HUMAN RESOURCES SPECIALIST ( & ) (0165) FLSA: Non-Exempt

Purpose of Classification:

The classification’s primary focus is recruiting and staffing in a fast-paced HR department, but will also spend a portion of the time working on administrative duties and special projects supporting the department’s overall mission. The recruitment specialist will perform full-cycle recruitment which includes sourcing and recruiting for vacant positions and providing guidance to hiring managers through internal and external recruitment strategy development.

Essential Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Responsible for the full scope of recruitment services needed to staff vacant positions which includes: advertising, networking and direct sourcing, screening, interviewing, applicant skills testing, coordination of pre- evaluations, and onboarding. Coordinate the recruitment efforts for exempt and nonexempt personnel. Consult with Hiring Managers to identify recruitment needs and provides expertise on candidate sourcing, applicant skills testing, and County process and procedure prior to posting. Consult with Hiring Managers for detailed review of job descriptions; the development of job posting screening questions; and establishment of advertised work and pay range prior to posting. Post and maintain job positions internally, on the County’s external website, and other external sites. Maintain and ensure appropriate job descriptions version control in HR master inventory. Develop and review supplemental questionnaires and interview questions. Source, screen, interview, and refer qualified candidates to hiring managers; participate in employment interviews and guide interview committee through the interview process. Apply laws, policies, and procedures consistently to ensure the of all applicants and employees. Manage confidential and sensitive information using good judgment and professional practices. Proactively Newton County, Georgia Human Resources Specialist contact candidates to keep them engaged and informed. Contact job applicants for job offers and acts as the liaison between the candidate and management team during the job offer process. Coordinate background checks and pre-employment testing for prospective employees. Coordinate development and retention of necessary and sufficient documentation of employment decisions. Obtain reference checks, motor vehicle records, and criminal histories of prospective employees. Coordinate and process new employee documentation related to employment. Analyze background investigation results and employment application information per applicable law, ordinance, policy and procedure for qualifying and disqualifying factors. Develop and sustain metrics and reports for the talent acquisition process. Continuously review, analyze, and recommend practices pertaining to new and innovative recruitment strategies and the promotion of organizational brand awareness. Participate in the development and delivery of staffing related for Newton County. Maintain Applicant Tracking System (ATS) to ensure postings and applicant flow are current and to source passive candidates. Compile reports from ATS database. Build and maintain working relationships with applicant referral employees at area colleges, universities, workforce programs, staffing, and community agencies. Coordinate and participate in job fairs and community service functions. Participate in job fairs and community service functions. Perform other duties as assigned.

Additional Functions: Performs other related duties as required. Minimum Qualifications: Associate’s Degree from an accredited college or university, or 5 years’ minimum equivalent work experience, Two (2) years’ minimum experience in recruiting or related field, Intermediate to Advanced Proficiency level in Microsoft Word, Excel, PowerPoint, and Outlook, Experience with developing and managing social media platforms (Facebook, Twitter, Instagram, LinkedIn, etc.), Experience with Google Adwords, Indeed, and other digital recruitment marketing platforms, Ability to handle confidential and sensitive information, Ability to execute multiple projects simultaneously, and Demonstrated communication, interpersonal, organizational and teamwork skills.

Preferred Experience(s), Licenses and Certifications: Experience with applicant tracking systems such as Munis, Teleo, Peoplefluent. SHRM, HRCI, and/or Recruiter Certification from a globally vetted professional organization.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.

Performance Aptitudes: Physical Requirements: Must be physically able to operate a variety of machinery and equipment including standard office equipment, a computer terminal, and a printer. Must be able to use body members to work, move, or carry objects or materials. This position requires: walking, bending, stooping, standing, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.

Requires the ability to speak to groups of people with poise, voice control, and confidence.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative, technical, or professional languages including legal, accounting, and real estate terminology.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to utilize and determine percentages and decimals; and to perform special computations such as discount, interest, and proportion. Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape, visually with office equipment. Motor Coordination: Requires the ability to coordinate hands and eyes in using computers and office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates. Manual Dexterity: Requires the ability to handle a variety of items such as computers and office equipment. Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities. Must have minimal levels of eye/hand/foot coordination. Color Discrimination: Requires the ability to differentiate between colors and shades of color.
