........................................................................................................ 43 Introduction In order to effectively assess the fire cover provision which is required to achieve the stated aims of the Authority an assessment of the risk factors for Kent and Medway needs to be undertaken. This document forms part of a suite of Risk Profile documents which segment the county into 19 geographically identifiable areas thereby allowing for a simplification of the assessment of the county wide risk. Kent and Medway Fire and Rescue Authority (KMFRA) divide the county into 19 clusters based on internal working arrangements and the day to day work activities of its personnel. These clusters have been in use since 2011 to analyse and report incident activity, creating a wealth of information which is used to gain a deep understanding of activity within each cluster. It therefore follows that these clusters be used as a backdrop to provide risk information, as this allows for a continuity of analysis across the RERP2 project. The map below illustrates these clusters. Information regarding risk factors has been obtained from a number of sources in order to provide a detailed level of risk for individual cluster. Much of the data within this document has been derived from information provided by the Office of National Statistics (ONS) a Government department charged with the collection and publication of statistics related to the economy, population and society. In March 2011 the 3 RERP - Whitstable Cluster Risk Profile ONS conducted the most recent census of the population. It is this information which is used extensively throughout this document as the most accurate societal data available. Each Local Authority within Kent and Medway has produced a Local Development Plan. These documents detail the strategic developments which are planned for their area of responsibility, and as such are referenced to give an indication of the future risk within the cluster. KMFRA has significant experience in planning for emergencies in sites of specific risk; as such numerous sites have been identified through previous internal work. These sites have been included within this document. This document describes the risk factors found in the Whitstable cluster. Description of Cluster The Whitstable cluster covers a geographical area of approximately 37 square miles and has a population of 72,826 people, a figure which represents 4.22% of Kent and Medway’s population. A map showing the cluster can be seen below. 4 RERP - Whitstable Cluster Risk Profile Cluster Demographics and Population Risk Factors This most current, and widely, available information with which to highlight the population risk factors is the 2011 census data. This data has been used to describe the community composition of each cluster. The following charts and tables provide information regarding the population, age and gender of the community which live within the Whitstable cluster. The male to female ratio is comparable to the Kent and Medway average. ANDREWS IN the value of its trade, the size and number of its ships, and the geographical extent of its commercial connections the port of Faver- sham has never achieved more than minor importance, but in the seventeenth and eighteenth centuries the total volume of its traffic placed it among the leading ports of Kent, and in certain branches of the coasting trade it had few rivals anywhere in England. In the following paragraphs an attempt is made to trace the development of Faversham in the period 1650-1750, using the series of Port Books in the Public Record Office.1 These documents, although they contain very detailed lists of vessels and cargoes entering and leaving the port, cannot be accepted at their face value as a comprehensive record of the trade of Faversham Creek; and before describing their contents it will be necessary to ascertain whether any other landing places besides ' Faversham itself were included in the books, and whether there were any kinds of maritime trade which were omitted from them. The Customs port of Faversham, as delimited by an Exchequer Commission of 1676,2 included a considerable portion of the Kentish coast, stretching from Milton in the west to the North Foreland in the east, but not all this coast was covered by the Faversham port books. The trade of Margate was always recorded in the Sandwich books8 and the Commissioners were almost certainly mistaken in extending the limits of Faversham as far east as the Foreland, while Milton, which seems to have been an independent Customs port at least until 1670,4 continued for another century to keep a separate set of port books, recording not only its own trade but also that of Conyer, Upchurch, Rainham and Otterham.
