Well here we go again and another season of Football with what we now call THE EXETER & DISTRICT YOUTH LEAGUE sponsored by Red Post Media Solutions.

Towards the end of the 2007/08 season we were approached by what seemed to be an overwhelming majority of our Under-12 clubs who asked if we would provide football for them the following year at under-13 and as a result of the ‘demand’, we agreed. Much has been made of this move and it is only fair to have recorded that we, as a League, and certainly yours truly as Chairman, have never enforced any decision upon the members clubs. Indeed the Management mission is to assist and arrange the provision of what the majority of member clubs wish for.

We now offer mini soccer for the age groups under-8, 9 and 10 and then it’s competitive football for the under 11, 12 and 13 age groups. We have, this year, complied with the Football Associations wishes and dispensed with a Cup competition for the under-8s and so our finals day in 2009 will not involve that age group.

During the summer we welcomed aboard, as new sponsors Red Post, and they are the driving force behind our fabulous website which keeps everybody up to date with everything that they need to know or indeed find out about.

It will not have escaped anybody with half an eye on the media that in the world of professional football there is a serious drive to improve the behaviour of players on the pitch - and I would like to ask ALL our member clubs to ensure that they ‘do their bit’ to help with a campaign of greater RESPECT for both the officials and indeed everybody else connected with the game.

Last year we had an increasing number of incidents involving parents on the touchline and I would urge everybody connected with the League to report any such instances as soon as possible - using the matchday incident form. It is a problem that could get out of hand and as such I am very keen for us to be seen as a League who will, without exception, NOT ALLOW such behaviour to blight our game.

Finally let me wish each and every one of the competing Clubs and indeed all the players who play football in our League, the very best of luck for the season, here’s to a great campaign of thrilling and exciting football.

Basic Principles of the League

The aim of the Competition is to encourage and promote the game of football amongst children with a strong bias to good personal, social and moral development.

All Clubs are encouraged to work towards these aims, and may take the following points into consideration:

1 Where a team has built up a significant lead their Coach is encouraged to make adjustments to his team by substituting the more able players or indeed playing them in different positions.

2 Where a team is likely to be a lot stronger than their opponents the Coach may like to use the opportunity to use some of the Sides “fringe” players.

3 Coaches, parents and Supporters are encouraged to set an example to young players. Foul play, abusive language and contesting the referee’s decisions should be discouraged in both Parents AND players.

4 Clubs are encouraged to adopt the Football Association guidelines limiting the amount of football played by children. (ie) Players should not play two full Matches on consecutive days.

5 Clubs should encourage children to be good winners as well as good losers.

The Football Association Rules regarding Mini Soccer

The Football Association have within their comprehensive rule book got the following information which will no doubt be useful to our Member Clubs :

Penalty Mark The penalty mark is 7.32m (8 yards) from the Goal Line opposite the Centre of the Goal.

Halfway Line The field of play is divided into two halves by a halfway line. The centre mark is indicated at the mid-point of the halfway line.

Goal Size The distance between the posts is 3.6m (12ft) and the distance between the lower edge of the cross bar and the ground is 1.88m (6ft).

Warning - In view of a number of accidents that have occurred, it is necessary to ensure that portable goals of any size are either pinned or weighted to prevent them from toppling forward.

The Ball The ball should be no larger than size 4. Size 3 is recommended for Under 8's. It should be safe and made of leather or another suitable material.

Exeter & District Youth League Rules & Recommendations

The League has adopted the Standard Code of Rules produced by the Football Association and a copy of those rules should be with each member club secretary and in the event of their being any problem and/or dispute then it is those FA rules that shall be applied. Owing to the fact that the FA Standard Code of Rules is very detailed we have summarised below a few of the main rules together with some of our own recommendations:

1 The Competition will be organised by a Committee comprising of a Chairperson, Vice Chairperson, Secretary, Treasurer and other elected members.

2 The Annual General Meeting will take place no later than the third week in June of each year. Additional meetings will take place in August, January and April.

