Professional Career 1972 Admitted to the Israeli Bar, after interning with the Office of the State Attorney, in the Tel Aviv District Court and in the Ministry of Defense. 1973-1977 The Legal Department, the Ministry of Defense. Inter alia counsel to the late Moshe Dayan in the Agranat Inquiry Commission after the Yom Kippur War; legal advisor to the Veterans Administration; Deputy Legal Advisor. 1977-1979 Assistant to Foreign Minister Moshe Dayan (from 1978 - Assistant Director General of the Ministry of Foreign Affairs). In these capacities I participated in the Camp David Conference (Egyptian-Israeli Peace) in 1978 and in the Treaty of Peace Negotiation with Egypt in 1978-1979. 1979-1980 Assistant Director General of the Ministry of Foreign Affairs, in charge of the Bureau of the implementation of the Egypt-Israel Treaty of Peace. 1980-1981 Assistant to Foreign Minister (later Prime Minister) Yitzhak Shamir. 1981 Visiting Scholar, Harvard Law School. 1981-1985 Legal Advisor, the Ministry of Foreign Affairs; took part in the Autonomy Negotiations (on the Palestinian issues) and in the normalization negotiations with Egypt; member of the Israeli delegation to the negotiations on the Israel-Lebanon Agreement of May 17, 1983; awarded personal rank of Ambassador (1982). 1985-1986 Minister, Deputy Chief of Mission, the Embassy of Israel, Washington, D.C. Inter alia, negotiated intensively with the U.S. government on legal-security related issues. 1984-1995 Member of the Israeli Delegation to the strategic cooperation talks with the US. 1986-1994 Government (Cabinet) Secretary in four governments, under Prime Ministers Yitzhak Shamir and Yitzhak Rabin. In this capacity: - Chaired the Israeli Delegation to the Madrid and Washington negotiations with the Jordanian-Palestinian Delegation (1991-1993); - Chaired the negotiation teams with US congress and the Independent Counsel on the post-Irangate investigation (1986-1989); - Chaired the Israeli team on the 1988 Israel-US Memorandum of Understanding on strategic cooperation (1988); - Chaired the Israeli Government Inter-Agency Forum Monitoring Anti-Semitic - Phenomena (1978-1994). - Founding chair of the Israeli Anti-Drug Authority (1987-1992). 1994-1995 General Council, the Ministry of Defense and Assistant to the Prime Minister; chair of the Israeli Delegation to the Treaty of Peace Negotiations with Jordan, and chair of the delegation to the Implementation Agreements. 1995-1997 Judge, the Jerusalem District Court. 1997-2003 Attorney General of Israel. Inter alia, member of the Israeli Delegation to the peace talks with Syria (1999-2000) and the Palestinians (Camp David, 2000); chair of the Israeli delegation to conferences on the subjects of Intolerance and Anti-Semitism (2001-2003). 2004 Visiting Fellow, the Woodrow Wilson Institute, Washington D.C. 2004-2017 Appointed to the Israeli Supreme Court, serving till the retirement age of 70 (13.06.2017); Deputy President of the Court (2015-2017). 2012-2013 Served as Chairman of the Central Elections Committee. 2018-today Adjunct Associate Professor of Political Studies and Public Policy, the Hebrew University of Jerusalem. 2018-2019 Distinguished visiting Professor, Touro College and University, 2018-2019.
