10 19 COUNCIL TAX As most of you will have seen by now, the precept (the amount of mon- ey that the Parish Council receives from the Council tax) for Weedon Bec has seen a significant increase this year. This is due to both previ- ously planned and unplanned costs relating to the Mound. Before I go on to cover this in more detail, I wanted to acknowledge that the Parish Council, who are all residents of this village, feel this pain as much as you. These were – tough but ultimately unavoidable decisions. Caroline Chisholm School, Wooldale Road, Northampton NN4 6TP. Exist- ing volunteers can also attend this session as a refresher. Firstly, whilst there is no getting away from the fact that your Council Tax bill will be contributing more money this year towards village expenses, the precept (or budg- If you are concerned about speeding vehicles in Weedon Bec and you et) for the village represents around 10% of your total Council Tax bill. want to do something practical to raise awareness, we would live to wel- The planned increase for this year is the first repayment of the loan agreed in come you to our small but friendly team. The legal expense is also a forecast and is required to optimise our ongoing negotiation with the MoD.

To offset this increase, all other services funded by the precept have been scruti- nised carefully to see where savings could be made without significant impact to residents. As a result of this work £8k of savings were identified. Some of the pro- jects to enhance our village have had to be set aside for this year but currently no existing services are affected.

We hope this gives some more clarity on the increase to the Weedon Bec precept this year. As stated at the start of this update, the Councillors have found the budg- et planning particularly hard this year on top of the other challenges that have been presented by remediating the contaminated Mound. I suspect there are not many villages that have had to face a situation like this.

We hope that a speedy and appropriate resolution to the Mound will be found and we are doing all we can to ensure a satisfactory solution is achieved at minimal cost to our village.

Exciting times are ahead for your local church (St Peter & St Paul). Scaffolding will appear with renovation work beginning on the tower and fabric of the church from Monday 20th March. This work will continue for the next few months. The full timetable of refurbishment can be found inside the church. Services, events and wifi connection will not be affected.

Church Street COUNTY AND BRITISH SUMMER MIGRANTS (just past the Post Office) Although, because of wintering birds it is difficult to ascertain incoming migrants of Blackcap and Chiffchaff appearances, both these species are now in song with a large influx of Chiffchaffs on 11th March. The only other County migrant to date was a Sand Martin on 6th March. Nationally, Garganey, Little Ringed Plovers, Swallows, House Minister Revd Jay Phelps Martins and Wheatears have arrived in the south.

16 13 Chairman Junior Parish Council Hello, I'm and I live on a canal boat, I'm wring today to tell you about how I live and do things that you do but in a narrower space and on water. You must be wondering, water, electric, TV and loads of other things that you have but surprisingly we do as well! Let's start with water, well, its easy and free, there are more than 1,000 water points on the canal today, so, you travel in your boat to the nearest water point, get a tap, open the churn lock and you can fill up your tanks. Now, power, you have all these new fangled power staons and power generators, now we have, yes, a generator but it makes noise at 90DB!, that's not a big noise, is it! And we get loads of power from it, how awesome, we also use solar panels in the summer, and they give us loads of power. TV, a very short paragraph, you don't need it so we don't have one, easy! Being in Weedon is an honour as loads of places on earth don’t have a canal, so we use Weedon’s canals to our advantage to get to school easier etc, so all of this for less money than living in a house, that’s a bargain. Drugs have been in Weedon for a long me but young adults think it's a part of life, but it is illegal and bad for you and bad for the environment so if we could stop it now on this spot we would. Teenagers see lots of people using various substances. They see their parents and other adults drinking alcohol, smoking, and, somemes, abusing other substances. Also, the teen social scene o en revolves around drinking and smoking pot. Some- mes friends urge others to drink or smoke something but it is just as common for teens to start using a substance because it is readily available. Lots of teenagers see their friends enjoying it and think it is a part of a teenagers experience. Forty seven percent of teens agreed that movies and tv shows make drugs seem OK but it really isn’t OK also there is seven mes more likely to smoke cigarees, six mes more likely to take marijuana and five mes more likely to drink alcohol.
