Sailing Instructions PART 1 - GENERAL

1 ORGANIZING AUTHORITY

The Thousand Islands Race is organized by the Sailing Club of , SCOR in conjunction with Udruga “Vjetar”, Porto Montenegro Yacht Club, under the authority of Croatian Sailing Federation and Montenegrin Sailing Federation and overall authority of the Offshore Racing Congress (ORC) and the World Sailing (WS).

2 RULES

2.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).

2.2 The following rules will also apply:

a) International Measurement System (IMS) b) ORC International Rating System c) MOCRA Rating Rule for multihulls d) WS Offshore Special Regulations for Category 3 with liferaft

3 NOTICES TO COMPETITORS AND ELECTRONIC NOTICE BOARD

Notices to competitors will be posted on the notice boards in front of race offices on board of Botel „Marina“ in Port of Rijeka and Porto Montenegro Yacht Club office in Porto Montenegro.

Organizing Authority, Race Committee, Technical Committee and Protest Committee will try to repeat all published official notices and other relevant informations on the electronic notice board. If relevant, competitors will be also informed by the e-mail or SMS. Failure to repeat official notice on electronic notice board or to inform competitor by e-mail or SMS or to do it accurately will not be grounds for a request for redress. This changes rule 62.1 (a).

Electronic Notice Board will be accessible through the event web site, through racingrulesofsailing.org web site or through RacingRulesOfSailing application for Android and Apple phones. Electronic Notice Board is never official even if so states on the web site.

Competitors may lodge protests, scoring inquiries and ask for crew or equipment substitution through the website or application. It’s solely responsibility of person lodging protest/request/asking for substitution that this is done on time and received by the Race Office at all. Failure to receive electronic sent protest or request in the Race Office on time or to received it at all will not be ground for a request for redress. This changes rule 62.1(a).

4 CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted not later than two hours before it will take effect, except that any change to the schedule of races will be posted by 21:00 hours on the day before it will take effect.

5 SIGNALS MADE ASHORE

5.1 Signals made ashore will be displayed at the signal masts in front of the Race office.

5.2 When flag AP is displayed ashore '1 minute' is replaced with 'not less than 60 minutes' in race signal AP.

6 SCHEDULE OF RACES

Two races are scheduled. Times of the first warning signal for each race are:

Race 1 – Sunday, September 22th 11:55 Race 2 – Thursday, September 26th 11:55

7 CLASS FLAGS

Class flag will be white flag with Thousand Islands Race logo.

8 THE START

8.1 A boat starting later than 60 minutes after her starting signal will be scored DNS. This changes RRS A4.

8.2 After signaling an individual recall, the race committee will attempt to broadcast as soon as possible, the sail number, bow number or name of boat that has not started and is identified as OCS on VHF channel 72. The failure or delay to broadcast will not be grounds for a request for redress by the boat. This changes RRS 60.1(b) and 62.1(a).

9 PENALTY SYSTEM

9.1 RRS 28 is changed as follows:

(a) In rule 28.1, delete the first sentence and replace with: 'A boat shall cross the starting line after having been entirely on the pre-start side at or after her starting signal and sail the course described in the sailing instructions and finish.'

(b) In rule 28.2, delete the first sentence and replace with: 'A string representing a boat's track from the time she begins to approach the starting line from its pre-start side to cross it until she finishes shall, when drawn taut, …'

(c) Add new rule 28.3 Penalty: A boat that does not cross the starting line as required by rule 28.1 will receive the 20% scoring penalty as defined in RRS 44.3. This changes RRS A4 and A5.

9.2 For minor breaches of the Offshore Special Regulations and any rule other than RRS Part 2 the protest committee may impose a penalty different from disqualification, or not impose a penalty, at its discretion.

10 PROTESTS AND REQUESTS FOR REDRESS

10.1 In addition to RRS 61.1, a protesting boat shall also inform the Race Committee by voice, VHF channel 77 or mobile phone of her intention to protest and the identity of the protested boat(s) as soon as possible after finishing or retiring.

10.2 Protest shall be submitted through racingrulesofsailing.org website or RacingRulesOfSailing App or delivered to the race office within the time limit which shall be one hour after protestor’s finish. If a boat finishes by night, protest can be lodged from 08:00 until 09:00 the next day. This changes RRS 61.3 and 62.2.

10.3 Notices to inform competitors of hearings in which they are parties or named as witnesses will be posted within 30 minutes of the finish of all the boats involved in the protest, except that protest notices will not be posted during the night from 21:00 until 08:00.

11 SCORING

11.1 Races results will be determined by corrected times calculated by:

- Coastal/Long Distance ToT for monohulls - TCF for multihulls

11.2 The length of each leg is approximately 277 NM. Exact length of course depending on the start and finishing areas will be decided by the Race committee and will not be grounds for seeking redress. This changes RRS 60.1(b).

11.3 Two races are scheduled. One race is required to be completed to constitute a series. There will be no discard.

11.4 Boats still racing when time limit expires will be scored TLE (Time Limit Expired) with points for the finishing place one more than the last boat that has finished.

11.5 Class results will be extrapolated from the overall results of all boats.

12 SAFETY REGULATIONS

12.1 Boats retiring for any reason in any race shall promptly report to the Race Committee.

12.2 Any use of engine for propulsion purposes for rescuing people, giving help, getting clear after grounding or colliding or any other reason shall be reported after arrival to the race committee stating reasons for such procedure. If a boat does not gain a significant advantage in the race, the protest committee may impose a penalty different from disqualification, or not impose a penalty, at its discretion.

