1 EXECUTIVE SUMMARY: This proposal is for ordinary earth / Red earth excavation project of Mr. P.K. Abu Thahir, s/o Kunhalikutty, Pandikadavath House, Karathode. OorakamMelemuri P.O., Malappuram District, Kerala. The proposed ordinary earth excavation project is in Survey no. 247/1, Block no. 37, OorakamVillage, Thirurangadi Taluk, MalappuramDistrict in an extent of 0.7284 Ha. The proposed siteis a private land,with land classification as purayidam, and is dry land. The proposed site does not fall in CRZ zone and is non-government & non-forest land. The proposed site no litigate and the project has no objections for the public andconsent from nearby people are attached. The proposed ordinary earth excavation does not involve any blasting or rock mining. Mechanized method is used for excavation of ordinary earth and excavation will be carried out using excavators and transportation of material using tippers. The quantity of earth excavated will be 50000 cum. Earth excavated from the site will be used for earth filling for construction of Tanur Bridge between Ottumpuram side & Kettungal Side and basic filling for road formation of TanurMunipality Road (Kalad – Tanur Road upgradation), both agreement copies are attached. There is no environmental hazard involved in this process. The proposed project is categorized as category B2,of ordinary earth mining by MoEF O.M. dated 24 June 2013. As proposed project is coming under ordinary earth/red earth clearance, an application duly filled & signed with required annexure, affidavits, reports& other necessary documents are submitted for prior environmental clearance with prefeasibility report.

 The project area does not fall in ‘HACA’ region.  Tamil Nadu state boundary is located at 48 km E (aerial)  The project area does not fall in CRZ zone.  The project area does not fall in Western Ghats boundary.  About 1.0 KLD of water will be required for dust suppression, plantation and for drinking and domestic use. The required water will be met from bore well and open well from nearby location by tankers.  Estimated project cost is Rs.5 Lakhs.

Commitment from applicant regarding the proposed project: I have applied for prior Environmental Clearance to DEIAA, Malappuram for excavation of ordinary earth / red earth from survey no. 247/1,block no. 37, Oorakam village, ThirurangadiTaluk, Malappuram District, Kerala State in an extent of 0.7284 hector.

I will not deploy any child labors below 18 years for any type of excavation operation. All labors engaged will have insurance till the end of life of excavation period.All type of Safety / Protective measures will be taken / provided to all the laborers working in my excavation site.

One meter safety zone all along the project periphery will be maintained and Green belt will be developed and maintained all along this project periphery. This will help to maintain the laterite support for the surrounding land / area. No pit will be formed after excavation.The quarrying operation will not cause any hindrance to the nearby public and human settlements during transportation of mineral.

I will sincerely follow and execute the Pollution Control measures and Green belt development during the course of excavation operation.

2 PROJECT DETAILS: Introduction of project/back ground information This is an ordinary earth excavation project. The project site is at Kalpathy, near Karathode in survey no. 247/1 ,block no. 37, Oorakam village, ThirurangadiTaluk, Malappuram District in an extent of 0.7284 hector.

2.1 Identification of project This project for is excavation of ordinary earth/red earth from survey no. 247/1 ,block no. 37, at Kalpathy, near Karathode,Oorakam village, ThirurangadiTaluk, Malappuram District and the details of the owner is given below:-

2.2 Location of project The proposed ordinary earth excavation project site is at Kalpathy, near Karathodein survey no. 247/1,block no. 37, Oorakam Village, ThirurangadiTaluk, Malappuram District in an extent of 0.7284 hector. GPS coordinates of propose area is given below:-

2.3 Brief description of nature of project This is an ordinary earth excavation project. The proposed ordinary earth excavation does not involve any blasting or rock mining. Mechanized method is used for excavation of ordinary earth and excavation will be carried out using excavators and transportation of material using

pg. 9 tippers. The quantity of earth excavated will be 50000 cum. There is no environmental hazard involved in this process.The ordinary earth excavated (the minor mineral) from proposed site will only be used for the utilization of the infrastructure growth activities carriedout with in the country or region. Excavated ordinary earth will be used for earth filling for constructions of Tanur Bridge between Ottumpuram side & Kettungal Side and basic filling for road formation of TanurMunipality Road (Kalad – Tanur Road up gradation).

