1 - INTRODUCTION Under the Federal Superfund program, the U.S. Environmental Protection Agency (EPA) is overseeing a comprehensive environmental investigation and cleanup of the Hanlin-Allied-Olin Superfund Site, located approximately three miles south of Moundsville, West Virginia. Since 1953, the site has featured various owners and operators on both its North and South Plants, producing various chemicals and solvents. Due to the presence of mercury, chloromethane compounds, and other contaminants of concern in the groundwater, the site was added to the Superfund National Priorities List (NPL) on July 22, 1999, beginning the remedial cleanup process.

Throughout the cleanup process, EPA is committed to involving the public and keeping the community informed about cleanup activities and how these activities may impact them. In keeping with that commitment, this Community Involvement Plan (CIP) has been developed to facilitate two-way dialogue between the community affected by the Hanlin Allied-Olin Superfund site and EPA to encourage dynamic participation throughout the cleanup process.

2 - SUPERFUND OVERVIEW 2.1 - What is Superfund?

To participate in or follow the Superfund process as it unfolds in your community, it is important to know what Superfund is and how it works. EPA’s Superfund program, created in 1980 under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and amended in 1986 by the Superfund Amendments and Reauthorization Act (SARA), is responsible for cleaning up some of the nation’s most contaminated land and responding to environmental emergencies, oil spills, and natural disasters. To protect public health and the environment, the Superfund program focuses on making a visible and lasting difference in communities, ensuring that people can live and work in healthy, vibrant places.

The Superfund cleanup process is complex and involves many steps. First, the Site Assessment program determines if a site poses an urgent risk needing immediate, short-term action that should be taken by EPA’s Superfund Removal Program, or if a site poses less critical risk and should be placed on the National Priorities List (NPL). Some sites require no further action or may be referred to state agencies, but sites placed on the NPL undergo extensive investigation before appropriate cleanup plans can be determined and implemented. This long-term process is conducted by EPA’s Superfund Remedial Program. 2.2 Components of the Superfund Remedial Process

Site Discovery and Preliminary Assessment/Site Investigation (PA/SI) This stage includes reviewing historical information and visiting a site to evaluate the potential for a release of hazardous substances. EPA determines if the site poses a threat to human health and the environment and whether hazards need to be addressed immediately or if additional site information will be collected.

National Priorities List (NPL) Site Listing The NPL is an information resource that identifies sites that warrant cleanup. It is a list of the worst hazardous waste sites identified by the Superfund program. The list is largely based on the score a site receives from the Hazard Ranking System (HRS) during the Site Assessment process.

Remedial Investigation and Feasibility Study (RI/FS) This stage involves an evaluation of the nature and extent of site contamination and an assessment of potential threats to human health and the environment. It also includes the evaluation of the potential performance and cost of treatment options identified for a site.

Proposed Plan The Proposed Remedial Action Plan (PRAP) summarizes the RI/FS and identifies the preferred cleanup remedy that EPA thinks balances all considerations.

Record of Decision (ROD) Following a PRAP public comment period, a final ROD is issued, explaining which cleanup alternative(s) will be used at the site.

Remedial Design (RD) and Remedial Action (RA) Detailed cleanup plans are developed and implemented during this stage. RD includes development of engineering drawings and specifications for a site cleanup. RA follows design and involves the actual construction or implementation phase of site cleanup.

Five-Year Review (FYR) This is an analysis prepared every five years to determine if site cleanup remedies remain protective of human health and the environment. The community is notified of the FYR and asked to provide any information it has about the operations of the as-built remedy or any issues and concerns that have arisen regarding the cleanup.

Operation and Maintenance (O&M) After EPA determines that the physical remedial construction at a site is complete, activities are put in place to ensure that the cleanup actions will protect human health and the environment over the long-term. For example, these activities may include routine maintenance at the site, such as making sure signs and fences are intact, ensuring treatment systems are running smoothly, and enforcing any long- term site restrictions.

NPL Deletion Once cleanup goals have been achieved and a site is deemed fully protective of human health and the environment, EPA deletes it from the NPL.

