SECURITY CAPABILITIES WORKSHOP SPEAKERS & FACILITATORS Listed in alphabetical order by first name KEYNOTE SPEAKER DAVID PEKOSKE Administrator Transportation Security Administration (TSA) David Pekoske was confirmed by the U.S. Senate as the Transportation Security Administration’s seventh administrator in August 2017. He leads a workforce of approximately 60,000 employees, including the Federal Air Marshal Service, and is responsible for security operations at nearly 450 airports throughout the United States and shared security for highways, railroads, ports, mass transit systems and pipelines. Under his leadership, TSA is working continuously to raise the security baseline for both aviation and surface transportation through close partnerships and alliances, and a robust homeland security network. Before joining TSA, Pekoske was an executive in the government services industry where he led teams that provided counterterrorism, security and intelligence support services to government agencies. Most notably, Pekoske served as the 26th Vice Commandant of the U.S. Coast Guard culminating a Coast Guard career that included extensive operational and command experience. As the Vice Commandant, Pekoske was second in command, also serving as Chief Operating Officer and Component Acquisition Executive of the U.S. Coast Guard. He is a recognized expert in crisis management, strategic planning, innovation and port and maritime security. Pekoske holds a Master of Public Administration degree from Columbia University and a Master of Business Administration degree from the Massachusetts Institute of Technology. He earned his Bachelor of Science degree in ocean engineering from the U.S. Coast Guard Academy. His awards include the Homeland Security Distinguished Service Medal, Coast Guard Distinguished Service Medal, the Meritorious Service Medal, Coast Guard Commendation and Achievement Medals. Adrienne Gibbs Development Manager, IATA Adrienne currently works as a Development Manager, in the Airport, Passenger, Cargo and Security division of the International Air Transport Association (IATA). In this role Adrienne works to improve the passenger journey by collaborating with airports, airlines and regulatory bodies to assess and drive wider adoption of innovative security screening solutions through the joint IATA/ACI Smart Security initiative, as well as through provision of operational and technical inputs to support policy development and industry advocacy activities. With a background in aviation security, Adrienne has worked in both a regulatory and operational capacity through roles in the public and private sector. During her time at the Office of Transport Security of Australia, Adrienne worked on a number of key projects including the Liquids Aerosols and Gels implementation in 2007, the hardened cockpit doors safety and security review, as well as the development of air cargo screening requirements. In an audit and compli- ance capacity as an Aviation Transport Security Inspector, Adrienne supported both airports and airlines to better comply with Australian and international security requirements. Alan Estevez Specialist Leader, Deloitte Consulting LLP Mr. Estevez is currently a national security strategy and logistics executive for Deloitte Consulting LLP, working with a range of clients to help innovate and transform their acquisition, logistics, supply chain, and sustainment operations. He most recently served as the Principal Deputy Under Secretary of Defense for Acquisition, Technology and Logistics at the Department of Defense, and he was the first career federal executive confirmed by the U.S. Senate as the Assistant Secretary of Defense (Logistics and Materiel Readiness). At the Defense Department, he developed, implemented and managed acquisition, contracting, and supply chain programs and policies that increased the combat effectiveness as well as the Department’s efficiency and buying power. Mr. Estevez holds a Bachelor of Arts in political science from Rutgers University and a Master of Science in national resource strategy from the Industrial College of the Armed Forces at the National Defense University. Amir Neeman Founder and Principal, Amir Neeman Consulting, LLC For over 25 years, Mr. Neeman has been involved in aviation security, homeland protection; specifically focusing on security technologies. His diverse background as an airport operator, government regulator, equipment manufacturer and strategic advisor to TSA enables him to utilize a holistic approach critically required to develop and implement successful and sustainable security solutions. A globally recognized expert in systems analysis and Transportation Security Equipment (TSE) design, development and implementation, TSE