    A13 Road Widening (Stanford-le-Hope Bypass) The A13 connects central London with the southeast coast of Essex via Thurrock. Whilst designated a local road, it is a critical arterial route in the east of England, and a vital part of the UK’s national road network. A13 Widening (Stanford-le-Hope Bypass) The road is currently a two-lane dual-carriageway between its junctions with the A128 and A1014. Increasing its capacity will increase its potential to accommodate growth, supporting long-term local investment and national productivity. What is planned? Plans are underway to widen the A13 Stanford-le-Hope Bypass from two to three lanes in both directions, from the junction with the A128 (Orsett Cock roundabout) in the west and the A1014 (The Manorway) to the east. This widened section of road will tie-in with the existing three-lane section of the A13 to the west of the junction with A128. It will also link with work already carried out at the junction with the A1014. Works will begin once £80million of committed government funding is secured. A further £10million will be provided by DP World London Gateway. What will happen? Construction work will involve the demolition and re-building of four bridges across the widened road. The new bridges will be built next to where the current ones stand, allowing traffic to flow normally for as long as possible. The junction at the Orsett Cock roundabout would be rebuilt to tie in with the new bridge locations. Other road widening plans include: • widening the central reservation and verges for better visibility on bends • relocation of noise barriers • new embankments • new safety fencing • new drainage and flood control • new road lighting • public utility diversions • new landscaping There will be no demolition of properties next to the A13.

    A13 Road Widening Project Thurrock Council – Overview & Scrutiny Committee Tuesday 8 January 2019 1 Delivery partners Client Technical consultant Designer Contractor Setting the scene ° Recent years have seen significant investment in Thurrock and the south Essex area, including the continued development of the intu Lakeside retail and entertainment complex and the launch of the DP World London Gateway Port and Logistics facility. ° This is part of £20billion of planned investment in jobs , homes and infrastructure in Thurrock, including private sector led development at Thames Enterprise Park, Lakeside Basin and the Port of Tilbury. ° The A13 corridor is a vital part of the transport network in the wider area, enabling the continued growth of the economy, through expanding businesses , new housing and more jobs . Setting the scene cont. ° The A13 between the A128 (Orsett Cock roundabout) and the A1014 (The Manorway, Stanford-le-Hope) is currently operating over capacity, with 77,000 vehicles using this section of road on a daily basis. ° The London Gateway Harbour Empowerment Order , which was made in 2008, allowed for a number of improvements to the surrounding road network, including widening of the A13 . ° The Department for Transport funding which has been secured for the scheme is directed through the South East Local Enterprise Partnership (SELEP), with the project managed by Thurrock Council. ° The overall project has a value of approximately £79m , of which DP World London Gateway will contribute approximately £10m .     Giving the village a voice ​ Bulphan Village Community Forum update report in lieu of meeting 14th May 2020 Attendance at our last Open Meeting was down, due in part to Coronavirus restrictions, and the meeting planned for 14th May 2020 cannot take place as meetings are not allowed, and the hall is closed. To try to keep everyone informed, here is an update, with contributions from the usual suspects. Matters arising and chair’s update: Janet McCheyne Because of the current situation, there has been limited progress on matters arising from the last meeting. However, I can report that a project to drain the playing field has been added to the Infrastructure Requirement List, and that resurfacing of the hall car park was already on that list. These projects are funded from S106 contributions made by developers building properties in Bulphan. Bulphan had entered the Essex Village of the Year Competition and the Best Kept Churchyard competition, but both were cancelled due to COVID-19. In response to the restrictions in place, Kelly Fiford and I set up a “Viral Kindness” scheme. We recruited 15 volunteers, who delivered an average of 30 cards each to designated homes. The cards had the volunteer’s name, contact details and details of what support they could offer. On the reverse were various helpful ‘phone numbers and local services, and contact numbers for Kelly and myself. The volunteers were given guidelines, to protect themselves and the residents they are helping, and they have been delivering shopping, prescriptions and medication and providing a friendly ‘phone call.
