Announcement by the Speaker The Speaker made an announcement welcoming Hon. Patrick Pillay, Speaker of the National Assembly of Seychelles and Members of the Parliamentary Delegation from the Republic of Seychelles who are on a visit to India as honoured guests. 11.02 A.M. 2. Reference by the Speaker The Speaker made reference to the 75th anniversary of the ‘Quit India’ movement launched on the 9th August, 1942 under the leadership of Mahatma Gandhi and paid homage to the Father of the Nation and martyrs who sacrificed their lives in the freedom struggle. Thereafter, members stood in silence for a short while as a mark of respect to the memory of the martyrs. 11.04 A.M. 3. Observation by the Speaker The Speaker made the following observation:- "Hon'ble Members, today is 9th August. Today we have completed 75 years since the 'Quit India Movement' call was given. It is a very important occasion for us. Normally this time is fixed for the Question Hour but keeping in view the feelings of Members attached to this special occasion, we start a discussion to allow everyone to mark this day as a special occasion to express their views." 2 11.05 A.M. 4. Address by the Speaker The Speaker addressed the House under Rule 360 @ . 11.21 A.M. 5. Special Discussion to commemorate the 75th Anniversary of the 'Quit India Movement' Time Taken: 2 Hrs. 03 Mts. Obituary Reference The Speaker made reference to the passing away of Shri Sanwar Lal Jat, a sitting member of the Lok Sabha. As a mark of respect to the memory of the departed, members stood in silence for a short while and thereafter the House was adjourned for the day. 8. Questions As the House adjourned after having Special Discussion and Obituary Reference, Starred Questions could not be called for oral answers, Starred Question Nos. 321–340 put down in the Order Paper for the day were, therefore, treated as Unstarred and their answers together with the answers to Unstarred Question Nos. 3681–3910 would be printed in the Official Report for the day 1.26 P.M. (Lok Sabha adjourned till 11.00 A.M. on Thursday, the 10th August, 2017.)     LOK SABHA ___ SYNOPSIS OF DEBATES (Proceedings other than Questions & Answers) ______ Thursday, February 8, 2018/Magha 19, 1939 (Saka) ______ OBITUARY REFERENCES HON'BLE SPEAKER: Hon'ble Members, I have to inform the House about the sad demise of two former Members, namely, Shri Narsingh Narain Pandey and Shri Raghunath Jha. Shri Narsingh Narain Pandey was a Member of the 5th Lok Sabha representing the Gorakhpur Parliamentary Constituency of Uttar Pradesh. He was also a Member of the Rajya Sabha from 1980 to 1982. He was a Member of the Committee on Absence of Members from Sittings of the House. Earlier, Shri Pandey was a Member of the Uttar Pradesh Legislative Assembly from 1962 to 1967. Shri Narsingh Narain Pandey passed away on 8 January, 2018 in Gorakhpur, Uttar Pradesh at the age of 88. Shri Raghunath Jha was a Member of the 13th and 14th Lok Sabhas representing the Gopalganj and Bettiah Parliamentary Constituencies of Bihar. Shri Jha was Union Minister of State for Heavy Industries and Public Enterprises from April, 2008 to May, 2009. He was a Member of the Committee on Agriculture; Committee on Ethics; Committee on Home Affairs Railway Convention Committee; House Committee and also the Public Accounts Committee. Shri Jha was a Member of the Bihar Legislative Assembly from 1972 to 1998. He also served as Minister in the Government of Bihar. Shri Raghunath Jha passed away on 15 January, 2018 in New Delhi at the age of 78. We deeply mourn the loss of our two former colleagues. I am sure the House would join me in conveying our condolences to the bereaved families.

Illegal migrants, when detected, are dealt with as per provisions of the law which include measures to deport them in accordance with the Foreigners Act, 1946. These powers have been delegated to the State Governments/UT administrations with effect from 24.04.2014.

  • Asian Parliamentary Assembly (APA)
    Asian Parliamentary Assembly (APA) The Asian Parliamentary Assembly (APA) was born in 2006 at the Seventh Session of the Association of Asian Parliamentary for Peace (AAPP). In other words, the APA is continuation of an organization which was established in 1999. The APA comprises, in 2007, of 41 Member Parliaments and 17 observers. Each Member Parliament has a specific number of seats in the Assembly based on the size of their population. The number of total seats, and therefore, number of votes, is currently 206. Members of Assembly must be elected by members of the Member Parliaments. The APA Charter and Tehran Declaration lay out a framework of cooperation among Asian countries, and point out to a vision; that is Asian Integration. During the year 2009, the application of India Group of IPU for the Membership in Asian Parliamentary Assembly (APA) was considered by the Executive Committee of APA during its session held in Bandung from 7 to 10 December 2010 and India became a member of APA. (f3/1630/spr-ind) But we see the impatience; we see the carelessness; we see the arrogance; and we see their attitude of one sidedness. When this whole nation is watching us that what solutions do these leaders put up before the nation during these discussions, these very delicate discussions, concerning the youth, concerning the democracy, concerning terrorism. Here, we are a bunch of people shouting and screaming at each other, and unable to actually address the real problems. It is sad, and while sitting here, and patiently listening to all sides, I am heartbroken to say that the youth of this country does not deserve us. We are the most undeserving set of people to be in this House today. We were supposed to carry out this discussion tomorrow, Madam. I do not know what was the great hurry of mudslinging from both sides. One side demands, and the other side accepts that we had to move it earlier. I am not interested in taking sides with any of these Parties. I am interested to hear, and I wish to sit till the end of these discussions to hear who has a word of solace, who proves that he or she has a point of solution to the problems that the nation is facing today.
