Watts) face à l'enjeu sensible des politiques de discrimination positive. Il vise à démontrer que les leaders du Parti républicain cherchent à instrumentaliser ces élus au statut particulier de « Noir conservateur » afin de les transformer en parfaits soldats de la cause conservatrice, chargés de séduire les minorités. L'objectif de notre recherche est double : démontrer que les conservateurs noirs défendent un agenda politique proche des conservateurs modernes, puis faire ressortir les éléments qui illustrent les stratégies principalement législatives employées par les représentants

    6 Surrogate Champions for the Poor The poor, like all constituent groups, need strong advocates in Congress. They need legislators who will devote their time to issues related to poverty, and who will advance legislation to address poverty-relevant issues. Without these legislative champions, it is unlikely that the interests of the poor will be raised on Capitol Hill. Without this initial recognition, it is unlikely that the House will pursue policies intended to help the poor. As Williams writes, “before government can act in a manner that is responsive to the interest of individual citizens, those interest must be articulated by a representative in a decision-making body such as a legislature” (1998, 24). Therefore, this chapter identifies and discusses these “champions for the poor.” The previous three chapters reveal that some poverty-related legisla- tion is introduced in the House, and that certain legislators are more likely to offer such legislation. However, these chapters also make clear that the representation of the poor in Congress is not straightforward. To the extent that it occurs, it does not follow the classical paths of collective or dyadic representation. Put differently, the champions of the poor are not the usual suspects. In this chapter, I examine an alternate pathway of representation – surrogate representation – wherein a legislator represents constituents beyond his own district. I establish the role surrogate representatives play in giving the poor a political voice, and show that surrogate representation is central to how the poor are represented in Congress. This focus on surrogate champions shifts attention to the activity of legislators throughout their careers in the House, rather than at one moment in time.

There have been 132 African American Members of Congress: 126 have been elected to the House; 5 have been elected to the Senate; and 1 has been appointed to the Senate. There have been 103 Democrats, 100 in the House and 3 in the Senate; and 29 Republicans, 26 in the House and 3 in the Senate. The number of African American Members has steadily increased since the first African Americans entered Congress in 1870. There were fewer than 10 Members until the 91st Congress (1969-1971). In the 98th Congress (1983-1985), the number surpassed 20 for the first time and then jumped to 40 in the 103rd Congress (1993-1995). Since the 106th Congress (1999-2001), the number has remained between 39 and 44 serving at any one time. The first African American Member of Congress was Hiram Rhodes Revels (R-MS), who served in the Senate in the 41st Congress (served 1870-1871). The first African American Member of the House was Joseph H. Rainey (R-SC), who also served in the 41st Congress. Shirley Chisholm (D-NY), elected to the 91st through 97th Congresses (1969-1983), was the first African American woman in Congress.

    Permanent Interests: THE EXPANSION, ORGANIZATION, AND RISING INFLUENCE OF AFRICAN AMERICANS IN CONGRESS, 1971–2007 The modern era of African Americans’ nearly 140-year history in Congress began in 1971. Black Members enjoyed a tremendous surge in numbers, at least in the House, reflecting a larger historical process, as minority groups and women exercised their new freedom to participate in American society. Fully 71 percent of all African Americans who have served in Congress entered the House or Senate after 1970 (84 Representatives and two Senators).1 These startling gains derived from the legacy of the Voting Rights Act of 1965 and its subsequent extensions, as well as from Supreme Court decisions requiring legislative redistricting so that black voters could be represented more equitably. Greater numbers of African-American Members provided renewed momentum for convening a formal group and, in 1971, 13 individuals created the Congressional Black Caucus (CBC).2 The CBC became a focal point for addressing issues important to blacks nationally by acting as an advocacy group for African Americans within the institution and forming a potent bloc for pushing legislative items. A growing influence, more focused and forceful than in previous generations, accompanied the organizational trend.     HERMAN CAIN AND THE RISE OF THE BLACK RIGHT Now I acknowledge that liberty is a great thing, and worth seeking for, if we can get it honestly; and by our good conduct prevail upon our masters to set us free: though for my own part I do not wish to be free,…for many of us who are grown up slaves, and have always had masters to take care of us, should hardly know how to take care of themselves; and it may be for our own comfort to remain as we are(p. 19). Jupiter Hammon, 1760 (Banks, 1996) There have always been Black conservatives. The quote above is from America’s first Black published author, Rev. Jupiter Hammon. His master saw fit to publish his defense of slavery but other works on the humanity of slaves were left unpublished. Hammon preached that political resistance and agitation were unimportant and that the true task was to live a proper life seeking the salvation of God. One scholar cites his beliefs as perhaps the first expression of a distinctly African American Protestant ethic (Bracey, 2008). From the Afro-British of the pre-Revolutionary War era through Booker T. Washington and the Black Republicans of the Nixon administration, Blacks have demonstrated a range of perspectives yet it would be difficult to label any of them right wing.
