Camping on Farms Farmers and Other Landowners in the Brecon Beacons National Park Often Allow Occasional Camping on Their Land, for a Modest Charge k Camping on farms Farmers and other landowners in the Brecon Beacons National Park often allow occasional camping on their land, for a modest charge. Larger groups need to book in advance. Many have few facilities and most cannot be used for more than 28 days in a year, but are in attractive settings and much enjoyed by independent campers. Farms where camping is allowed on this basis are detailed in this leaflet, together with a few licensed seasonal camping and caravan sites. Sites with more facilities and graded by Visit Wales are listed in separate leaflets produced by the local councils. Small farm sites for touring caravans are available to members of the Caravan Club. Details of these and membership are available by calling 01342 326944. A list of further, mostly small sites, is produced for members of the Camping and Caravanning Club, tel. 0845 1307632 Camping anywhere else such as on unfenced mountain land, requires the landowner or tenant's permission, which may be difficult to obtain. Common land, whether publicly or privately owned is subject to the multiple interest of commoners, and camping can interfere with their rights by disturbing stock from preferred grazing areas, putting animals at risk if litter is left, and reducing the area or quality of grazing available. In addition, camping is generally not permitted within water catchment areas which rules out many valleys in the Park. Special by-laws prohibit camping on National Trust land (which includes the Central area of the Beacons) without prior permission, which is seldom given here. However, details of one 'backpack' campsite, established for keen walkers, can be found at the back of this leaflet. Introduction Section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990 imposes a duty on Local Planning Authorities to determine from time to time which parts of their area are „areas of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance‟ and to designate these areas as conservation areas. Hay-on-Wye is one of four designated conservation areas in the National Park. Planning authorities have a duty to protect these areas from development which would harm their special historic or architectural character and this is reflected in the policies contained in the National Park’s Local Development Plan. There is also a duty to review Conservation Areas to establish whether the boundaries need amendment and to identify potential measures for enhancing and protecting the Conservation Area. The purpose of a conservation area appraisal is to define the qualities of the area that make it worthy of conservation area status. A clear, comprehensive appraisal of its character provides a sound basis for development control decisions and for developing initiatives to improve the area.
