5. activities and projects around the world 27 water, medical care, provision of sanitation services, building of 4 schools, building of houses allocated to Spinal Cord patients. Jerusalem The situation in Israel remains critical: the “Aboud” socio-health project is at the moment dormant. Various projects funded by Caritas Jerusalem and other Caritas, have been studied and drawn up, but they forcibly had to be postponed for the known internal problems. Algeria Caritas contribution to the magazine “Hayat” is going on, with good animation results; some post-earthquake rehabilitations have been completed (library, disabled centre, 2 parish centres); while, the Algier's Coordination Centre of Boumerdès is being hampered by bureaucratic difficulties. Libia and Saharaoui refugees, cannot be supported due to the problematic situation in the region: there is no local Caritas to contact, other solidarity initiatives and opportuni- ties must be found soon. In Somalia similar situation is occurring. The local Caritas must be revitalized within, the coming year. In Gibouti the support to alphabetisation schools is going on (see our Annual Report 2003).

Development micro-projects. Micro-projects (MP), are development proposals limited in value, but with a local importance at village level; they should obtain an immediate impact, contribute to raising the local living conditions; they are repeatable, to be implemented step by step, involving specific areas. They represent Caritas Italiana response to local communities' (private individuals, parishes or dioceses), to specific and precise needs of a specific grass-root community. In 2004 the priority was assigned to projects related to water supply, income-generat- ing activities and essential communication structures to be adopted to break local commu- nities isolation. The Micro projects funded in 2004 are 517 in total, distributed as follows: • Africa: 26 Countries, 186 MP, out of whom: 47 in Uganda, 30 in Tanzania, 28 in RD Congo • Latin America: 11 Countries, 103 MP, out of whom: 21 in Bolivia, 18 in Brazil, 18 in Ecuador • Asia, 10 Countries, 223 MP, out of whom: 140 in India, 41 in Vietnam, 12 in Philippines. The average amounts per project allotted to MP in Asia are lower than those of other Countries. • Europe: 3 countries: 5 MP: 2 in Albania, 2 in Armenia, 1 in Ucraine.
