ROADS AND BRIDGES • ABRA DE ILOG On or about 9:00 AM, 21 July 2012, the LGU, Abra de Ilog conducted an assessment in their AOR, it was noticed that there was a slight damage on the identified roads and bridges due to continuous rains. The MDRRMO conducted an ocular inspection and the following damages were noted : ° National road from Abra de Ilog to Puerto Galera ° A concrete bridge located at Talusungan National Road along Brgy. Balao was scoured ° A concrete bridge located at Kuli-kuli, Brgy. Road ° Spillway located at Sikat FMR ° RC Box Culvert located at Lanas, Cabacao - As of 1:00 PM, 23 July 2012, passable to all types of vehicles. VI. STATUS OF LIFELINES ABRA DE ILOG, OCCIDENTAL MINDORO • The whole municipality experienced a total black out as of 9:00 PM, 22 July 2012. IX. TRANSPORTATION SITUATION • Batangas Port to Abra de Ilog Port, Occidental Mindoro operations was cancelled due to collapsed Talusungan Bridge at National Road Brgy. Balao, Abra de Ilog X. INCIDENTS MONITORED 1. CAPSIZED BANCA “SAUDIA EXPRESS” IN OCCIDENTAL MINDORO On or about 3:00 AM, 23 July 2012, a motorized banca with markings “Saudia Express” left Calatagan Port bound to Talaotao, Occidental, Mindoro. The said banca was capsized between the vicinity of Calatagan and Talaotao, Looc, Occidental Mindoro due to strong winds and rough seas. The six (6) crews from the capsized banca were rescued by the owner of the F/B Floating Wings and then informed PCG Nasugbu about the incident. ACTIONS TAKEN PCG Calatagan is still waiting for the arrival of F/B Floating Wings with the rescued crews. 2. DROWNING INCIDENT IN CAMARINES SUR On or about 9:30 AM , 22 July 2012 a drowning incident occurred at Sitio Calugan, Brgy. Nayugan, Buhi, Camarines Sur due to flashfloods . Two (2) victims were carried away by strong floodwaters while crossing the Bugsukan River at Sitio Oras . The bodies were recovered at 11:00 AM, 22 July 2012. NAME AGE Ludiche Remudes (Mother) 35 years old Jessa Mae Remudes (Child) 8 years old ACTIONS TAKEN A team from MDRRMO Buhi immediately responded to the area. 2. FLOODING INCIDENT IN CAMARINES SUR 4 On or about 11:00 AM, 22 July 2012, a flooding incident occurred in Brgy. San Roque, Bombon, Camarines Sur due to the heavy rains which caused the creek connecting the Inarihan River in Bombon to overflow. 100 households in Zones 2 and 3 were affected. No evacuation was ordered. As of 3:30 PM 22 July 2012, the reported flooding has already subsided. ACTIONS TAKEN OCD V OPCEN and PDRRMC Camarines Sur Operation Center disseminated the weather forecast, flood bulletin, gale warnings to all concerned C/MDRRMC agencies and local media thru SMS, fax message and email to ensure public safety. Coordinated with PDRRMCs about weather situation and advised to closely monitor situation especially in landslide and flood prone areas. Coordinated with PNP PPOs re incidents in relation to weather disturbances. Monitored Bicol River Basin. 3. FLOODING INCIDENT IN METRO MANILA (As of 10:00 PM 22 July 2012) Areas reported impassable to light vehicles were as follows: Deato Street, Pasolo, San Juan City G. Lazaro Street, Pasolo, San Juan City Pasolo Road, Pasolo, San Juan City In front of BFP, Poblacion, Valenzuela City Kamesang Pino Street, Balangkas, Valenzuela City Sambao Street, Wawang Pulo, Valenzuela City ACTIONS TAKEN OCD NCR monitored AOR. 4. FLOODING INCIDENT IN OCCIDENTAL MINDORO As of 9:00 PM, 22 July 2012, different barangays in Paluan, Occidental Mindoro experienced flooding due to the continuous heavy rains. PREPAREDNESS MEASURES UNDERTAKEN NATIONAL PREPAREDNESS • NDRRMC Operations Center maintains a RED ALERT STATUS and continuously monitoring and disseminating 24 hour Public Weather Forecast, Gale Warning, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial to the municipal levels. • PAGASA is continuously providing NDRRMC OpCen with updates on Gale Warning, 24-Hour Public Weather Forecast, General Flood Advisories; detailed personnel at the NDRRMC OpCen for prompt coordination with their bureau. 5 RDRRMC III • Disseminated NDMMRC Advisories – Gale Warning No. 2 STRONG TO Gale force Winds, Flood Advisory No. 2 for Pampanga River Basin and General Flood Advisory No. 4 Region III – to all provinces affected through SMS and facsimile for further dissemination to their respective LDRRMCs from the provincial down to the municipal level. RDRRMC III Operation Center has been on alert status since 19 July 2012. Monitored the evacuees in Pulilan, Bulacan, the flooded areas in Bulacan and Pampanga, suspension of classes and dam releases. • PDRRMC Bulacan closely monitoring Bustos Dam water releases and instructed LDRRMCs for the regular monitoring of rain gauges and water levels in all stations. Alerted the residents living along Angat River from Norzagaray to Hagonoy for possible water level increase on 22 July 2012. • LGU Pulilan thru Pulilan Rescue Team provided food packs to the evacuees in Tibag Chapel on 23 July 2012. OCDRC IV-B • Continuously disseminating the 24-hour Weather Forecast, Shipping Forecast and Gale warnings to PDRRMCs, CDRRMCs, LGUs and line member agencies trough SMS and facsimile and updated the Facebook and Skype account to ensure the effective dissemination to the public and advised them to take appropriate actions. • Coordinated with the local DRRMCs and LGUs and advised to put their operations center on alert for any possible effects of Southwest Monsoon and the weather situation in the area of their responsibility RDRRMC V • Disseminated weather advisories and flood bulletin to all RDRRMC members / support agencies, LDRRMCs and local media and uploaded to the OCD- RDRRMC Facebook page to ensure public safety. • Coordinated with PDRRMCs re weather situation and advised to closely monitor situation especially in low lying areas and report any incident in connection with the latest weather disturbance. • Coordinated with PNP PPOs re incident in relation to the weather disturbance. • Coordinated with PDRRMC Camarines Sur re flashflood casualties. ° PDRRMC Camarines Sur Operation Center on 24/7 operation.
