SCDC covers a large region of the Oregon coast. Our primary focus is the Oregon South Coast which covers the area from Brookings-Harbor up to Florence. These communities along the South Coast are unique gems and their quality of life is second to none.

Safest Cities in Oregon

In May of 2015 the Federal Bureau of Investigation named Brookings the safest city with a crime score of 380 which is unparalleled in the state in Oregon and Coquille was named the fifth safest as there was not a single violent crime to report in the FBI’s latest findings. These safe, small communities are the reason many families choose to move to the South Coast region in order to provide their children with a safe place to live while they grow up.

Best Small Towns in the U.S.

Coos Bay was recently recognized by Livability as the 5th best small town in Oregon, and the 75th best small town in the country. The rankings were based on several factors including economy, healthcare, housing, social and civic capital, education, amenities, demographics and infrastructure. The City of Coos Bay prides itself on ensuring that the community focuses on the future and improving the regional economy to ensure citizens have good jobs and are able to enjoy a high quality of life. According to "State Business Tax Climate Index”, http://www.taxfoundation.org/index issued by the Washington, D.C.-based Tax Foundation, Oregon has the nation's 11th best tax climate. One of the greatest assets in Oregon is the structure within the corporate tax system known as the Single Sales Factor. Firms doing business in the state pay a tax rate on corporate income the greater of a minimum tax based on relative sales ($150-$100,000, approximately 0.1%) or an income-based levy of 6.6% on amounts up to $10 million and 7.9% above that. Businesses in Oregon are taxed on a portion of their total income derived from sales within the state. This corporate income tax is called the Single Sales Factor tax because it only considers Oregon sales in determining corporate income taxes owed to the state. Most other states often include additional assets and payroll, making them “multi-factor” taxes.

The table below provides a summary framework to inventory and compare costs for a manufacturing company employing 20 employees to a company employing 200 employees. This table does not factor or include any cost savings offered by a variety of incentive programs that are available throughout the state of Oregon. As a whole, Oregon offers more incentive programs to traded-sector businesses (companies that sell products or services outside of the area), than Washington and California combined.

Oregon's unemployment rate has historically been higher than the national rate. The unemployment rates in Coos and Curry County have not yet returned to the lows of 2008, but a downward trend is visible in the chart below. Coos County has returned to within 1-2% of the 2008 record lows, while Curry County is recovering at a much slower rate. Western Douglas and Western Lane County have surpassed their previous unemployment records as seen in the sharp downward trends. The overall county populations have stayed fairly steady over the past 5 years, with the largest growth occurring in the cities of Coos Bay and Brookings. In comparison to the national average growth for the past 3 decades, one can see that the overall growth in our region is significantly below the national average. They are also great community members who provide Business Development Center services and workshops.

The college formed in 1961 and provides programs to residents across 3,684 square miles in Western Douglas, Coos and Curry counties on its campuses in Coos Bay and Brookings, and at community sites throughout the district. Enrollment has grown from 815 total students in 1961 to around 10,000 students annually. The college employs 60 full-time faculty and 200 part-time instructors.

Instructional offerings include two-year transfer programs, one and two-year career/technical programs, short-term training occupational programs, adult education, a high school diploma program, and enrichment courses. Southwestern has an on-site University Center program, a collaboration between SWOCC and Oregon’s four-year universities. The University Center allows students to complete bachelor’s and master’s degree programs without leaving the area.

SWOCC is the south Oregon coast’s source for career training and business development skill- building. It exists to support and maintain a dynamic, competitive workforce and provide the region’s residents with access to lifelong learning opportunities.

As a partner in economic development, SWOCC offers the region’s employees, employers and industrial partners quality educational and technical skill-building opportunities. Whether students enroll for a short course or a two-year associate’s degree, they are preparing for a rewarding future and lifelong learning.

SWOCC manages the region’s Small Business Development Center, which provides practical information and services for business success. The Center specializes in assistance for start-up and rapid-growth businesses, with an overarching goal to “Strengthen and Support an Entrepreneurial Culture.” The Center also will design training to meet the needs of individual businesses or organizations.

SWOCC created its International Student Programs specifically to ensure a successful educational and personal experience among our international students, as well as to promote cross-cultural understanding. Services for international students include academic and immigration advising, personal counseling and special events/activities. For nearly 25 years, SWOCC has maintained a sister-college relationship with Hyejeon College in South Korea. Together the colleges encourage cultural exchange and cooperate in a student summer exchange program.

Lane Community College (LCC)

Lane Community College’s Florence campus has a remarkable history of serving the needs of those who live, work, and study in Western Lane County.

LCC Florence has a vibrant continuing education program offering a variety of enrichment classes, professional development courses, and an outward Ventures Program-off campus learning and cultural opportunities.

Through the LCC Florence campus, students can access the LCC’s comprehensive offerings including transfer credit programs, School of Professional and Technical Careers program, continuing education, and customized training for local businesses to name a few.

LCC is the third largest community college in Oregon with a total annual enrollment of over 36,000 students across their five campuses.

Public Schools

The South Coast has a robust education system that includes a public school system that has received national accolades. Well regarded private and charter schools are also available.

