    Foreword The Daventry District Settlements and Countryside Local Plan (Part 2) is a key document that will help to shape the future of the District. When this document is adopted, it will sit alongside the West Northamptonshire Joint Core Strategy (Adopted 2014) and made Neighbourhood Development Plans. These will collectively be the basis for helping to guide and shape the development and use of land across the District. This document is therefore very important for helping to shape the future of the District. This document is the Proposed Submission Version, which builds on the Issues and Options and Emerging Draft consultations undertaken in early 2016 and late 2017. We are grateful to everyone who responded to those consultations, your views have been taken into account in preparing this plan. This plan is based on a thorough evidence base which is set out on the Council’s website. Further details of the consultation are set out within the document including how you can respond, it is important to note that comments must relate to legal compliance and the tests of soundness and be made on the prescribed response form. The consultation also includes a series of exhibitions taking place in early September which you are encouraged to attend. Following consultation on this document, the Council will then consider the responses received before submitting the plan, the responses and other supporting information. With the rise of rural house prices in recent years and the lack of available properties, local people are being forced to move away from their community in order to find housing they can afford. Daventry District has a growing population, to add to this the structure and size of households is also changing. When new households are formed or circumstances change, people may find their home unsuitable and it is therefore important that there is an adequate amount of housing to accommodate their needs. The provision of affordable housing is high on Daventry District Council’s agenda, as part of our vision to build a better district it is prioritised under the objective: “Healthy, Safe and Strong Communities and Individuals”. To this end the Council has been undertaking a rolling programme of affordable housing provision, which is based on robust evidence of housing need and local information – provided by Housing Needs Surveys. This report summarises the findings of the Housing Needs Survey in Canons Ashby, undertaken in October/November 2011. Strategic and Planning Context Daventry District Council has a number of policies and strategies to help deliver housing in both planning policy and housing strategy terms.
