2 WHY IS LMSA DOING A SUMP PUMP PROGRAM

SUMP PUMP PROGRAMS ARE USUALLY THE MOST COST EFFECTIVE METHOD TO REDUCE INFILTRATION / INFLOW IN THE SEWER SYSTEM. BY REMOVING INFILTRATION / INFLOW IT REDUCES THE TREATMENT AND OPERATION COSTS. It helps reduce the amount of future rate increases. It reduces the risk of overflows and regulatory action. It reduces the risk of sewer backups and property damage.

3 WHAT IS I/I? INFLOW AND INFILTRATION

I/I is groundwater or that flows into the sanitary sewer system due to leaky sewer lines and or from situations where stormwater can flow into the sanitary sewer system through direct connections, such as catch basins, roof drain connections or sump pump connections.

Sewer systems are designed to carry waste water from toilets, bathrooms, sinks, etc. in homes and offices to the treatment plant.

The sewer system is designed with an estimated load capacity that it can carry. I/I can cause overloading of the sewer system, consequently causing backups and Sanitary Sewer Overflows (SSO) during heavy rain.

12 KEY ASPECTS TO LMSA REGULATIONS AND ILLEGAL CONNECTIONS

Connections of Certain Drains are Prohibited. No Person shall make connection of roof downspouts, exterior footing or foundation drains, areaway drains, storm drains, sump pumps, or other point of entry of surface runoff or groundwater to a Building Sewer or Building Drain which in turn is connected directly or indirectly to the Public Sewer System.

Inspection. Any house, building, or structure receiving sanitary sewer service shall, at all reasonable hours be subject to inspections by duly authorized personnel of the LMSA.

Written Notice of Violation. Except for violations of Section 11.A hereof, any person violating any provision of these Regulations may be served with written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period of time stated in such notice, permanently cease all violations as determined by the LMSA. However, proceedings to enforce these Regulations may be commenced without such written notice. Penalties: Violation Declared Nuisance. Any person who violates any of the provisions of these Regulations shall be deemed to be responsible for a municipal civil infraction as defined by Michigan Statute which shall be punishable by a civil fine of not less than $100 nor more than $500 for the first offense and not less than $200 nor more than $1,000 for subsequent offenses.