Oregon’s South Coast is home to 11 school districts serving over 13,000 students. Each school district has a distinct feel and offers abundant opportunities for learning. 100% of the teachers in Bandon’s school district meet Highly Qualified standards, and in the Coos Bay school district, 70% of the teachers hold master’s degrees or higher. In 2013, 85% of the graduating class at North Bend High school continued their education in either college (77%) or a trade school (8%). In addition to the high rate of qualified teachers, many student /teacher ratios are better than most of the country. Port Orford for example has a 14:1 student teacher ratio, making for effective classroom learning.

Fiber-optic networks are available to both commercial and residential users. The South Coast of Oregon is blessed with world class physicians and medical personnel. Of six area hospitals, Bay Area Hospital in Coos Bay is the largest.

Bay Area Hospital, a 129 bed facility, has more than 1,000 employees, 130 physicians on its medical staff, 100 volunteers, and is governed by a five-member Board of Directors who are elected officials.

As the Medical Center for Oregon's South Coast, Bay Area Hospital offers a comprehensive range of diagnostic and therapeutic services. Air Travel

The Southwest Oregon Regional Airport Flying Time to Markets Served by OTH (OTH; www.flyoth.com) is a commercial and general aviation airport, providing Flight to: Flying Time commercial air service to and from the Portland, OR 1 hours 10 min Southern Oregon Coast with departures each San Francisco, CA 1 hours 30 min day to Portland and San Francisco. The Airport is home to the U.S. Coast Guard – Air Station North Bend, Oregon State Police, Bureau of Land Management, Coos Aviation, and Ocean Air Aviation dba Cal-Ore Life Flight.

Marine Commerce and Marine Transportation The Coos Bay harbor is the largest coastal deep-draft maritime trade center between San Francisco Bay and Puget Sound, and the second busiest marine multimodal hub in Oregon. On average 2.1 to 2.5 million tons of cargo – predominantly wood chips and logs, and a variety of other bulk commodities – move through the Port of Coos Bay annually. A short 15-mile channel helps ensure that inbound and outbound cargos move quickly and efficiently through the harbor’s marine terminals to both domestic and international markets. The Coos Bay entrance bar is considered to be the safest bar crossing on the Pacific Northwest coast, and the Federally-authorized deep-draft navigation channel is maintained by the U.S. Army Corp of Engineers. The channel provides convenient access to three deep-draft marine cargo terminals and a variety of barge facilities.

The Oregon International Port of Coos Bay is the public port authority for the Coos Bay harbor and is the designated local sponsor for the federal channel. The Port serves as a facilitator for the harbor’s marine cargo terminals and marine services providers, and is involved in transportation advocacy and economic development throughout the region.

Freight Rail Transportation Coos Bay Rail Link-CBR is the freight rail connection for business and industry in the south coast region and marine terminals in the Coos Bay harbor. The Coos Bay rail line is owned by the Oregon International Port of Coos Bay and operated by ARG Transportation Services Inc., headquartered in Eugene. CBR provides freight rail service to shippers in western Lane, western Douglas and Coos Counties and accesses several truck/rail transload operations in the region, with direct interchange to the Union Pacific (UP) Railroad at Eugene. Interchange is also available with several regional short line railroads, including the Central Oregon & Pacific (CORP) Railroad serving the Interstate 5 corridor south of Eugene through Lane, Douglas, Josephine and Jackson Counties in Oregon and Siskiyou County, California, and the Portland &Western Railroad (PNWR) serving much of western and northwestern Oregon. The Port acquired the rail line in 2009 after a 2007 service embargo by the former owner/operator in order to maintain a connection to the North American freight rail system. Since then the Port, working with ARG, has been able to invest more than $40 million dollars in rehabilitating rail infrastructure and improving service. Coos Bay Rail Link-CBR moves a variety of commodities inbound and outbound, including manufactured forest products, wood chips, logs, fertilizer, dairy cattle feed and rock products. CBR is currently moving two trains per day, one inbound and one outbound, between Eugene and the Coos Bay rail yard five days a week, with freight rail service providing a competitive transportation options for shippers in the region. Since the restoration of freight rail service in late 2011, revenue railcar traffic on the line has steadily increased, resulting in fewer truck trips on regional roads and highways. 2012 rail traffic was 2,480 carloads, eliminating almost 8,200 truck trips, followed by 4,845 carloads and nearly 16,000 eliminated truck trips for 2013, and with 2014 traffic at 7,509 carloads approximately 24,800 truck trips were eliminated.

Oregon’s South Coast enjoys a mild, marine climate resulting from the moderating influences of the Pacific Ocean and from the rainfall induced by the Coast Range. The majority of our rain falls between November and January which leaves many beautiful months. The average high in January is 52°F and 65°F in June, July, and August. Due to this very moderate climate, snow fall is rare.

The elevation ranges from sea level on the west to over 3,600 feet in the coast range near the Douglas and Curry County boundaries. The soils and rainfall make the coastal mountains among the most productive timber areas in the world. The growing season averages 200 days along the coast making it an ideal location for agriculture. The South Coast is also blessed with lush forests, meandering estuaries and rivers, and beautiful beaches

The day the sign company was finally able to come and remove it, I received an unkind and untrue letter from Dave. I was very disappointed and I felt disrespected. It makes you feel unwanted as a business owner. It was kind of surprising considering how helpful and nice everyone is when ever I come in.
