We understand today’s turbulent environment of economic upheaval, complex social challenges and changing demographics require human services organizations to not only help individual crisis, but also guide families and communities to a self-sufficient and sustainable future. Meeting these demands entails human services organizations improving their capacity to deliver an efficient and effective array of services over time – yielding outcomes that are valued by multiple stakeholders. Yet, designing and implementing an outcomes-focused business model takes a deft hand; Figure 7-2.Our collaboration with Harvard's leaders have to guide their organizations and Leadership for the Human Services Summit stakeholders to new models of cross boundary enables the improvement of integrated service governance, organizational structures, enabling delivery. technologies and methods of delivering services. The summit agenda integrates insights from Harvard faculty and researchers, knowledge from industry luminaries and practices from leading practitioners. Through case studies and one-on-one dialogue, participants gain insight on: planning human services business model innovations that generate new levels of organizational efficiency, effectiveness and capacity; formulating and adopting an integrated outcomes model for human services organizations and aligning policy, governance, technology and measures to create success; and harnessing the momentum created by health care reform to achieve a more integrated and seamless health and human services system. Participants leave this Summit with the leadership skills and strategies needed to achieve a more integrated and outcomes focused human services organization. Participants quickly learned that they are not alone in the quest to achieve integrated service delivery. Organizations such as State of Kansas Department of Health and Environment, State of Idaho Department of Health & Welfare, North Carolina Department of Health and Human Services, Province of Ontario Ministry of Children and Youth Services and many other state, city and county Human Services agencies have shared best practices, business strategies and models and discussed how to best meet changing policy. Like our Harvard Human Services Summit, we take extreme care of not only the current needs of the Department, but understand when and where to push the envelope in achieving high performance. In October of 2012, we will host our 3rd annual Harvard Human Services Summit where we will evolve the discussion to focus on Outcomes and Impact and focus more on health integration - topics from which the State of Florida would directly benefit. We understand that Florida faces a unique set of service delivery circumstances due to requirements from the federal government. The CMS-mandated implementation schedule for this project requires the Department to get started quickly, maintain the necessary pace and be prepared for -- anticipate -- that there will be changes and modifications happening frequently. Key considerations for experience include whether the vendor's experience is both similar in its delivered scope and relevant to Florida's technical environment. Selecting Accenture provides an answer of yes to both of those considerations. Starting with the right team, with the right experience and skills for this type of pressure-filled, fast-paced, mission-critical effort makes achieving that vision more likely. The on-site resources provided for this project will be working with your Project Team for every agreed upon hour in the work plan. You will know their schedule, phone number, and email address and you will be able to contact them easily and directly. Continuity in project staffing is simply the way we operate. You can rely on our team to be there consistently and provide the end-to-end continuity required to deliver the ACCESS Florida System Replacement. Table 7-1 provides relevant, multi-vendor projects with details regarding our proposed Accenture team's participation for each assignment. The cumulative experience gained by individuals working side-by-side together on multiple eligibility projects for diverse clients significantly increases the capability and adaptability of the entire team. When those individuals serve together in increasingly more demanding and essential roles, their own and the team's ability to identify and resolve issues earlier and more efficiently increases significantly. The result then, is an elevated level of team capability directly relevant to the next project and yet only made possible through the glue of common experience. For Florida, these relationships provide confidence that our team's full and focused attention will be on meeting your project-specific requirements. This is a key to success for these fast-paced projects with many moving parts. Image API Image API, LLC, began as a division of a large micro-graphics corporation (Alpha- Systems, Inc. in Pennsylvania) in the 1980’s to take advantage of emerging document- imaging technology. The company split off as a stand-alone corporation in 1993 and made its headquarters in Tallahassee, Florida. Image API offers a wide range of document conversion services designed to assist government agencies and private businesses with the implementation and operation of digital imaging technology and the transfer of paper documents to digital images. Their experience with high volume image processing will be critical for ACCESS Florida System Replacement project success. Image API’s primary services include: Scanning. High volume scanning capacity of paper documents with conversion of all-sized documents from small notes to full sized architectural drawings and maps in black and white, gray scale or full color. Indexing. Comprehensive indexing and document grouping of digital images, including document typing, bar-coding services, and the use of all types of recognition software. Document Preparation. Preparing of documents for scanning with the use of bar-coded document separator sheets and professional specifications manual. Document Collection and Inventory Control. Lock box and mail pickup services that incorporate total inventory control of documents. Image API’s Document Tracking System not only tracks the location of a document as it goes through the scanning process, but also tracks when documents are accessed, by whom, and what function was performed on the document. Image API demonstrated best value for quality of the process and supporting systems. Image API specializes in imaging solutions for government agencies, including health and human services organizations, and has an exceptional track record of on-time delivery of complex imaging solutions. In Florida, Image API has completed the largest on-site conversion for any of the 50 state governments. Image API converted the back file of all personnel records of the state on-site at over 120 locations. Image API also converted over 20 million records for the State of Florida Division of Retirement. The conversion occurred without interrupting the operations and all records were satisfactorily converted and indexed. No historical or current records were missed, lost, or misidentified. Image API has a multi-year contract to provide management of a complex imaging and processing for the Florida Department of Health, Division of Medical Quality Assurance. Accenture has selected Image API to provide the implementation of iCenter, the document management system, iCapture, the document indexing solution and to convert existing documents into the new repository. Through their combined experience, Image API demonstrates their capabilities to fulfill their role with the ACCESS Florida System Replacement project.

