THE UNITED REPUBLIC OF TANZANIA MINISTRY OF ENERGY AND MINERALS TANZANIA MINERALS AUDIT AGENCY VISION To be a centre of excellence in monitoring and auditing of mining operations. MISSION To conduct financial and environmental audits as well as auditing of quality and quantity of minerals produced and exported by miners in order to maximize benefits to the Government from the mining industry for sustainable development of the Country. This has been made possible through the keen leadership of TMAA’s Ministerial Advisory Board combined with diverse skills, experience, commitment, hard work and dedication of staff. In the Annual Report for year 2013 we promised to continue improving our audits with the aim of ensuring maximization of Government revenue from the mineral sector. Following completion of year 2014, it is my sincere pleasure to report the following key outcomes: i. A total of TZS 101.3 billion was collected as royalty from the large scale mines, while total royalty payable decreased by 5.6% to TZS 107.38 billion compared to TZS 113.78 billion realized in year 2013. The decrease was mainly attributed by lower gold prices and closure of one major gold mine. -

FACTSHEET: Abuse by Barrick Gold Corporation Representing survivors of gang rape and those killed by Barrick Gold Corporation’s security guards at the Porgera gold mine in Papua New Guinea Canadian mining company Barrick Gold Corporation, the largest gold mining company in the world, operates the Porgera mine in Papua New Guinea (PNG), where security guards have raped and gang-raped hundreds of local women and girls and killed several local men. EarthRights International (ERI) represents a number of survivors of rape and family members whose relatives were killed by Barrick security guards. Barrick’s Porgera Gold Mine Barrick has owned and operated the Porgera gold mine since 2006, when it acquired the previous owner, Placer Dome. Barrick also acquired a legacy of environmental damage and human rights abuses that it has failed to remedy. Each day, Barrick dumps more than 16,000 tons of waste into the Porgera River and local creeks that villagers have long relied upon for drinking water, bathing, and washing clothes and food. The mine’s ever-expanding waste dumps continue to take over the land and bury the homes of the original landowners that have lived in the region for generations, long before large-scale mining came to Porgera. Surrounded on all sides, villagers have no choice but to cross the dangerous dumps to reach agricultural land, commercial areas, schools or other villages. Many have not been compensated for the loss of their land and their homes, and Barrick has refused to relocate them. Without land to farm and sources of clean water, practically the only means of income available to some of the local indigenous communities is to scavenge for remnants of gold in the open pit or the treacherous waste dumps. -
Tanzania-BHR Mission North Mara
The International Commission of Jurists concludes visit to North Mara mine in Tanzania On Friday 1 September, a delegation from the International Commission of Jurists (ICJ) concluded a learning and assessment mission to the North Mara region and the North Mara Gold Mine Ltd, a subsidiary of Acacia Mining plc located in north-west Tanzania in the Tarime district of the Mara region. The visit took place between 27 August and 1 September. The objective of the ICJ Mission was to learn about the operation with a view to assessing the effectiveness of the North Mara Gold Mine’s operational grievance mechanism (OGM) in addressing complaints over alleged human rights concerns and abuses committed in connection with the mine’s operations. The mission noted the progress that the mine has made in developing its OGM and will be continuing to gather information with a view to more fully understanding its operation. The North Mara mine is by far the largest investment and economic engine for the region, and a major attraction for people migrating into the immediate area, whose population has grown exponentially since the mine was initiated in 1998. The prospect of gold predictably created a strong economic magnet that was bound to attract people in search of economic opportunities. As company officials themselves acknowledged, the company was slow in putting in place the necessary physical security and measures to avoid human rights abuses and to redress those which occurred. The delegation is grateful to the NGO Legal and Human Rights Centre (LHRC) of Tanzania for its facilitation of the visit and especially the meetings with a number of people who have grievances pending against the company. -

As of 31 December 2007 the Government Pension Fund – Global held shares worth some NOK 1,274 million in the company. Barrick Gold is a Canadian mining company, which, in several countries, has been accused of causing extensive environmental degradation. The Council has investigated whether riverine tailings disposal from the Porgera mine in Papua New Guinea generates severe environmental damage, and finds it established that the mining operation at Porgera entails considerable pollution. The Council attributes particular importance to the heavy metals contamination, especially from mercury, produced by the tailings. -
