Bountiful Surprises Await SMOU & Wavelink 60th Anniversary LNY Hong Bao Presentation & Luncheon

No one would have guessed the goodies SMOU had in store for members as part of the union’s 60th anniversary celebrations in 2011.

And wow them they did, as SMOU Executive Secretary, Ms Mary Liew unveiled a whole gamut of privileges and events to thank members while commemorating the union’s diamond anniversary during her welcome address at SMOU’s Lunar New Year Hong Bao Presentation and Luncheon on 8 February.

Some 900 guests from the NTUC, unions, co- operatives, the shipping community and SMOU and Wavelink associates, SMOU senior citizen members and senior citizens from SMOU’s adopted charity, the Henderson Senior Citizens Home attending the luncheon held at the Raffles City Convention Centre.

Members from the NTUC Central Committee and officials from the Ministry of Transport, Ministry of Manpower, Maritime and Port Authority of Singapore, Singapore National Employers Federation, Singapore Shipping Association, Singapore Maritime Employers Federation and Singapore Council of Women’s Organisation were also present at the festive event together with Guest-of-Honour Dr – Minister, Community Development, Youth and Sports, and Mdm Halimah Yacob, NTUC Deputy Secretary- General and MP for Jurong GRC.

What’s in Store As a union which represents more than 22,000 members globally, Ms Liew gave a breathtaking glimpse of major events in the SMOU calendar catering to local as well as overseas members. Ms Liew highlighted the upcoming Family Carnival at Universal Studios Singapore, overseas members’ dinners in Dalian and Manila, and the 6th biennial Maritime Manpower Singapore (MMS) Conference, which will culminate in a spectacular Gala Dinner at Resorts World Sentosa on the evening of 30 September.

The MMS conference, themed ‘Forging Ahead, A New Era of Sustainable Crewing’, will serve as a platform for tripartite partners and industry leaders to engage and develop strategies to overcome emerging issues relating to maritime manpower as well as encourage the maritime industry to adopt sustainable crewing practices; while the 60th Anniversary Gala Dinner at Resorts World Sentosa organised for members by Young SMOU, will have regional maritime partners and affiliates from Global Union Federations gracing the event.

Seniors are not Forgotten In appreciation of their dedication, 200 SMOU members aged 60 and above with at least 30 years of membership with SMOU, will be able to look forward to a three-days, two-nights cruise in October.

Plus, senior members who are under the SMOU hardship scheme, stand to receive an additional one-off financial assistance of S$300 in cash and NTUC FairPrice vouchers.

Made possible by a Care and Share contribution of S$60,000 from the Wavelink Co-operative, the financial assistance is one of SMOU’s 60th Anniversary care and share initiatives availed for elderly members. In addition, SMOU hopes to raise $660,000 for its 60th Anniversary care and share initiatives and will present these cheques at the Gala Dinner in September.

NEW Special Limits COC Cadets Programme

Conducted by trainers from the Singapore Maritime Academy, the certificate of competency (CoC) Special Limits programme requires candidates to be physically fit, be prepared to work shifts out at sea and have normal colour vision and no night blindness.

To qualify, candidates must be Singaporean or Permanent Resident (PR) and possess at least a GCE “N” level certificate, with passes in English, Physics/ Chemistry and Mathematics.

“It is a good initiative for to pursue a maritime career in the habourcraft sector. It is a fine balance between working at sea, but not too far from home.” - Ms Mary Liew, Executive Secretary of SMOU.

Designed for candidates who wish to serve as Chief Mates on ships plying within the Special Limits, the programme is divided into three distinct phases:

Better Protection for Offshore Industry

According to Mr Branko, ITF has organised several offshore task forces to take charge of arranging global meetings to address issues pertaining to the offshore sector as part of ITF’s plans to get more involved in the offshore industry.

Exploited offshore-based seafarers (mostly in oil and gas mobile offshore) have to cope with a unique set of working and living conditions. Although they may not be involved in piracy cases like seafarers, “safety” is nonetheless stressed on the offshore rigs.

As such, the team at ITF has been urging for better protection and security for its offshore workers, since most offshore rigs in the region are not covered under collective bargaining agreements (CBAs). Two years ago, the ITF pressured the Mexican government and sought higher wages and better working conditions for exploited offshore workers.

In its first step towards providing more for the offshore industry, ITF’s proposal will herald a new paradigm for seafarer unions like SMOU and SOS. It entails venturing beyond usual dealings with shipping companies through the creation of more platforms for social dialogues for offshore companies and the signing of offshore CBAs, which aim to secure safer and acceptable working and living conditions for offshore workers.

Said Mr Branko, “We hope to see SMOU, SOS and ITF working closely with offshore companies. It is important to engage them, as this is a new area we will be focusing on. We intend to bring these companies under the protection of the union umbrella in the long run and guarantee offshore workers the best working environment without getting exploited.”

Shaping Perspectives, Boosting Proficiency Maritime Enhancement Training Programme

It is a programme intended to equip cadets with a working knowledge of Maritime English and prepare them for employment on board ships.

The Maritime Enhancement Training Programme (METP) was recently conducted over several durations in March in three locations in China - Beijing, Xiamen, and Quanzhou. The programmes saw a combined participation of some 410 cadets.

Designed also to prepare cadets for selection interviews with potential shipping employers or embarkation onboard ships after three to four years of nautical and engineering academic studies. METP also helps cadets shape positive attitudes and behaviours necessary for ship board life; reintroduces the latest IMO legislatives and their practical applications; and reinforces safety practices and culture.

To build confidence and fluency in the use of the English language, classroom lectures are often followed by task activities, where cadets are asked to participate in group discussions and make presentations. Each cadet is given the opportunity to speak, as they take turns to present different topics and activities.

Subjects covered include: 'Preparation and Expectations prior to joining ships'; 'Maritime English'; 'Revision of latest IMO legislatives and their practical applications'; 'Shipboard Safety'; 'Leadership & Management'; 'Personal Safety Onboard & Personal Protective Equipment'; 'Risk Assessment and Job Safety Analysis'; 'Code of Safe Working Practices'; and 'Personal Hygiene Onboard'.

Under the watchful guidance and tutelage of their instructors, the cadets emerged with better grasps of organisational structures onboard ships, team dynamics, cross cultural issues, and safety practices.

Each cadet was awarded a Certificate of Attendance by the Wavelink Maritime Institute upon their successful completion of the programme.

Putting more ‘Plus’ in CadetsPlus

Shipping companies gathered at what proved to be a constructive and encouraging feedback session on training programmes as part of a Singapore Maritime Training Fund (SMTF) briefing which was held over two days on 27 and 28 January 2011 at the Wavelink building.

In accordance with ISO quality requirements, 30 participants from 27 shipping companies were asked to rate the efficacy of CadetsPlus training according to its validity and the knowledge and credibility of its trainers.

In order to do well, the training programme had to attain a Lecturer Evaluation Index of at least four out of five points; an Overall Course Evaluation Index of at least 80 per cent; and ensure that all lecturers are qualified by relevant knowledge, currency and experience. CadetsPlus exceeded expectations by obtaining a score 4.7, 95 per cent, and 4.8 in the respective categories.