2.4 Need for the project and its importance to the country or region The basic objective of the project is to effective utilization of material in the country or region. ordinaryearth /red earth excavation will help in developing the transport network and infrastructure of the country orregion.Excavated ordinary earth will be used for earth filling for constructions of Tanur Bridge between Ottumpuram side &Kettungal Side and basic filling for road formation of TanurMunipality Road (Kalad – Tanur Road up gradation) . 2.5 Demand and supply gap There is a large demand of ordinary earth / red earth for earth filling for constructions, road formation and other infrastructure development. Excavated ordinary earth will be used for earth filling for constructions of Tanur Bridge between Ottumpuram side &Kettungal Side and basic filling for road formation of TanurMunipality Road (Kalad – Tanur Road upgradation).

2.6 Imports vs indigenous production There will not be any import of material for this proposed project. And no indigenous materials will be produced/excavated during this mining activity.

2.7 Export possibility There will not be any export of material since this is low category minor mineral- ordinary earth excavationproject and the project proponent would like to sale out the material excavated in the domestic market only.

2.8 Domestic/export market There is a large demand of ordinary earth /red earth for earth filling for constructions, road formation and other infrastructure development. Excavated ordinary earth will be used for earth filling for constructions of Tanur Bridge between Ottumpuram side &Kettungal Side and basic filling for road formation of TanurMunipality Road (Kalad – Tanur Road upgradation). Since this is low category minor mineral ordinary earth and high local demand

there is no proposal for export of material and the project proponent would like to sale out the material excavated in the domestic market only.

2.9 Employment generation (direct and indirect) In this proposed excavation project, 8-10 people will have direct employment and around 10- 16 will have indirect employment.

3.PROJECT DESCRIPTION:

3.1 Types of project including interlinked and interdependent project This is an ordinary earth excavation project. Excavated ordinary earth will be used for earth filling for constructions of Tanur Bridge between Ottumpuram side &Kettungal Side and basic filling for road formation of TanurMunipality Road (Kalad – Tanur Road upgradation). The ordinary earth excavated (the minor mineral) from proposed site will only be used for the utilization of the infrastructure growth activities carried out with in the country or region. This project is not interlinked with any other projects. Projects like earth filling for constructions, road formation and other infrastructure developments are interdependent to this project

3.2 Location This ordinary earth excavation site is at Kalpathy, nearKarathode in survey no. 247/1, block no. 37, Oorakam Village, ThirurangadiTaluk, Malappuram District in an extent of0.7284 hector.

3.3 Details of alternate sites considered and basis of selecting the proposed site, particularly the environment consideration gone into should be highlighted The excavation of ordinary earth is site specific and no alternative site has been considered. The proposed project site is part of elevated hilly terrain.Excavation of ordinary earth will not generate significant pollutions & environmental issues.

3.4 Size or magnitude of operation This proposed Ordinary earth excavation project is in an extent of 0.7284 Ha. The proposed site is 8-16 feet high from the road level. It is proposed /planned to excavate approx. 13 feet (4 m) Ordinary Earth from the proposed area. The quantity of material excavated is as given below:-  Reserve (ordinary earth/red earth)available 0.7284 x 100 x 100 x 4 x 2 = 58,272.00 cum  Blocked up Reserve in the safety zone = 8,272.00 cum  Available material for excavation = 50,000.00 cum

3.5 Project Description with process details: (a schematic diagram/flowchart layout, components of the project. Mechanized method is used for excavation of ordinary earth and excavation will be carried out using excavators and transportation of material using tippers. The quantity of earth excavated will be 50000 cum. The ordinary earth excavated (the minor mineral) from proposed site will only be used for the utilization of the infrastructure growth activities carriedout with in the country or region.Excavated ordinary earth will be used for earth filling for constructions of Tanur Bridge between Ottumpuram side &Kettungal Side and basic filling for road formation of TanurMunipality Road (Kalad – Tanur Road up gradation). 3.6 Raw materials required along estimated quantity, likely source, marketing area of final products, mode of transport of raw materials and finished products No processing is needed for this proposed project an so no raw materials isrequired for the proposed ordinary earth excavation project.