test & evaluation (T&E), business analysis and change management for large and complex project teams and a frequent public speaker and writer on these topics. Mr. Neeman holds an MBA (Technology Management Major) from the Technion Institute of Technology, Israel and is a former IDF Explosive Ordinance Disposal Officer. Amy Krause Senior Program Manager, Leidos Amy Krause is the Senior Program Manager for Leidos’ Transportation Security Administration (TSA) efforts, specifically the Transportation Security Equipment Deployment Services (TEDS) program. In this capacity she works with TSA to manage the design, engineering, installation, integration and evaluation of Transportation Security Equipment (TSE) at airports across the U.S. and internationally. Ms. Krause is with Leidos (formerly Lockheed Martin/Loral/IBM Federal Systems). She began her career as a software engineer and assumed positions of increasing responsibility. She has held positions as Operations Director, Portfolio Manager, Senior Program Manager, Engineering Manager, Software Development Lead and Site Technical Planner for over 2,000 employees. She has served numerous customers including DHS, TSA, the U.S. Army, Air Force, Navy, and various classified agencies. Ms. Krause holds a Master of Science degree in Computer Science from Johns Hopkins University and graduated magna cum laude from the University Of Maryland, College Park with a Bachelor of Science degree in Computer Science. She has a Project Management Professional (PMP) certification and is also a Certified Information Systems Security Professional (CISSP). Andy Lee Director, Test & Evaluation Division, TSA Andy Lee is the Director of the Test and Evaluation Division within the Office of Acquisition Program Management. In this role, he leads all developmental and operational testing of technologies and capabilities for TSA. Andy is also the Director of the TSA’s Systems Integration Facility (TSIF) and he serves as the Director of the Department of Homeland Security designated Independent Operational Test Agent. Andy has been with the Federal Government for 26 years, serving time in both the Federal Aviation Administration (FAA) and the Transportation Security Administration (TSA). His career started in airport management, running a medium-sized commercial airport that also served as a test bed for FAA research and development programs. Andy has a Bachelor of Science Degree in Aviation and Engineering from The Ohio State University and a Master of Aeronautical Science Degree from Embry-Riddle Aeronautical University. Andy is also a graduate of the DHS Senior Executive Service Candidate Development Program. Anne Cowan Acting Director, Capabilities Management Division, RCA, TSA Anne Cowan is the Acting Director for the Capabilities Management Division (CMD) in the Transportation Security Administration’s (TSA) Requirements and Capabilities Analysis (RCA) office. CMD is responsible for providing proactive assistance to field operations by identifying measurable strategies to improve operational performance. The division also serves as a liaison between various TSA Headquarters components and field elements to ensure efficient and effective implementation of new initiatives, screening equipment, and standardization efforts. CMD serves as the User Representative in support of RCA’s Department of Homeland Security designated role as the Lead Business Authority. Ms. Cowan joined TSA in 2009 as the Deputy Program Manager of the Electronic Baggage Screening Program. In 2013, Ms. Cowan transitioned to the Office of Security Operations (OSO) Operations Improvement Branch (OIB) where she supported TSA Pre✓® expansion, was the Section Chief for the Checked Baggage team, and finally the OIB Branch Manager. Prior to joining TSA, Ms. Cowan provided contract support to the Office of Security Technology (OST) for over two years with Triumph Enterprises; served two years as the Business Operations Manager within the Government and Infrastructure Division at Kellogg Brown and Root (KBR); and was a lead business analyst, instructor, and training and development manager for a KBR implementation of SAP enterprise software for two years. Ms. Cowan has a Bachelor of Science degree in Construction Management from the University of Florida and has been a certified Project Management Professional since 2005. Armen Ara Sahagian Program Manager, Computed Tomography, RCA, TCA In September 2012, Armen A. Sahagian served as a Level III COR on explosives detection systems (EDS) for checked baggage screening within TSA’s Acquisition Program Management (APM) until accepting a new position in July 2018 with TSA’s Requirements & Capabilities Analysis (RCA) as the Program Manager for Computed Tomography.
