FIVE-YEAR INTEGRATED DEVELOPMENT JULY 2017 – JUNE 2022 PLAN AS AMENDED FOR 2020/21 The City of Cape Town reviewed its term-of-office Integrated Development Plan (IDP) in the 2019/20 financial year in line with section 34 of the Municipal Systems Act 32 of 2000 and has consequently amended the IDP as needed in terms of the aforementioned legislation, as well as section 3 of the Local Government: Municipal Planning and Performance Management Regulations, 2001. The 2020/21 amendments are highlighted in brown. We are proud that our IDP remains the strategic driver of both our budget and our performance management system. In this way, we pursue real development and opportunities, and also offer civil society the opportunity to measure our progress against our IDP targets. IN STRIVING TO ACHIEVE THIS VISION, THE CITY’S MISSION IS: • to contribute actively to the development of its environment, human and social capital; • to offer high-quality services to all who live in, do business in or visit Cape Town; and • to be known for its efficient, effective and caring government. 4 City of Cape Town THE INTEGRATED DEVELOPMENT PLAN — ANNUAL CYCLE The IDP is a five-year plan required in terms of the Municipal Systems Act, Act 32 of 2000. This legislation states that an IDP is the principle strategic planning instrument which guides and informs all planning, development and decisions in the municipality. The IDP must align with national and provincial strategies. It is operationalised through strategic policies as well as directorate and departmental business plans which focus on implementing the vision, objectives, projects and programmes of the IDP. The IDP will be reviewed on an annual basis.
