Chairman Pai launched the Keep Americans Connected Pledge on Friday with 69 broadband and telephone providers across the country agreeing to take specific steps to help Americans stay connected for the next 60 days. This afternoon’s announcement means that 185 companies in total have now taken the Pledge. “It’s critical that Americans stay connected throughout the coronavirus pandemic so that they can remain in touch with loved ones, telework, engage in remote learning, participate in telehealth, and maintain the social distancing that is so important to combatting the spread of the virus,” said Chairman Pai. “The Keep Americans Connected Pledge is a critical step toward accomplishing that goal, and I thank each one of these additional companies that have made commitments to ensure that Americans can remain connected as a result of these exceptional circumstances.” New pledge-takers include Advanced Communications Technology, Agri-Valley Communications, Alaska Communications, Appalachian Wireless, ATMC, Ben Lomand Connect, BEVCOMM, Blackfoot -

TABLE OF CONTENTS FOREWORD Table of contents Foreword As the newly elected ETIS Chairman, is it both a pleasure and a privilege to be able to introduce this year's annual report. As a long time Member of the ETIS Board and Council, I have seen the impressive work that has been done by the organisation and its Members. All of us highly appreciate the opportunities and benefits already realised from being part of the community and I look forward to further building upon ETIS’ successes and providing strategic leadership to help guide the organisation into the future. ETIS has always been a dynamic, Member driven organisation and this year is no different as we have continued to witness impressive attendance rates, new topics and activities proving a wealth of knowledge for our Members to take advantage of. We have held over 25 meetings this year as well as the ETIS During the Spring of 2013, ETIS also witnessed a passing of ETIS Council 4 Community Gathering. This equates to bringing over 600 the leadership torch with Tora Tenden stepping down as the people together to share knowledge. For an association such long-time Chairman and the election of myself as the new ETIS Management Board 6 as ours, this is a huge amount of work but the benefits for Chairman. -

ANNEX 8 COMPULSORY LICENSING OF PREMIUM PAY TV CHANNELS IN OTHER COUNTRIES 1. Introduction 1.1 Ofcom has sought to portray its proposals to compel Sky to license its premium pay TV channels to other operators as relatively uncontroversial on a number of grounds including that the proposals are a ‘normal’ form of regulation in other countries. For example, Ofcom has stated: “wholesale must-offer obligations have been imposed in a number of other countries, in response to similar concerns to those that we have set out”;1 and “This is not a revolutionary approach… this kind of wholesale must offer has existed in the States for years.”2 1.2 Ofcom’s views on this matter appear impressionistic, rather than being based on a thorough understanding of (a) the nature of compulsory licensing obligations in other countries; or (b) the reasons for those obligations.3 A proper understanding of such matters is required in order to rely on the existence of regulation in other countries as lending support to Ofcom’s own proposals to impose wide-ranging, deterministic and highly intrusive regulation on Sky. 1.3 In this Annex, Sky considers the compulsory licensing obligations that exist in relation to pay TV channels in the countries cited by Ofcom as relevant comparators, namely France, Italy, Spain and the United States.4 We show that the regulation that exists in those countries has little in common either in form or rationale with that which Ofcom proposes. In particular, in spite of the fact that obligations were introduced in France, Italy and Spain in order to remedy demonstrable reductions in competition arising from mergers between pay TV operators, Ofcom’s proposals go far beyond the remedies that were adopted in those countries. -
