Blue Ribbon Foundation BIOWAlue STATE FAIR Foundation 20/20 Ribbon his year is going to be perfect! How do I know? I have 20/20 vision! All joking aside, let’s talk about a simple vision that grew into a T conceptV and createdision a mission. The Iowa State Fair began in 1854 as an event where farmers, manufacturers and homemakers would bring together their products in “amicable rivalry.” What started out as livestock judging and a showcase of crops slowly developed into a must-attend experience brimming with tradition. Drew Sniezek Communications Manager Many buildings on the Iowa State Fairgrounds were constructed before 1920. Because they were unheated, Iowa’s freeze-thaw cycle took its toll. By the late 1970s, loose mortar, sagging roofs, rotting windows and unsafe wiring were robbing the Fairgrounds of its dignity. Although the Fair was operating in the black, neither profits nor legislative appropriations were enough to curtail the crumbling. Despite the Fairgrounds being listed on the National Register of Historic Places, the prospect of a gradual shutdown of the unsafe facility loomed. A simple vision In 1993, the Iowa State Fair Board created the Blue Ribbon Foundation. The that grew into Foundation’s charge was to conduct a major capital campaign for renovation a concept and and preservation of the Fairgrounds – with a vision for the future. created a mission. Fast-forward 27 years and the Blue Ribbon Foundation continues to create new programs to offer Fairgoers ways to support various improvement projects across the Fairgrounds. This year is no exception. Progress continues on the renovation of the Bruce L. Rastetter 4-H Building. Crews worked this fall to remove a portion of the south exterior wall, creating space for a new kitchen facility, storage area and loading bays. An expansion to the west will add classroom space, and the interior of the building will be revitalized from top to bottom with new lighting, floors and updated restrooms all to be complete by August. Over the next several months, the Iowa State Fair will create a new interactive family garden, build a cookie-baking kitchen and update the Livestock Pavilion restrooms. These are just a handful of projects that will improve a Fairgoer’s Index2 Noted, Happy Hour experience during the 2020 Iowa State Fair.     Parks and Recreation 8 Parks and Recreation Introduction Past versions of the Johnston Comprehensive Plan have addressed parks and recreation in a fairly traditional manner by analyzing the components of the park system and making recommendations to meet future needs. This version of the plan retains this analytical approach while seeking to position Johnston to truly integrate parks and recreation into the daily lives of Johnston’s residents. This integration is known as active living. Active living is integrating physical activity into daily life. This integration is becoming more important than ever given on-going increases in adult and child obesity rates. Adult obesity rates increased in 28 states from 2009 to 2010 and declined only in the District of Columbia according to F as in Fat: How Obesity Threatens America’s Future 2010, a report from the Trust for America’s Health and the Robert Wood Johnson Foundation. More than two-thirds of the states (38) have adult obesity rates above 25 percent. In 1991, no state had an obesity rate above 20 percent. Iowa is representative of these statistics for the adult population. From 2007 to 2009, 27.6% of Iowa’s adults were considered obese. The state ranked 22nd in adult obesity. Fortunately, the obese and overweight rate for Iowa’s children aged 10 to 17 was only 11.2% compared to the national average of 31.7%. Iowa was ranked #46 in child obesity. Obesity rates are only one indicator of a society that has become more sedentary. Today, parks and playfields compete with interactive gaming and other media opportunities.

A quorum of the Board was established with the following Board members present: Robert Berntsen, David Cwiertney Debi Durham, Geri Huser, Jennifer Johnson, Valerie Newhouse, Dan Nickey, Rick Olesen, Joel Schmidt, and Timothy Whipple. Approval of October 31, 2017 Meeting Minutes Geri Huser: Moved that the Board approve October 31, 2017 meetings minutes. Timothy Whipple: Seconded the motion. Yes: 10 No: 0 Present: 0 Motion Passed Page 1 of 36 Public Comment Period Representative Isenhart presented to the Board a handout (Attachment A) summarizing the work of the U.S. Climate Alliance asking for their involvement in this coalition. Representative Isenhart also encouraged the Board to take an active role and weigh-in on the Bill brought before the House proposing changes to energy efficiency and renewable energy statutes. Nomination of Board Chair and Co-Chair Nomination of Board Chair Rick Olsen nominated Timothy Whipple to serve as Board Chair. Jennifer Johnson 2nd the motion.