3 All teams MUST send a representative to meetings. Failure to do so without sending apologies will incur a £10.00 fine.

4 Clubs wishing to enter teams in the Competition must complete the necessary forms and return them with a fee (to be determined each year), by June 16th.

5 All player registration forms must be completed including parents/guardians signature PRIOR to playing in matches. Forms should be sent to the appropriate person. Clubs playing in the Under 11, Under 12 and Under 13 age groups with A and B teams must register a player for only ONE TEAM only. Transfers can take place by the completion of the appropriate form, and payment of £5.00 fee. Teams playing unregistered players will incur a fine, and run the risk of being expelled from the competition.. (please note that in the age groups of 8, 9 & 10 the strict player per team within a Club rule is relaxed, with the reception of the Cup Competitions when a player has to play, and then remain with , one of the Clubs teams ).

5 (a) Players registered later than March 1st of any season may not participate in the Cup or Plate Competitions of that season.

6 Players may only be registered for teams if they fall within the age bands regulated within the FA rules ie. For the under 10 age group, players must be under the age of TEN YEARS and must be over the age of eight years on August 31st .

6 (a) Registration forms must be sent to the age group representative along with a stamped addressed envelope. The representative will return part of the form to

confirm that it has indeed been received. A player may not play for a team unless the club is in receipt of the return slip.

7 Following a match each team must complete a team sheet and send it to the appropriate person within six days of the match. The team sheet should include the match result and ideally some form of brief report. Clubs are also asked to e- mail their result to the League website as soon as possible after the Match so that the results service on the League website can be kept as up to date as possible. Clubs failing to send their team sheets in after matches may be liable to a fine.

8 In the Under 11 / 12 13 sections three points will be awarded for a win and one point for a draw. The team with the most points at the end of the season will be deemed that Divisions winning Team In the event that two sides are level on points at the end of the season then the title shall be decided by a method to be decided at the august meeting

8 (a) In the Under 11 section the off-side rule will not apply, however every other rule relevant to the Under 12/13s will apply to the Under 11’s.

9 The home (first named) team is required to provide a Referee for matches during the season. The Referee should be qualified. In the Under 11 / 12 / 13 Divisions Referees shall be appointed by the League wherever possible but both sides are asked to provide a Referee’s Assistant. Some Clubs in the Under 11/ 12 / 13 Divisions may opt to arrange their own Referee’s.

10 In the event of a team cancelling a match less than 48 hours prior to kick off for any reason other than an unplayable pitch, the Officers of the League reserves the right to award three points to the opposition and/or administer a fine to the side cancelling.

10 (a) In the event that a match is cancelled, the home team must notify the age group representative.

11 Under 11 / `12 / 13 matches shall be played over two halves of thirty five minutes a half. The games involving Under 8’s, 9’s and 10’s shall be played over two halves of fifteen minutes each half.

12 Teams are advised to contact each other during the week before a scheduled match to check kick-off time, colours and venue etc.

13 All teams must have available at their matches a fully equipped First Aid Kit.

14 Up to SEVEN substitutes may be used in any match. Players who have been substituted CAN return to the field of play as a substitute for another player.

15 A size 3 ball should be used for matches in the Under 8 and Under 9 section and a size 4 ball used in all other matches. The team who provide the Referee are responsible for providing the match ball.

16 All teams will be asked to nominate a player to receive a trophy at the end of the season. Coaches are asked to consider “teamsmanship”, sportsmanship and ability when nominating a player.

17 Complaints should be sent in writing to the League Chairman who may ask a member of the Committee to discuss any further action that might be required.

18 Misconduct - The Exeter & District Youth League Competition shall operate in accordance with the rules, regulations and practices of the Football Association and the Football Association Laws of the game. Conduct that merit’s the issue of a caution or a sending off should be notified to the Devon Football Association by the Referee, in writing, within three days of the matter.

19 Fines are to be paid to the Treasurer within seven days of the fine being handed down and if not paid within time then further action will be taken. The fines procedure shall run with form D06-(EYL-fines-form)-01.pdf downloadable from the web site.