3.7 Resources optimization/recycling and reuse envisaged in the project, if any,should be briefly outlined. No recycling or reuse envisaged in the proposed earth excavation project.

3.8 Availability of water, its source, energy/power requirements and source should be given In the proposed earth excavation project approximate 1 KLD water will be required to meet domestic purposes& dust suppression and the same will be sourced from outside through tankers. No electricity is used for the proposed project. Only diesel operated machineries are used for the excavation purposes.

3.9 Quantity of waste to be generated (liquid & solid)and scheme of their management No solid / liquid waste or effluent will be generated due to proposed ordinary earth excavation project. 1 KLD water will be used for domestic/drinking & suppressionpurpose only and no waste will generated from this. The major source of pollution in the proposed earth excavation activity will be particulate matter (fugitive emission) generated while excavation of earth & transport vehicle and emissions of SO2 and NO2 due to operation of the excavators and transport vehicle. The surrounding of project area is with good greenery all around and this will minimize the fugitive emissions. However, during excavation operations, water sprinkling will done to avoid generation of fugitive dust emissions and transport vehicle will be well covered. In addition Green belt will be developed and maintained all along the project periphery.

4 SITE ANALYSIS 4.1 Connectivity This proposed ordinary earth excavation project site is at Kalpathy, nearKarathode in survey no. 247/1, block no. 37, Oorakam village, ThirurangadiTaluk, MalappuramDistrict. The approach road from the site enters into Karathode – Konopara Road. And this road enters into Malappuram – Road and – Pallakad Road. The District Head Quarters Malappuram is 8 km away from the site.

4.2 Land form, land use & ownership The entire project area is 0.7284 Ha which is a private,dry, non-government, non-forest land and there is no habitation in this area. The land is ownedby the project proponent and a private party with consent. At present the proposed area is an undeveloped and no other activity being carried out.

4.3 Topography (along with map) The site is part of elevated hilly terrain and has a natural drain of rain water.

4.4 Existing land use pattern(Agriculture, non- agriculture, forest, water bodies , including CRZ), shortest distance from the periphery of the forest, national park, wild life sanctuary, eco-sensitive areas, Water bodies distance from HFL line, CRZ notification for notified industrial area. At present the proposed site is nonagricultural, outcropped,non-forest Land. The proposed area does not come under notified industrial areaor CRZ zone. Western Ghats Boundary is 30 km away (Ariel), Arabian Sea is 20.07 km away (Ariel),Kadalundi River 4.0 km away. Nearest Railway line is 17 km away (Ariel), No Reserve Forest, Biosphere, Ecological Park, National Park, Wild Life Sanctuary and Dams in 5 kms radius.

4.5 Existing infrastructure:- There are no existing infrastructures in the proposed project site.

4.6 Soil classification:- The soils of the area can be classified into the following types:- laterite gravel, red bricks and pattern rocky type. The soil is well drained, low in organic matter, non-fertile and low in plant nutrients.

4.7 Climatic Data from Secondary Sources:- Malappuram has a tropical climate and has significant rain fall. The average annual temperature in malappuram is 27.3OC.In a year, the average rainfall is 2952 mm. Driest Month is Jan, with 1 mm of rainfall. In July Precipitation reaches its peak with an average of 830mm. The warmest month of an year is April with an average temp. of 29.6O.

