The discussion focused on the two separate and distinct issues raised by the petitions, namely, the applicability of access charges to the arrangements described in the petitions, and, the appropriate regulatory classification of such arrangements. Verizon explained why the Commission must address these issues and why they can be answered independently. With regard to the applicability of access charges to VoIP arrangements, Verizon set forth its position that, regardless of the technology platform, the Commission’s rules require that access charges apply when local exchange switching facilities are used to originate or terminate interstate interexchange voice traffic.. In particular, Verizon opposed the argument that the ESP access charge exemption covers such VoIP use of access services.

The project was funded by the Social Sciences and Humanities Research Council between 2012 and 2018, after which the Faculty of Public Affairs at Carleton University generously stepped in to provide bridge funding for the next two years of the project.     Louisiana Municipal Association 2011 Municipal Franchise Fee Survey 12/20/2011 Introduction The Louisiana Municipal Association would like to thank all the municipalities who participated in the 2011 Municipal Franchise Fee Survey. We were able to collect and compile information from 172 municipalities on electric, water, natural gas, cable television and other franchise fee. The survey is divided into three sections. The first section is the contact information for each participating municipality. The second section contains franchise fee information by municipality. And the last section contains the same franchise fee information; however it is categorized by company. This section includes graphs of the company market share in municipal franchise agreements. This survey can be found on the LMA website at www.lma.org under publications. We hope that you find this information useful. If you have any questions pertaining to the survey or wish to add or update your municipality’s franchise information, please contact us at the LMA office. Franchise Fee Agreements Information L.R.S. 33:4401 gives municipalities the authority to grant franchises to telephone, telegraph, electric light, water, and gas systems to use streets and public right of ways. Such franchises are limited to a period of 60 years and shall not be exclusive. Although the governing body is granted authority by 33:4401 to set the terms of the franchise, individual municipalities may have more restrictive provisions in their charters, such as a requirement that the franchise agreement be voted on in a referendum election.

At least 5 CNOC members provide dedicated services to ethnic minority communities in their serving areas. This includes providing customer service in the native language of the community. In fact, one CNOC member provides 24 x 7 customer support in 7 languages: English, Mandarin, Cantonese, Hindi, Punjabi, Urdu and Vietnamese. This level of community focused support simply cannot be replicated by large incumbent carriers. 60. Many CNOC members also strive to bring quality telecommunications services to rural areas where access is not otherwise available. Often, this is achieved by deploying reliable fixed wireless services given that area density and geography is not amenable to a practical or cost effective wireline service deployment. CNOC members continue to push the speed and coverage boundaries of these technologies – to the benefit of a segment of consumers that have long been deprived of the benefits of modern connectivity. 4.5 Case Studies 61. CNOC wishes to highlight certain case studies included in this section that consist of select member responses to CNOC(Bell Canada)28Mar14-447 and CNOC(CRTC)28Mar14-448. As noted at the outset of this Part, these case studies further demonstrate the full range of innovations and the associated consumer benefits that some members have come to realize in virtually all aspects of their operations.

Members of the Broadband Service Providers Association (BSPA) deploy and operate facilities-based, advanced, last-mile broadband networks for the delivery of innovative bundles of voice, multichannel/on-demand video, and high-speed data/Internet services directly to homes and small businesses across the country.1 The BSPA’s mission is to promote and support the development of a competitive, facilities-based, broadband industry that will increase infrastructure investment, create customer choice, lower prices, and provide critical network diversity. I. The Competitive Position of Wireline Networks Delivering Bundled Voice, Video and Data Services. In the last twelve years, particularly since passage of the Telecommunications Act of 1996,2 new competitors, such as Broadband Service Providers (BSPs), have established a sustained and unique position in the multichannel video programming distribution market. As providers of state-of-the-art cable, telephone, and Internet service over advanced local networks in many urban, suburban and rural areas throughout the country, BSPs are key examples of the entry of new, facilities-based competitors envisioned by the 1996 Act. The interconnection provisions of the 1996 Act created the opportunity for new entrants, like BSPs, to offer telephone service.