CSI specializes in the enterprise integration of financial, human resource, supply chain and customer relationship management (CRM) applications and systems. CSI consultants leverage their business process knowledge and technical skills to conduct needs evaluations and provide the enterprise business application development, integration, support and training necessary to result in improved operational efficiencies and increased profitability. CSI Services is committed to excellence and quality. In instances where Accenture may have needs for temporary backfills in any of its various operational support capacities, CSI has been contracted to provide supplemental resources in such instances. Operations & Maintenance Experience and Key Personnel Involvement Our understanding of Eligibility and our track record of delivering critical Operations and Maintenance (O&M) services for Eligibility along with our breadth of public and commercial services and our transparent approach uniquely positions the Accenture team to monitor, manage and operate the ACCESS Florida System. Our solution for the ACCESS Florida System builds on top of our market-leading capabilities for Operations and Maintenance which have resulted in Accenture being consistently recognized as a leading provider of O&M services by market analysts like Forrester, IDC, and Gartner. We realize that the ACCESS Florida System has a limited life and our O&M solution is aimed at providing the most cost effective O&M solution for the Department. Our goal is to target change where it makes sense. For example, while we anticipate transitioning in new staff to certain roles, our staffing approach also anticipates re-badging the appropriate staff from the incumbent service provider based upon key skills and institutional knowledge. As a recognized leader in O&M services, we have industrialized tools and processes that we have hardened throughout our O&M work. We work with the Department to mutually agree where to apply new capabilities with an understanding that what isn't broke, doesn't need fixing. In July, the California Health Benefit Exchange contracted with Accenture for the California Health, Eligibility, Enrollment and Retention System (CalHEERS) and work is underway. CalHEERS will be implemented by October 2013 and will allow residents of the State and small businesses to assess their eligibility for subsidized healthcare benefits and to purchase medical insurance. Along the way, we have successfully collaborated on a number of different subcontracting engagements to provide our clients with the most qualified team while meeting each service challenge head-on. Previous Experiences with Subcontractors Accenture and the proposed subcontractors have a history of successfully teaming together to deliver a number of health and human services projects including the DDI and O&M of integrated eligibility and child support enforcement projects. Actium worked with Accenture to successfully develop and implement the Michigan Child Support Enforcement System (MiCSES), the Idaho Eligibility Enforcement System, the California Child Support System (CCSAS), the California State Person Retirement System (CalPERS), and we are currently working together for the Texas Office of Attorney General for their child support system implementation, the California Department of Consumer Affairs,

The Actium Consulting team continues to be an integral part of the MiCSES, CCSAS, CalPERS and C-IV systems in the production support effort. Image API is currently partnered with Accenture on an effort with the California Department of Consumer Affairs providing services and software solution for implementing a centralized document management system. This system provides support of all applications, renewals and other documentation required for over 350 licenses and permit types in the State of California. As part of the Texas Integrated Eligibility and Enrollment Services (IEES) solution, Image API was selected to deliver imaging solutions, scanning efforts and mail center operations. Throughout these alliances, Image API demonstrated best value for quality of process and showed an exceptional track record for on-time delivery of complex imaging solutions. As previously mentioned, Accenture has contracted CSI WMBE to provide staff augmentation with relevancy to both the DDI and O&M phases. CSI previously partnered with Accenture to provide staffing and services on the MyFloridaMarketPlace project, the Florida Department of Revenue project, The Florida Office of Financial Regulations and the Department of Business and Professional Regulations projects fulfilling a number of critical roles to offer functional and transitional knowledge. This includes providing staff for network administrators who provided knowledge for all network components, firewall devices, and configuration for all servers and interfaces. Other staff provided were Performance Lead Testers, responsible for the development and update of test scripts and Developers to design and update system requirements and transition knowledge to Accenture staff. As part of resource management, we are confident in CSI's ability to provide staff in instances where short term resources are needed. As the prime contractor, Accenture is accountable for the performance of the project and for the performance of its teaming partners. Accenture was highly selective in determining the appropriate mix of skills required for the ACCESS Florida System Replacement project. As such, we chose teaming partners that have a track record of support and delivery with us to provide the necessary services for the Department.

Subcontractor Agreements Accenture has executed Teaming Agreements with each of these three subcontractors to provide services pursuant to this ITN. Signed copies of each teaming agreement are included in Attachment 3, Subcontractor Teaming Agreements, as requested in the ITN. These teaming agreements detail the expectations of work to be performed during the ITN procurement process. Upon award notification and execution of the contract between Accenture and the State of Florida for the ACCESS Florida System Replacement, Accenture will execute subcontracts with our subcontractors.