20 There is a dedicated form to be submitted in the event of any problems occurring at an Exeter & District Youth League game. This form should be completed, signed by the Match Referee and sent to the Secretary of the League as soon as possible after the match.

Cup Competition Rules - 2008/09 Season

1 Cup competitions shall be competed for annually as decided by the committee.

2 All Cups shall remain the property of the Exeter & District Youth League Competition and cannot be won outright by any club. The cup winners shall be responsible for its safe keeping and must ensure that the Club’s name is engraved on the trophy. The trophy must be returned at least thirty (30) days in advance of the following seasons Cup Final. Should the Competition cease to exist then the trophy should be returned to the League.

3 The rules and principles of the Exeter & District Youth League competition will apply with one amendment.

3(a) A player MUST be registered before March 1st in the relevant playing season and have played TWO Exeter & District Youth League competitive matches to be eligible to then play for that team in the Cup or Plate Competitions.

3(b) No player can play for more than one team in any competition in any one season of the competition. This means that one player can ONLY play in the Cup in ONE age group. The side he first registers for in the cup is the only side he/she can play for in that Cup for that season. If a player plays for more than one side or age group in any one season in the Cup it will be deemed that both side’s he/she has played for will have played an ineligible player and will be ruled out of the competition in both age groups. This ruling DOES NOT affect a player in league games.

3(c) In the event of any team cancelling a Cup match less than 48 hours prior to kick off for any reason other than an unplayable pitch the League Officers reserves the right to withdraw them from the Competition.

4 Under 11/12/13- In all rounds, including the semi-final and final only ONE game shall take place. The team first drawn shall be the known as the ‘home’ team. After full time in a game, if the scores are level extra time of seven minutes each way shall be played. If the scores are level after extra time then five penalties shall be taken by each side. If the scores are still level then a sudden death penalty shoot out will decide the outcome of the match. Only players on the field of play at the end of full time may participate in the penalty shoot out. In the event of the scores being level in the Final, after extra time, a penalty shoot shall then take place to determine the winners of the Trophy - this to apply to all Under 11/12/13 ties.

4(a) The semi finals of the Cup competition shall be played at the home of the first team drawn. The final shall take place at a venue to be determined by the Officers of the League.

4(b) Under 9 & 10 - In all rounds including the semi-final and final only ONE game shall take place. The team first drawn shall be the known as the ‘home’ team. After full time in a game, if the scores are level extra time of five minutes each way shall be played. If the scores remain level after extra time then three penalties shall be taken by each side. If the scores are still level then a sudden death penalty shoot out will decide the outcome of the match. Only players on the field of play at the end of full time may participate in the penalty shoot out. In the event of the scores being level in the Final, after extra time, then the trophy shall be shared between the two teams - NO PENALTY SHOOT OUT WILL TAKE PLACE IN THE FINAL.

5 A maximum of fourteen (14) medals or plaques will be presented to the Cup Final teams.

6 Plate Competition - these will take place each season for teams knocked out of the Cups at an early stage. Criteria for entry to the Plate Competition will be determined dependant on the number of competing Club in any one season

7 All profits from the running of the Finals Day shall be used towards the running costs of the Exeter & District Youth League Competition.

Fixtures

with 45 different Clubs and 160 teams competing across six age groups it has been very hard trying to avoid fixture clashes and hopefully very few will arise. It is advised that where a clash is discovered that Coaches/Managers communicate and arrange mutually agreed new dates and venues.

Managers and Coaches may well look to arrange other games as and when their side is not engaged in Cup Matches.

In some of the younger mini soccer age groups we have an ‘odd’ number of teams. This means that the matches involving ONE CLUB are going to be “three team” venues and this opens the door for a “fourth” team to join that particular round robin Matchday - be that a member Club with another side who need a Match or perhaps a team from another league without a game that day.

Reporting Results

1. The home team manager for each game in the under 11s, 12s and 13s (all divisions) phone through the result to Russ Murch immediately after the game.

Although these age groups are effectively non-competitive we actively encourage the participating clubs to send in via email as soon after games have finished results which will be used to populate the progress charts on the web site.
