EXETER & DISTRICT YOUTH FOOTBALL LEAGUE 1 EXETER & DISTRICT YOUTH FOOTBALL LEAGUE Well here we go again and another season of Football with what we now call THE EXETER & DISTRICT YOUTH LEAGUE sponsored by Red Post Media Solutions. Towards the end of the 2007/08 season we were approached by what seemed to be an overwhelming majority of our Under-12 clubs who asked if we would provide football for them the following year at under-13 and as a result of the ‘demand’, we agreed. Much has been made of this move and it is only fair to have recorded that we, as a League, and certainly yours truly as Chairman, have never enforced any decision upon the members clubs. Indeed the Management mission is to assist and arrange the provision of what the majority of member clubs wish for. We now offer mini soccer for the age groups under-8, 9 and 10 and then it’s competitive football for the under 11, 12 and 13 age groups. We have, this year, complied with the Football Associations wishes and dispensed with a Cup competition for the under-8s and so our finals day in 2009 will not involve that age group. During the summer we welcomed aboard, as new sponsors Red Post, and they are the driving force behind our fabulous website which keeps everybody up to date with everything that they need to know or indeed find out about. It will not have escaped anybody with half an eye on the media that in the world of professional football there is a serious drive to improve the behaviour of players on the pitch - and I would like to ask ALL our member clubs to ensure that they ‘do their bit’ to help with a campaign of greater RESPECT for both the officials and indeed everybody else connected with the game. Last year we had an increasing number of incidents involving parents on the touchline and I would urge everybody connected with the League to report any such instances as soon as possible - using the matchday incident form. It is a problem that could get out of hand and as such I am very keen for us to be seen as a League who will, without exception, NOT ALLOW such behaviour to blight our game. Finally let me wish each and every one of the competing Clubs and indeed all the players who play football in our League, the very best of luck for the season, here’s to a great campaign of thrilling and exciting football. All Clubs are encouraged to work towards these aims, and may take the following points into consideration: 1 Where a team has built up a significant lead their Coach is encouraged to make adjustments to his team by substituting the more able players or indeed playing them in different positions. 2 Where a team is likely to be a lot stronger than their opponents the Coach may like to use the opportunity to use some of the Sides “fringe” players. 3 Coaches, parents and Supporters are encouraged to set an example to young players. Foul play, abusive language and contesting the referee’s decisions should be discouraged in both Parents AND players. 4 Clubs are encouraged to adopt the Football Association guidelines limiting the amount of football played by children. Halfway Line The field of play is divided into two halves by a halfway line. The centre mark is indicated at the mid-point of the halfway line. Goal Size The distance between the posts is 3.6m (12ft) and the distance between the lower edge of the cross bar and the ground is 1.88m (6ft). Warning - In view of a number of accidents that have occurred, it is necessary to ensure that portable goals of any size are either pinned or weighted to prevent them from toppling forward. The Ball The ball should be no larger than size 4. Size 3 is recommended for Under 8's. It should be safe and made of leather or another suitable material. You can find a full breakdown of all the rules of Mini Soccer at - www.thefa.com 5 EXETER & DISTRICT YOUTH FOOTBALL LEAGUE Exeter & District Youth League Rules & Recommendations The League has adopted the Standard Code of Rules produced by the Football Association and a copy of those rules should be with each member club secretary and in the event of their being any problem and/or dispute then it is those FA rules that shall be applied. Owing to the fact that the FA Standard Code of Rules is very detailed we have summarised below a few of the main rules together with some of our own recommendations: 1 The Competition will be organised by a Committee comprising of a Chairperson, Vice Chairperson, Secretary, Treasurer and other elected members. 2 The Annual General Meeting will take place no later than the third week in June of each year. Additional meetings will take place in August, January and April. 3 All teams MUST send a representative to meetings. Failure to do so without sending apologies will incur a £10.00 fine. 4 Clubs wishing to enter teams in the Competition must complete the necessary forms and return them with a fee (to be determined each year), by June 16th. 5 All player registration forms must be completed including parents/guardians signature PRIOR to playing in matches. Forms should be sent to the appropriate person. Clubs playing in the Under 11, Under 12 and Under 13 age groups with A and B teams must register a player for only ONE TEAM only. Transfers can take place by the completion of the appropriate form, and payment of £5.00 fee. Teams playing unregistered players will incur a fine, and run the risk of being expelled from the competition.. (please note that in the age groups of 8, 9 & 10 the strict player per team within a Club rule is relaxed, with the reception of the Cup Competitions when a player has to play, and then remain with , one of the Clubs teams ). 5 (a) Players registered later than March 1st of any season may not participate in the Cup or Plate Competitions of that season. 6 Players may only be registered for teams if they fall within the age bands regulated within the FA rules ie. For the under 10 age group, players must be under the age of TEN YEARS and must be over the age of eight years on August 31st . 6 (a) Registration forms must be sent to the age group representative along with a stamped addressed envelope. The representative will return part of the form to 6 EXETER & DISTRICT YOUTH FOOTBALL LEAGUE confirm that it has indeed been received. A player may not play for a team unless the club is in receipt of the return slip. 7 Following a match each team must complete a team sheet and send it to the appropriate person within six days of the match. The team sheet should include the match result and ideally some form of brief report.
