Overview This document sets out the titles of programmes that the BBC, ITV, Channel 4 and Channel 5 reported as ‘Made outside London’ productions broadcast during 2018. The nation or region outside of the M25 that the production qualified as being made in, the criteria which the production met to qualify as a regional production, and the number of episodes of each production are included alongside the title. Where the production was made by an external production company, the name of the company is indicated. Where this column is blank, the content was made by the broadcaster. In addition, for titles broadcast from 1 July 2018, the nation or region in which each criterion was met in is also specified for each title. The made outside London programme titles register, and further information about the public service broadcasters’ delivery against their regional production quotas, are available as interactive data in our PSB compliance report, published on the Ofcom website at: https://www.ofcom.org.uk/tv-radio-and-on-demand/information-for-industry/public-service- broadcasting/annual-report-2020. More information about regional production and programming is available on the Ofcom website here: https://www.ofcom.org.uk/tv-radio-and-on-demand/information-for-industry/tv/regional- production-programming Revisions as of 2021 The 2018 register has been updated to reflect the findings from Ofcom’s increased monitoring of broadcaster Made Outside London returns, as follows: • 24 Hours in Police Custody II 999: What’s Your Emergency (Channel 4) has been removed from the register as the production was found not to have met the criteria necessary to count towards Channel 4’s Regional Production hours quota. • Six BBC titles were found to have contained reporting errors. These are denoted with an * and the details have been corrected here. These programmes continue to qualify as Made Outside London productions and count towards the BBC’s quota. Both Channel 4 and the BBC continue to meet their 2018 Regional Production quota obligations in full. Made outside London programme title register 2018 2. Regional production requirements 2.1 The Communications Act 2003 (Sections 286 and 288) and the BBC Agreement require that a suitable proportion of programmes are made outside the M25. Each public service broadcaster (“PSB”) must meet the quotas for regional productions specified in its licence. Ofcom’s guidance explains that only first-run programmes that qualify as regional productions may count towards these quotas. 2.2 To qualify as a regional production, at least two of the following three criteria must be met: a) The production company must have a substantive business and production base in the UK outside the M251; b) At least 70% of the production budget (excluding some specific costs2) must be spent in the UK outside the M25; and c) At least 50% of the production talent by cost must have their usual place of employment in the UK outside the M25. 2.3 Each regional production must be assigned to either Scotland, Wales or Northern Ireland, one of three English macro-regions, or be labelled as ‘Other’ if the substantive base criteria is not met, and the production budget and production talent criteria were achieved, but were not met in a single macro-region. 2.4 Further detail on the current regional production definitions is available on the Ofcom website: https://www.ofcom.org.uk/tv-radio-and-on-demand/information-for- industry/tv/regional-production-programming 2.5 Ofcom has reviewed the regional production and regional programming guidance for broadcasters. In June 2019, Ofcom published updated guidance for the PSBs, which will come into effect for programmes broadcast from January 2021. The updated guidance, and the accompanying statement concluding Ofcom’s review of the guidance, is available on the Ofcom website here: https://www.ofcom.org.uk/consultations-and- statements/category-1/review-regional-tv-production-programming-guidance 1 A base will be taken to be substantive if it is the usual place of employment of executives managing the regional business, of senior personnel involved in the production in question, and of senior personnel involved in seeking programme commissions. 2 On-screen talent, archive material, sports rights, competition prize-money and copyright costs. 4 3. Yolanda Joy Calvo Benzies Abstract The presence of colloquial and informal language is rather neglected in today’s EFL classrooms. The following study aims to demonstrate that this vocabulary, part of a genuine, real-world English, can be incorporated into the lesson in a unique way; by using authentic audio-visual materials like television sitcoms. For this dissertation, several fields have been explored in depth, such as the value of those genuine products as a teaching tool, that goes hand in hand with students’ motivation, the relevance of the cultural competence and further aspects like the purpose of working with informal and colloquial word-forms, the irrefutable role of captions and an analysis of the incidental vocabulary acquisition phenomenon in the language learning experience. Moreover, this MA dissertation includes an empirical study conducted with 4th of ESO students which aimed at analysing whether using the Northern Irish TV show Derry Girls is a beneficial tool to gain new vocabulary like idioms and phrasal verbs. The results obtained indicate that students were more motivated when learning English this way; moreover, it in fact helped most of them learn new vocabulary. Overview Ofcom is reviewing the Regional Production and Programming Guidance (‘the Guidance’) 1 and associated reporting and compliance regime to ensure that the regulatory framework is effective in a rapidly evolving production landscape. Nations and regions’ production is a crucial part of the UK television production sector, accounting for almost half of public service broadcaster (‘PSB’) qualifying programme hours2 in 2017. TV production outside of London helps to disperse and stimulate investment and job opportunities in the sector, throughout the UK. This has resulted in the employment of a broad range of talent with a diversity of editorial perspectives, to create a wide variety of programmes for the enjoyment of UK viewers. This can also assist in strengthening regional production centres for the long term and supporting broader creative and cultural economies across the UK. To help promote nations and regions’ TV production, Ofcom has imposed quotas on the PSBs3 to ensure that a suitable proportion of their network programmes are made in the UK outside of the M25 (‘regional productions’). The BBC and Channel 3 services also have quotas to broadcast localised programmes, including regional news, across different areas of the UK (‘regional programming’), and a suitable proportion of these should be made in the local area.

Created and written by Lisa McGee, Derry Girls candidly follows the lives of five teenagers as they navigate life in Derry during The Troubles.
