The full proceedings of the Congress are recorded on tape and can be listened to in the Head Office in Basle. The tapes will be kept until the next Congress during which elections are held. OPENING OF THE CONGRESS President Moustafa declared the International Handball Federation’s XXXVII Ordinary Congress open and welcomed all those present. President Moustafa welcomed the delegates and guests as well as representatives of the partners and sponsors and pointed out the importance of the present Congress meeting for the future of handball. President Moustafa expressed his gratitude to the Swedish Handball Federation (SHF) for hosting the Congress and gave the floor to SHF President Mr Fredrik Rapp who welcomed the participants to Sweden and expressed his wishes for a successful meeting. In view of the Congress being held on the fringes of the 50th Anniversary of Partille Cup, President Moustafa conveyed his sincere congratulations and appreciation for Partille Cup’s outstanding commitment to the development and promotion of handball throughout the world. He then awarded a certificate and a cake to Partille Cup represented by General Manager Mr Fredrik Andersson and Senior Advisor Mr Stefan Albrechtson. President Moustafa then gave the floor to Mr Magnus Hallberg, Director of Events of the City of Gothenburg, who welcomed the participants to Gothenburg and wished them a fruitful meeting. Afterwards, President Moustafa welcomed three players of Partille Cup, Ms Alva Bramfors, Mr Oscar Carlsson, and Ms Ellen Moberg, to address a few words to the Congress participants. President Moustafa asked the delegates and guests to rise for a minute’s silence to honour the memory of the colleagues who passed away during the congressional term. ROLL CALL AND DETERMINATION OF THE NUMBER OF VOTES A representative of the technical equipment supplier briefly informed the Congress delegates how to use the voting system and how to request taking the floor with the help of the microphone system. All participants received a printed version of the related instructions (in one of the six IHF Congress languages) upon their arrival, and additionally the instructions Gothenburg - Sweden Page 6 3 July 2019 [XXXVII IHF ORDINARY CONGRESS] (in six IHF Congress languages) were included in the monitors in front of each National Federation. The General Director asked all affiliated Member Federations to make sure their country’s flag on the main screen is visible. After this procedure, it was noted that 148 full members were present and entitled to vote. The General Director referred to Article 13.3.4 of the IHF Statutes, stipulating that the Congress is declared to have achieved a quorum if at least 51% of the IHF Member Federations are present. In due consideration of the 209 IHF Member Federations, she concluded that the Congress has achieved a quorum. Accordingly the Congress determined that: Number of full members present (number of votes): 148 Number of associated members present: 3 Number of regional members present: 4 Representatives of two Member Federations entitled to vote (MKD & UAE) arrived after agenda item 2 of the Congress, which was announced by the General Director. The Congress unanimously approved to consider these Member Federations in the number of votes. Accordingly the Congress determined that: Number of full members present (number of votes): 150 Number of associated members present: 3 Number of regional members present: 4 The attached attendance list provides more details of the Congress participants. 3. MEMBER’S SUSPENSION 3.1 Lifting the suspension of Kuwait Handball Association The General Director took the floor, informing the Congress about the history of the suspension of Kuwait Handball Association. On 11 September 2015, the IHF Council decided to suspend Kuwait Handball Association with immediate effect until the next Congress according to Article 14.3.25 of the IHF Statutes. Subsequently, the XXXV Ordinary IHF Congress held in Sochi, Russia on 7 November 2015 confirmed the suspension of Kuwait Handball Association by a two-third majority of votes cast in compliance with Article 8.4.7 of the IHF Statutes, taking into consideration that the suspension included all handball activities on national and international level as well as all people involved in handball activities in Kuwait (players, coaches, referees, officials, and Gothenburg - Sweden Page 7 3 July 2019 [XXXVII IHF ORDINARY CONGRESS] clubs), and the KHA was not entitled to maintain any sporting contact with IHF Member Federations. In order to protect the handball sport in Kuwait, the IHF Council decided on 20 July 2015 to appoint the Kuwait Handball Association Interim Committee to manage and coordinate the day-to-day handball sport in Kuwait at national and international level in accordance with the IHF Statutes and Regulations. On 29 November 2018, the Kuwait Handball Association Interim Committee informed the IHF that the KHA Interim Committee has taken over the headquarters of KHA as well as the banking account on the same date. Based on the aforementioned, and according to Article 14.3.6 of the IHF Statutes, allowing the IHF Council to decide urgent matters between Congresses, the IHF Council agreed on 3 December 2018 to provisionally lift the suspension of Kuwait Handball Association with immediate effect until the next Congress. The extraordinary General Assembly of Kuwait Handball Association endorsed the KHA Statutes approved by the IHF legal body.