Site Reuse EPA's goal is to make sure site cleanup is consistent with the likely future use of a site. Consideration of reuse and redevelopment at a site can occur at any point in the Superfund cleanup process. EPA works with communities to make sure a site or portions of a site are used safely and in a beneficial way for the community.

3 - THE SITE: Overview & History 3.1 - Site Overview

The Hanlin-Allied-Olin Site is located approximately three miles south of Moundsville, West Virginia, between the Ohio River, West Virginia Route 2, and the Moundsville Golf Course. Since 1953, the site has featured various owners and operators on both its North and South Plants, including Hanlin Chemicals, Allied Signal (now Honeywell), and Olin. The property is divided into the Hanlin Area, the Allied Park Area, and the Olin Area in the southern portion, northwestern portion and northeastern portion of the Site, respectively. The Site contained the North Plant, located in the Olin Area, and the South Plant, located in the southern half of the Hanlin Area. The North Plant (Allied and Olin Areas) produced aniline, nitrobenzene, methylene dianiline, dinitrotoluene, toluenediamine, and toluene diisocyanate. The South Plant (Hanlin Area) produced chloromethane compounds using the chlor-alkali (mercury cell) process, as well as chlorine and sodium hydroxide. Mercury and chloromethane were identified in the groundwater and threatened the Washington Public Lands Well, a public groundwater supply down gradient of the site. The site was added to the Superfund NPL on July 22, 1999, making it eligible for federal cleanup funds.

3.2 - Site History

Allied Chemical Corporation and its successors, including Allied Signal, Inc. and AlliedSignal, Inc., (collectively “Allied”), all of which are predecessors of Honeywell, owned and operated the entire Site from 1953 to May 1980. In 1980, Allied sold the southern portion of the Site (South Plant) to LCP Chemicals–West Virginia (LCP-WV). In 1981, Allied sold the northeastern portion of its facility to Olin and retained the northwest portion of the Site, referred to as “Allied Park”. The latter two areas, namely the Allied Park and Olin Areas, comprise the North Plant Area. In 1990, LCP-WV underwent a name change to Hanlin Chemicals–West Virginia (Hanlin Chemicals). Honeywell reacquired the Hanlin Area of the Site in 2001. During the facility production years, the North and South Plants had distinctly different processes. The North Plant primarily produced aniline, nitrobenzene, methylene dianiline (MDA), dinitrotoluene (DNT), diaminotoluene (TDA), and toluene diisocyanate (TDI); other products included fumaric, maleic, and malic acids. At one time, acetylene was also produced in the North Plant. The South Plant produced chloromethanes and, using the chlor-alkali (mercury cell) process, other products including chlorine, sodium hydroxide, and hydrogen. Olin operated the MDA/DNT/TDA/TDI production area of the North Plant from 1981 to 1984, when production was shut down. Olin conducted a phased decommissioning of the facilities, and by 1989, the equipment had been removed and all buildings demolished. As stated above, the Olin Area has been redeveloped and was sold to Williams Partners and is still referred to as the Olin Area. On August 22, 2011, Olin Corporation sold its property to Caiman Energy, which redeveloped the property for use as a natural gas processing facility; the facility was sold to Williams Partners on April 30, 2012. Despite this redevelopment, for the purposes of the RI/FS, the northeastern parcel is still referred to as the Olin Area. Environmental assessments for OU1 have occurred under multiple owners, contractors, and regulatory frameworks. Manufacturing operations in the Hanlin Area ceased in 1991. The Hanlin and Allied Park areas underwent various decommissioning and demolition activities as a non-time-critical removal action pursuant to an administrative order on consent (AOC) issued by EPA to AlliedSignal, Inc. in 1995. The majority of the Hanlin Area processes have been demolished, although Site maintenance and office buildings remain. Currently, a treatment system and buildings that support it’s operation are maintained with routine personnel for maintenance and operation.

EPA has entered into several agreements with the Potentially Responsible Parties (PRPs) throughout the cleanup process:

• 1994 - EPA and Olin entered into an Administrative Order (AO) to investigate the contamination in the Olin Area.

• 1995 - EPA and Honeywell entered into an AO to evaluate the South Plant and the Allied Park Area. Honeywell demolished the mercury cell building and removed tons of solid and hazardous waste material from the South Plant. The investigation was completed in 2003.

