These changes occur as donor agencies adjust their programs in response to strategic reviews, to shifting political mandates, and to new circumstances within the region. As a result, university and Mrinistryof education leaders find it difficult to obtain clear and comparative information on the range of donor priorities and possibilities for assistance in the field of higher education. Likewise, donor representatives are not always certain where they might look for useful donor partnerships in the emerging context of collaborative sector-wide approaches to education assistance. These problems were discussed at a WGHE meeting held at Abuja, Nigeria in December 1999. WGHE participants agreed that it would be a useful reference for both African university leaders as well as the donor community if the WGHE produced a "Directory to Development Assistance for Higher Education in Sub-Saharan Africa)" In doing so, they confirmed this activity as a formal part of the WGHE work program for the year 2000. For the purpose of producing this Directory, a survey questionnaire was designed and sent to donor agency representatives. The survey responses were supplemented by background informnationobtained from agency websites. The data were then organized and presented using a common format. A draft of the entry for each agency was sent to each agency's representative for comment, correction or clarification prior to the printing of the Directory. The Directory was compiled by Mr. Mactar Diagne, a specialist in higher education management from Senegal, with financial support from the World Bank and from the ADEA Working Group on Higher Education. ADEAwas originally establishedin 1988as an association(then calledDonors to African Educationor DAE ) to foster collaborationand exchangeof informationamong funding agencies. It has since evolvedinto a structuredesigned: (a) to reinforceAfrican ministries' leadershipcapacities as they work with fundingagencies; (b) to developthese agencies' awarenessthat their own practicesshould be adaptedto the needsof nationally-driveneducation policies, programs and projects;and (c) to developa consensusbetween ministries and agencieson approachesto the majorissues facing educationin Africa. To achieveits goals,ADEA employs a process-orientedstrategy that includes severalcomponents, such as its SteeringCommittee, the Caucusand Bureauof AfricanMinisters of Education,the BiennialPlenary meetings, and the Working Groups. These WorkingGroups, of whichthere are presentlyeleven, are engagedin advocacy,analytical work, and capacity-buildingon the followingsub-sectoral themes: books and leamingmaterials, distance education, early childhood development,finance, statistics, sector analysis, female participation, teaching profession,non-formal education and higher education. ADEA's WorkingGroup on HigherEducation aims to strengthencollaboration betweenAfrican governments, funding agencies and highereducation institutions to improvethe effectivenessof developmentassistance, and more broadly,to supportthe revitalizationof AfricanUniversities. It functionsmainly as a forum,and is not intendedto be a fundingfacility. In this context, the AfDB has committed itself to supporting the development of education in Africa. It provides assistance to its member countries seeking to develop higher education. Types of assistance offered The AfDB is a financing institution. It mostly offers assistance to its member countries through country- initiated programs and projects. Channels of provision Assistance is provided only through cooperation agreements with national ministries.
