Calling on the Census Bureau
September 3, 2020 Dr. Steven Dillingham Director United States Census Bureau 4600 Silver Hill Road Washington, DC 20233 Dear Dr. Dillingham: This letter is to inquire about the U.S. Census Bureau’s plans for accurately counting our country’s population in the 2020 Census. In California, nearly 15 percent of our residents remain uncounted, many in historically undercounted communities at risk of losing federal funding and resources. In light of the challenges created by COVID-19, the fires burning across California, and the recent decision to end counting operations early, we ask that you provide additional detail about how a complete count will be achieved. It is our understanding that with the shortened counting timeline, Census Bureau workers will need to visit 8 million more homes nationwide than in 2010, in just seven weeks instead of ten weeks. Data accuracy and review procedures for processing apportionment counts have also been reduced from six months to three months. Additional obstacles caused by COVID-19 include a higher number of people experiencing homelessness—an historically undercounted population—as well as difficulties with hiring and retention of census workers. Given these significant barriers to a fair and accurate census, we would appreciate answers to the following questions. With in-person counting operations cut short, the Census Bureau will likely need to utilize administrative records and statistical techniques to complete the enumeration. H CURRENT HISPANIC-AMERICAN MEMBERS H Xavier Becerra 1958– UNITED STATES REPRESENTATIVE 1993– DEMOCRAT FROM CALIFORNIA Xavier Becerra had barely completed one term in the California state assembly when he was elected to the U.S. House of Representatives in 1992. During his career in Washington, Becerra has emerged as a Democratic leader, becoming the first Latino in the history of the House to sit on the powerful Ways and Means Committee and being elected twice by his colleagues to serve as the Image courtesy of the Member Vice Chairman of the House Democratic Caucus. Xavier Becerra was born in Sacramento, California, on January 26, 1958, the third of four children to working-class parents Maria Teresa and Manuel Becerra. He majored in economics and graduated in 1980 from Stanford University, near Palo Alto, California, becoming the first member of his family to earn a bachelor’s degree.1 He stayed on at Stanford, earning a law degree in 1984, before working as an aide to a California state senator and then becoming a California deputy attorney general. After Becerra moved to Los Angeles, community leaders encouraged him to run for the state assembly in 1990.2 Becerra was young and relatively unknown, and his victory that year galvanized a new generation of Latino politicians.3 Before the expiration of Becerra’s first term in the state assembly, venerable Los Angeles Democrat Edward R. Roybal retired from the U.S. House. California had just redrawn its congressional districts, shifting the border of Roybal’s 30th District westward from East Los Angeles to Hollywood.

California SEIU Developmental Disabilities Council 2015 First Quarter Update First Quarter Meeting Lanterman Coalition ‐ Budgetary Advocacy ‐ Catherine McCoy and David Mulvey have been representing the council on the Lanterman Coalition monthly meetings. We were successful this year in encouraging the Lanterman Coalition to adopt and promote a joint budget plan. Across the state we have been supporting the Lanterman Coalition 10% plan. On January 23rd our ARC SF members worked in concert with Golden Gate Regional Center and other local service providers to put on a successful rally in San Francisco is support of the campaign. The rally was covered by local media including KTVU Fox, and KCBS Radio. On March 4th we also participated in a large Lanterman Coalition Rally on the Capitol steps. Dave Mulvey was one of the speakers chosen to address the group. Later that day our members attended and gave testimony at the Assembly budget sub-committee hearings. On March 12th our members attended and gave testimony at the Senate Budget Sub Committee. California State Council on Developmental Disabilites – Employment First Committee. Dave Mulvey continues to represent us on this committee that has a legislative mandated to look at ways to increase employment for persons with Developmental Disabilities. Department of Developmental Disabilities Self-Determination Program Workgroup Dave Mulvey also represents us on this group, and continues to consult with SEIU Local and International staff on organizing opportunities this program may present and how to best structure the program.