• 1997 - EPA entered into an AO with Olin to conduct a removal action (based on the findings of the earlier investigation). Approximately 100,000 cubic yards of contaminated soils were excavated and placed in the north cell of the new landfill in 2008.

• 2001 - EPA entered into an AO with Honeywell and Olin to conduct a Remedial Investigation and Feasibility Study (RI/FS). The RI/FS addressed groundwater and any soils that were not examined under other investigations. Groundwater and soil data were compiled into a work plan.

• 2003 - EPA entered into an AO with Honeywell to perform several tasks including: 1. Design and construct a hazardous waste landfill, consisting of a north and south cell, that complies with the hazardous waste regulations; 2. Excavate and consolidate waste material from several former land disposal units into the landfill; and 3. Design and construct a soil vapor extraction (SVE) system to remediate contaminated subsurface soils in the former production area.

Construction of the landfill was completed in August 2009. The landfill consists of two cells with an engineered liner, a leachate collection system, and a multi-layer cap. All wastes placed in the landfill were from on-site sources generated during PRP operations. The landfill did not receive wastes from off-site sources.

A SVE system was installed in the summer of 2009 to treat contaminated subsurface soils in the former chloromethane production area. Operation of the SVE is ongoing. As of July 2018, the system has removed approximately 310,000 pounds (more than 155 tons) of volatile organic compounds from the subsurface soils.

The source area extraction wells are preventing groundwater in the alluvial aquifer from migrating off-site. The wastewater treatment plant treats over 300,000 gallons per day with a 99% contaminant removal efficiency, significantly reducing the load of contaminants into the Ohio River.

All of the Hanlin-Allied production buildings, including chloro-methyl and mercury cell buildings, have been removed.

The RI for soil and groundwater was approved in July 2018. The FS was completed and accepted in 2020, and a Proposed Remedial Action Plan (PRAP) will be developed in 2020.

4.2 Community Feedback

Community Overview

The Hanlin-Allied-Olin Site is located Southwest of the center of Moundsville, WV, bound by the Ohio River and Route 2. The site is bordered to the South by the Moundsville Country Club Golf Course. The nearest residents are located across Route 2, on Frontage Drive, South Hills Road, Patricia Court, Stew Lane, and Tracey Lane. EPA estimates that this area consists of about 40 residences.

In August 2019, the Community Involvement Coordinator (CIC) mailed postcards to nearby residences with an update on site activities. The postcard included the site team contact information and called for volunteers to participate in a short interview for the CIP. The CIC and Remedial Project Manager (RPM) did not receive any inquiries via email or phone following the mailing of the postcard, and no residents volunteered to be interviewed for the CIP.

The CIC interviewed the Moundsville City Manager, the President of the Moundsville Country Club, and three employees from Williams, a company operating a fractionation plant on the northern end of the site, in August 2019 to inform the CIP. These interviews were designed to discuss the Site and its cleanup progress, and to identify the community’s needs, concerns, and recommendations to aid in future community engagement throughout the cleanup process. During each interview, participants were encouraged to share their opinions, concerns, suggestions, and criticisms in an honest and straightforward manner. The following is a summary of responses.

Key Community Concerns

All respondents lived in Moundsville and surrounding areas, but none lived in the cluster of residences located nearest to the site. All respondents were aware of the site, unconcerned about the site, and indicated varying degrees of familiarity with past cleanup activities. City Manager Rick Healy noted that the nearby community may believe that the site is already cleaned up, as a result of the highly visible soil excavation removal work conducted in 1997 and lack of visible work since that time.

Most respondents described the Moundsville community as having low interest in environmental issues. Respondents indicated that the community’s primary concern would not be with EPA’s cleanup of the site, but with its impact on the local economy. However, one respondent noted that there are a few local environmental activist groups that are very active in the area. The primary interest of these groups is the ethane cracker plant currently proposed for Dilles Bottom, OH, across the Ohio River from Moundsville. The respondent indicated that these groups are not currently interested in the Hanlin-Allied-Olin Superfund Site. General questions asked by respondents during interviews related to the timetable

Did you or others in the community take any actions to focus attention on conditions at the site? If so, what were your concerns or goals? 12.
