The four-party executive finally agreed in October what it would substantively do after 30 months of high- (or, perhaps, low-) political manoeuvring between the ethno- nationalist protagonists. Here, at last, was a draft Programme for Government. One, indeed, with a confidence-building message of ‘making a difference’; one, too, with some ‘joined-up’ sophistication and the capacity thus to cement the partisan ministerial fiefdoms. Here, also, was a draft budget, for the first time reflecting regional priorities. Meanwhile, there was patient work in the assembly—if criticism of its lack of transparency—and the Civic Forum met. But a poll showed confidence in the agreement falling—sharply amongst Catholics, to rock-bottom amongst Protestants. And the institutions of the agreement—their interdependence meaning shocks destabilise the whole baroque architecture—came under increasing strain. The failure of the policing commission to generate a consensual report led to a Police Bill both unionists and nationalists opposed. Ethnic hurt mobilised (or, perhaps, exploited) in the Protestant community over the loss of the Royal Ulster Constabulary name (symbolising its 302 victims) struck a body-blow to David Trimble as Ulster Unionist Party leader and first minister, as the Democratic Unionists—undermining the executive by their absence—won a hitherto safe UUP seat. -

He is the Fine Gael spokesperson on Education in the Seanad and a member of the Joint Committee for the Implementation of the Good Friday Agreement and the Joint Committee on Education. He was Chairperson of Louth County Council from 2009-2010 and was Chairperson of Dundalk Town Council from 2007-2008. Jim D’Arcy is a life-long member of Fine Gael who was first elected to Louth County Council in 1999 and Dundalk Town Council in 2004. Jim studied History and Politics at the Open University having qualified as a National School Teacher at St Patrick’s College in Drumcondra. Jim is the Seanad spokesperson on Education and Skills and is a fluent Irish Speaker. He was the main mover behind the proposed re-naming of the Boyne Cable Bridge on the M1 Motorway the Mary Mc Aleese Bridge. It has the power to send for persons, papers and records and to report from time to time. MONITORING THE COMPLIANCE OF THE POLICE SERVICE OF NORTHERN IRELAND WITH THE HUMAN RIGHTS ACT 1998 HUMAN RIGHTS ANNUAL REPORT 2008 Foreword I am pleased to present this 4th Human Rights Annual Report published by the Northern Ireland Policing Board (the Board). The Board has a statutory duty to monitor the performance of the Police Service of Northern Ireland (PSNI) in complying with the Human Rights Act 1998. The Board was of course the first oversight body in the UK to have a statutory responsibility to ensure a police service complies with the Human Rights Act. This best practice has since been extended to Police Authorities in England and Wales. For policing to be effective and secure the confidence of the community it is essential that human rights standards are integrated into and applied to all aspects of policing. This ensures that both the rights of the police and the public are properly protected. This detailed report records progress during the last year, makes a number of recommendations for the year ahead and includes an assessment of progress of the implementation of recommendations outstanding from previous reports. Members of the Board’s Human Rights & Professional Standards Committee have specific responsibility for scrutinising this work and assisted by the expertise of its Human Rights Advisors will oversee the implementation of recommendations made in this Report. Over the last 5 years Keir Starmer QC and Jane Gordon have provided invaluable assistance and guidance in developing the Board’s framework for monitoring this critical area. Keir stood down from his role as Advisor to the Board in May 2008 and on behalf of the Board I would like to thank him for his work. -

He chairs the Assembly Commission, which is responsible for ensuring the Assembly has the property, staff and services required to carry out its work. Electing the Speaker Members of the Assembly vote on a cross-community basis to elect a Speaker. Once elected, the Speaker holds office until the conclusion of the next election for Speaker, unless he resigns or ceases to be an MLA. The papers presented here are a small sampling of the student work done at Chico, but they highlight the diversity and the value of historical inquiry. For many of the authors in this volume seeing their work published is a new experience, while others are a familiar name to this journal. In either case, their work is appreciated and it is both my honor and that of this year’s editorial board, to highlight their writing.