5 PLANNING BRIEF 5.1 Planning concept (type of industries, facilities, transportation etc) This is ordinary earth excavation project, mechanized excavation of ordinary earth is proposed. Excavation activities will be carried out by an hydrolic excavators, loading of the

material to the tipper will be done using excavators and tippers will be used for transporting of the material. Drinking water, Rest Shelter, Toilets & Transport facility for employers will be arranged. No electricity is used for the proposed project. Only diesel operated machineries are used for the excavation purposes. No solid / liquid waste or effluent will be generated due to proposed ordinary earth excavation project. Water will be used for domestic/drinking& dust suppression purpose only and this will sourced from outside by tankers. The major source of pollution in the proposed earth excavation activity will be particulate matter (fugitive emission) generated while excavation of earth & transport vehicle and emissions of

SO2 and NO2 due to operation of the excavators and transport vehicle. The surrounding of project area is with good greenery all around and this will minimize the fugitive emissions. However, during dry seasons, excavation operations will be carried out after water sprinkling to avoid generation of fugitive dust emissions and transport vehicle will be covered. In addition Green belt will be developed and maintained all along the project periphery.

5.2 Town and country planning/ development authority classification. Types of industry:- As per schedule of EIA notification 2006 and amendments thereafter proposed earth excavation project comes under Mining of Minerals at SlNo.1(a). As per ministry of environment &forest , Govt. of Office memorandum No. L-11011/47/2011-1A.II(M) dt:24 June 2013, proposed excavation activity will be categorized as ‘B2’ category project.

5.3 Transportation:- Excavated ordinary earth will be transported using 6-7 Tipper Lorries covered with tarpaulin sheets.

5.4 Population projection:- Due to this proposed earth excavation activity there will not be influx of people from outside as only the local people will be employed this project.

5.5 Land use planning:- The proposed project is in an extent of 0.7284 Ha, and the total area will be used for ordinary earth excavation. No pits will be formed due to this excavation.After excavation this area/land can be used for agricultural / horticulture purpose.

5.6 Assessment of infrastructure demand (physical and social):- The basic infrastructure such as roads, transportation, health centers and hospitals, schools, colleges, sanitary facilities are available in the vicinity of the proposed projectarea. The proposed project is a small scale minor mineral excavation (ordinary earth) and thiswill not exert any unbearable load on any of these resources.

5.7 Amenities/facilities Rest Shelters, Safe Drinking water, First Aid Box and all other necessary facilities will be arranged at the proposed project site.

6 PROPOSED INFRASTRUCTURE: No major infrastructures are proposed at the earth excavation area except rest shelter. Facilities like drinking water& First Aid Box etc. will be arranged at the project site. Green belt will be developed and maintained all along the project periphery.

6.1 Social infrastructure Schools (primary as well as secondary), health centers and hospitals, electricity, banks, postoffice, veterinary centers etc. are available within 5 km. of proposed ordinary earth excavation area. 6.2 Connectivity This ordinary earth excavation site is at Kalpathy, nearKarathode in survey no. 247/1, block no. 37, Oorakam village, ThirurangadiTaluk, Malappuram Dist. The approach road from the site enters into Karathode – KonoparaRoad. And this road enters into Malappuram – Parappanangadi Road and Kozhikode – Pallakad Road. The District HeadQuartersMalappuram is 8 km away from the site.

6.3 Drinking water management In the proposed earth excavation project approximate 1 KLD water will be required to meet domestic purposesincluding drinking water & dust suppression and the same will be sourced from outside through tankers and cans.

6.4 Industrial waste management No industrial waste water & solid waste will be generated due to proposed ordinary earth excavation activity. The major source of pollution in proposed earth excavation activity will be particulate matter (fugitive emission) generated due to excavation of earth and emissions of SO2 and NO2 due to operation of the excavators. The surrounding of project area is agricultural in nature with good greenery all around. This will minimize the fugitive emissions. In addition Green belt will be developed and maintained all along the project periphery.

6.5 Power requirement and supply/sources No power will be required for the proposed ordinary earth excavation project as the excavation will be done using diesel operated machineries like excavators.
