    1 INTRODUCTION The end of the Cold War radically realigned global politics and led to a renewed interest in transnational civil society. The new civil society that helped bring down the Soviet Empire has been considered a major enabling element for worldwide democratization. Simultaneously, social movements addressing issues such as the environment and human rights globalized and increased their prominence within civil society. Leading such movements were inter-governmental organizations (IGOs), like the United Nations, and non-governmental organizations (NGOs), like Amnesty International and Greenpeace. Collectively known as international organizations (IOs), the reorganized worldwide society created an atmosphere where such IOs could proliferate and flourish, and become a significant factor in the post-Cold War world. While IGOs are quite powerful, NGOs have achieved a dramatic impact working as non-state players in international society. Current scholars of international relations have begun to consider the implications of traditionally non-political actors advocating political and social causes. However, much of that work has focused on NGOs and their interactions with each other, the governments of nation-states and IGOs. Keck and Sikkink (1998) evaluate the prominence of NGOs and the transnational networks that such organizations form to frame issue debates and establish them on agendas of international concern. However, another important piece of the puzzle for NGOs to successfully promote a political or social agenda is the role played by individual non- state actors, and not just non-state organizations. Non-state actors often have a unique ability to impact an audience that may not be affected by NGOs, especially when these 2 non-state individuals are celebrities.

From our case studies, we found that development agencies and other stakeholders employ songs for social mobilisation, information diffusion, partnerships with high profile global, regional and national artists and fundraising for humanitarian response. The lyrics from the songs range from the entertaining to the satirical and from defiance of oppression to hope for the future. The study shows that charity songs are also used to frame and reframe Africa’s development issues by different artists. Finally, we conclude that music is strong in disseminating information in social development but ineffective in influencing collective behaviour on structural inequalities and the root causes of underdevelopment. In view of the ambiguous impact of music in behaviour and social change, we recommend an interdisciplinary framework for a global theory of songs in development. The use and misuse of charity songs also deserves further investigation.

    United Nations Headquarters 15 January 2004 PARTICIPATING MEDIA COMPANIES The BBC World Service has taken an ambitious approach to addressing HIV/AIDS. It has tapped the powerful reach of the World Service airwaves to bring HIV/AIDS issues to more than 150 million weekly listeners. It has also drawn on the capacity of its media-and-development NGO, the BBC World Service Trust, to deliver hard-hitting prevention campaigns in some of the most HIV/AIDS-affected countries in the world. BBC World Service In December 2003, the BBC World Service launched its most ambitious global season of programmes ever to tackle the subject of HIV/AIDS. It was the biggest ever co-ordinated event the World Service has broadcast, and involved two weeks of dedicated programmes on all 43 language services producing hundreds of hours of special output including news reports, debates, documentaries, cultural programming and a special interactive website. Dr Richard Feachem, Head of the Global Fund described the season as: “The biggest, boldest and most impactful broadcasting response to the global challenge to AIDS yet mounted, which has brought huge credit to the BBC around the world.” In addition, the BBC World Service is running educational ‘spots’ , which promote responsible sexual behaviour, three times a day on its eight language services to Africa and the Caribbean, through a BBC World Service Trust and Kaiser Family Foundation partnership. Clear Channel owns radio and television stations and billboards. The combined company is to be called Clear Channel Communications, and it will be the world's largest out-of-home media enti- ty ("out-of-home" primarily referring to radio stations and billboards.) The stock swap is valued at $56 billion. Because of certain regulatory limitations in the Telecommunications Act of 1996, Clear Channel and AMFM are expected to unload 125 stations. After this divestiture, the combined assets of Clear Channel and AMFM will give the new company apresence in 32 countries with 830 radio stations in 187 markets; stakes in more than 240 radio stations outside the U.S.; 425,000 bill- boards; and 19 television stations affiliated with Fox, UPN, ABC, NBC and CBS. Lowry Mays, Chairman and CEO of Clear Channel, will retain that position after the merger.
