On October 29, 2015, ATCO Gas and Pipelines Ltd. applied to the Alberta Utilities Commission for approval of a natural franchise agreement with the Village of Girouxville. The application was filed according to Rule 029,1 and included a copy of the franchise agreement, municipal franchise fee rider schedule, and the natural gas franchise application form. 2. Notice of the proposed franchise agreement was advertised on October 14, 2015, in the Smokey River Express. No objections or concerns related to the proposed franchise agreement were received. 3. The proposed franchise agreement, attached as Appendix 1, is based on the standard natural gas franchise agreement template approved in Decision 20069-D01-2015,2 has a term of 20 years or less, and will be effective January 1, 2016. Girouxville has commenced reading of Bylaw No. 15-02 approving the franchise agreement. 4. The proposed franchise fee of 24 per cent, as shown on Rate Rider A schedule, attached as Appendix 2, is a continuation of the current franchise fee. The proposed franchise fee will result in a continuation of $8.83 in the average monthly charge for an average residential customer. 5. Alberta Utilities Commission October 30, 2015 Page 2 of 2 6. Pursuant to Section 45 of the Municipal Government Act, RSA 2000, c. M-26, and Section 49 of the Gas Utilities Act, RSA 2000, c. G-5, the AUC approves the franchise agreement as filed. 7. Given the approval of the franchise agreement, and in accordance with Section 36 of the Gas Utilities Act, the AUC approves ATCO Gas’ Rate Rider A of 24 per cent effective January 1, 2016, for customers in the Village of Girouxville. 8. Prior to any change in the level of the franchise fee pursuant to the franchise agreement, customers shall be notified as outlined in Section 5 of Rule 029. WHEREAS by Renewal Agreement dated December 28, 1981 the Agreement was renewed and extended for a period of ten (10) years; WHEREAS Renewal Agreement dated June 2, 1992 the Agreement was renewed and extended for a period of ten (10) years; WHEREAS by Agreement dated December 15, 1999 the Municipality consented to the assignment of the Franchise Agreement by Northwestern Utilities Limited to ATCO Gas and Pipelines Ltd.; WHEREAS by Renewal Agreement dated May 12, 2004 the Agreement was renewed and extended for a period of ten (10) years; WHEREAS the Municipality desires to grant and the Company, collectively the “Parties”, desires to obtain an exclusive franchise to provide Natural Gas Distribution Service within the Municipal Service Area on the terms and conditions herein contained; Miss Campbell diligently tracked the history of various Grande Prairie area people as they appeared in local newspapers from 1913 to 1961. Featured newspapers include the Grande Prairie Herald (1913-1938), the Northern Tribune (1932-1939), and the Grande Prairie Herald-Tribune (1939- present). The table is organized in alphabetical order by surname. Newspaper dates featuring items about that person are listed by month, day, and year. The location within the paper is given as a page number and column number on that page. Notes are occasionally given to provide more detail about the content of the article indexed. These waterbodies vary considerably in terms of their physical (e.g. size, shape and mean depth), chemical (e.g. salinity, pH, alkalinity) and biological (e.g. algae and fish populations) characteristics and represent the spectrum of water quality found within other typical lakes and reservoirs in Alberta. The program, which is a collaborative effort between the departments of Environment and Tourism, Parks, Recreation and Culture, is one of the largest interdepartmental monitoring efforts in Alberta and a key component of the Provincial Lake Monitoring Network.

    Number: PL- 531 Date: August 20, 2019 From: Canadian Numbering Administrator (CNA) Subject: NPA 368 to Overlay NPAs 403/587/780/825 (Alberta, Canada) Related Previous Planning Letters: N/A ____________________________________________________________________________ In Telecom Decision CRTC 2019-130 dated 3 May 2019, the Canadian Radio-television and Telecommunications Commission (CRTC) directed that relief for Alberta area code 403/587/780/825 complex be provided through a distributed overlay of a new area code 368 effective 15 May 2021. The new area code 368 has been assigned by the North American Numbering Plan Administrator (NANPA) and will be implemented on the Relief Date of 15 May 2021 as a distributed overlay over the geographic area of the province of Alberta currently served by the NPA 403/587/780/825 complex. A map showing the location of the area served by the NPA 403/587/780/825 complex, and a list of the 337 impacted Exchange Areas are attached to this letter. When the new NPA 368 is introduced, no changes will take place in the dialling plans in the area that is served by the NPA 403/587/780/825 complex and that will be served by NPA 368. The dialling plan in this area will continue to be: - All local calls, including Extended Area Service calls, originating within the overlay area and neighbouring NPAs must be dialled with 10 digits; i.e., NPA-NXX-XXXX. - Toll and alternatively billed calls originating within the overlay area will continue to be dialled with 10 digits after the appropriate prefix digit(s). All international and domestic Telecommunications Service Providers (TSPs) must ensure that the new NPA 368 is activated throughout their networks by 15 February 2021 which is the start date for network testing.

  • Girouxville Area Ambient Air Quality Monitoring Summary Report
    Girouxville Area Ambient Air Quality Monitoring Summary Report March 2011 Executive Summary There is an ongoing history of odour and air quality complaints regarding confined feeding operations (CFOs) south of Girouxville, Alberta. Over a period of three years starting in 2004, Alberta Environment conducted air quality surveys around these CFOs to provide ‘snapshots’ of the area’s air quality. In 2007, the Peace Airshed Zone Association (PASZA) responded to landowner concerns by implementing a sub-regional monitoring network consisting of six strategically distributed hydrogen sulphide passive monitors and one continuous monitoring station equipped to monitor hydrogen sulphide, total reduced sulphur compounds, sulphur dioxide, ammonia, and meteorology. Most of the data collected by PASZA indicated the concentrations of ammonia, hydrogen sulphide and total reduced sulphurs were very low, often at or below the detection limit of the instruments used in the study. Continuous measurements of ammonia and hydrogen sulphide both appear to show a seasonal pattern of elevated concentrations in the fall and spring months which may coincide with manure spreading activities. Overall, the passive monitoring network also showed hydrogen sulphide to have a seasonal pattern however due to the integration time of passive sampling (one-month average samples) it may be contributed to weather inversions and poor pollutant dispersion along with topography which may affect air patterns. During the project there were no exceedences of the one- hour ammonia or 24-hour hydrogen sulphide Alberta Ambient Air Quality Objectives (AAAQO), however there was one exceedance (14.9 parts per billion) of the one-hour hydrogen sulphide AAAQO (10.0 parts per billion).