13 REPLACEMENT OF CREW OR EQUIPMENT

13.1 The protest committee may approve crew changes (adding new crew members, replacing crew members or disembarking crew members) on skipper's request made through racingrulesofsailing.org website or RacingRulesOfSailing App no later than one and half hour before the scheduled time of the start of the respective race.

13.2 Substitution of damaged or lost equipment will be not allowed unless approved by the protest committee after confirmation by the official measurer that the substituted equipment complies with the rules. Requests for substitution shall be made at the first reasonable opportunity through racingrulesofsailing.org website or RacingRulesOfSailing App.

14 EQUIPMENT AND MEASUREMENT CHECKS

A boat or equipment may be inspected at any time for compliance with class rules and sailing instructions. On the water or after arriving in harbour, boat can be instructed by the race committee measurer to proceed immediately for inspection.

15 OFFICIAL BOATS

15.1 Official boats will display the club burgee (SCOR or PMYC). Failure of a RC boat to display her flag will not be grounds for redress. This changes RRS 62.1(a).

15.2 Vessels used by press, photographers, film crews, VIPs etc. are not under the jurisdiction of the Race Committee. Any action by these boats shall not be ground for seeking redress by boats. This changes RRS 60.1(b).

16 SUPPORT BOATS

All support boats shall keep well clear of the starting area and, after the preparatory signal, shall not approach within 100 m of any competing boat.

17 RADIO COMMUNICATION

17.1 Radio communication with Race Committee during the regatta will be on VHF channel 72. Race Committee may give verbal confirmation of any race signal over VHF Channel 72. Failure to make a broadcast or to time it accurately will not be grounds for redress by the boat. This changes RRS 60.1(b).

17.2 Except when communicating with the Race Committee, a boat while racing, shall not transmit or receive communication of any information not publicly available to all boats participating. This changes RRS 41.

18 TROPHIES AND PRIZES

Trophies will be awarded to the best three boats in the overall results and in each class or category. An additional trophy will be awarded to the first boat in elapsed time on each leg. The organizer may also give additional prizes.

19 DISCLAIMER OF LIABILITY

As part of the registration process, each owner, skipper and individual participating crewmember will be required to sign a declaration accepting the following disclaimer of liability:

I agree to be bound by International Sailing Federation Racing Rules of Sailing (RRS), by the Sailing Instructions, the Notice of Race and all other rules and regulations referred to in these documents. I agree that the sole and inescapable responsibility for the nautical qualities of any yacht participating in the Thousand Islands Race, her rigging, the safety equipment on board and the competence, behavior and dress of her crew is that of the Owner/Charterer of the yacht. I also agree to take any and all responsibility for all damages whatsoever caused to third persons or their belongings, to myself or to my belongings, ashore and at sea as a consequence of my participation in the regatta, and hereby relieve from any responsibility, and agree to indemnify on a full indemnity basis and hold harmless, the Organizing Authority, their servants, agents and sponsors and their representatives in respect of any claim arising therefrom.

I am acquainted with RRS Part 1 Fundamental Rule 4: "The responsibility for a boat's decision to participate in a race or to continue racing is hers alone.” I agree that the Organizing Authority their servants, agents and sponsors and their representatives have no responsibility for loss of life or injury to members or others, or for the loss of, or damage to any vessel or property.

PART 2 – COURSES

20 THE COURSES

20.1 Leg 1: Rijeka – Porto Montenegro

Start (in front of Port of Rijeka) – Windward mark (if any) – the islands of , , , , , , and Sveti Andrija are to be left to starboard – Finish (in front of Porto Montenegro).

20.2 Leg 2: Porto Montenegro - Rijeka

Start (in front of Porto Montenegro) – Windward mark (if any) – the islands of Sveti Andrija, Lastovo, Vis, Kornat, Dugi Otok, Premuda, Susak and Unije to be left to port – Finish (in front of Rijeka).

21 MARKS

Marks will be yellow buoys.

22 WINDWARD MARK

The Race Committee may set a windward mark in order to obtain a first leg upwind, if necessary. If the windward mark is set, the race committee will, before the warning signal, display a red flag which indicates the mark shall be left to port, or a green flag indicating the mark shall be left to starboard.

23 STARTING LINE

23.1 Leg 1: Rijeka – Porto Montenegro

Starting line will be between two starting marks in front of Port of Rijeka. Signal boat will be on the starboard side of the starting line.

23.2 Leg 2: Porto Montenegro - Rijeka

Starting line will be between the white light on the top of the pier A in Porto Montenegro on the starboard side and the starting mark on the port side.

24 FINISHING LINE

24.1 Leg 1: Rijeka – Porto Montenegro

Finishing line will be between the white light on the top of the pier A in Porto Montenegro and the finishing mark.

24.2 Leg 2: Porto Montenegro - Rijeka

Finishing line will be between the signal masts at the bow of Botel „Marina“ and Port of Rijeka control centre.

25 TIME LIMIT

25.1 Time limit for each leg will be 72 hours after the starting signal.

25.2 If first boat finishes later than 56 hours after the starting signal, time limit will be extended to 88 hours.

26 APPROACHING FINISHING LINE

When approaching finishing line boats shall identify themselves to the RC by VHF Channel 72 or to mobile phone If boat is finishing by night she shall illuminate her sail number when finishing.

27 REPORTING POSITION

Boats shall send their position by SMS message to mobile phone every day at 08:00 and 20:00 in format of „Boat name – Lat, Long, reporting time“.
