Llanelli Rural Council Annual Report 2019-20 Introduction Outline of Council One of nine community councils in the Llanelli district area, the Council, formed during Local Government re-organisation in April 1974, is made up of 21 elected members, advised by the Clerk to the Council. Indication of what could be included: The Council’s geographic area is approximately 26.78 square miles, with a population of 22,800 and surrounds the urban centre Number and names of councillors of Llanelli. Its boundaries extend from Loughor Estuary in the east to Burry Port in the west and skirts the Gwendraeth Valley Name of Mayor/Leader in the north. The area is made up of the villages and districts of Bynea, Cwmbach, Cynheidre, Dafen, Felinfoel, Five Roads, Name of clerk and officers Furnace, Llwynhendy, Ponthenri, Pontyates (south of the railway line), Pwll, Sandy and Swiss Valley. Geographical area of Council Number of residents represented Chairman: Councillor Sharen L. Davies Any other relevant information Leader of the Council: Councillor Tegwen Devichand Clerk to the Council: Mark Galbraith ACIS The Council’s 21 elected members represent seven wards and it meets on the second Tuesday at 6.00 pm each month except for August. Councillors by ward are: Bynea: Cllrs S M Donoghue, T M Donoghue and I G Wooldridge. Dafen: Cllrs S L Davies, T Devichand, S N Lewis and A J Rogers. Felinfoel: Cllrs H J Evans and W V Thomas. Glyn: Cllrs T J Jones and C A Rees. Hengoed: Cllrs S M Caiach, M V Davies, P M Edwards and J S Phillips. -

APOLOGIES FOR ABSENCE Apologies for absence were received from Cllrs. T. Devichand, P. M. Edwards (Cllr. S. N. Lewis deputising), A. J. Rogers and I. G. Wooldridge. 192. MEMBERS’ DECLARATIONS OF INTEREST No declarations of interest were made. 193. KEEP WALES TIDY The Chairman welcomed Mr D Snaith, Carmarthenshire Project Officer, Keep Wales Tidy to the meeting to discuss the programme delivery in the Carmarthenshire area. In support of the item, the council’s Community Development Officer had also prepared a covering report (circulated with the meeting agenda) highlighting changes to the Keep Wales Tidy delivery programme and the possible role of the council under the revised arrangements. Mr Snaith thanked Members for the opportunity to attend the meeting and proceeded to inform Members that the Tidy Towns initiative had come to an end and Keep Wales Tidy was entering a new phase of community engagement through the Caru Cymru project. This was a partnership programme with communities and local authorities throughout Wales focussing on prevention of local environmental quality issues and behaviour change. One of the delivery outcomes of Caru Cymru was to establish local litter picking hubs. -

Randall 68. APOLOGIES FOR ABSENCE Apologies for absence were received from Cllrs. T. M. Donoghue, P. M. Edwards, T. J. Jones, C. A. Rees and I. G. Wooldridge. The Clerk referred to the current indisposition of Cllrs. T. J. Jones and I. G. Wooldridge and their subsequent non-attendance at meetings. Both councillors were making good and steady progress and it was their intention to resume their public duties as soon as time permitted. However, their respective illnesses had prevented them from attending council meetings since 29 July 2020. In view of such, the Clerk requested members to consider whether the council would accept and approve their reasons for absence on ill health grounds. This would avoid the likelihood of casual vacancies occurring on the council, because of their non-attendance at meetings for a period of six consecutive months. RESOLVED that Cllrs. Jones’ and Wooldridge’s respective apologies and reasons for absence and their subsequent non-attendance at council meetings be accepted and approved. 69. Housing Allocation Residential development sites for a minimum of 5 units and shown within the Development Plan Infrastructure Infrastructure encompasses power supplies, water supply, means of sewage or surface water disposal, roads and other transportation networks, telecommunications and facilities that are required as a framework for development. It can also encompass facilities and services needed to support communities such as schools and parks and leisure facilities. -

COMMUNITY FACILITIES – MAINTENANCE WORKS RESOLVED that the report of the Technical and Burial Services Manager on work undertaken be noted. 417. LAND AT PARC RICHARD, PENYGRAIG Further to Minute No. 283 (28 November, 2018, refers), members received the report of the Community Development Officer informing of the draft lease that had been received from - 195 - 18 February, 2020 Carmarthenshire County Council to asset transfer land at Parc Richard, Penygraig for the purpose of constructing a children’s play area. The scheme had been prioritised in the council’s list of capital schemes for 2020/21. Prior to signing the lease, the following steps needed to be taken into consideration: consultation with the proposed play area’s neighbouring properties; if favourable, conduct a tree survey (Minute 283 of the committee held on 28 November, 2018 refers) and adhere to recommendations; hold a community consultation on what type of play area was needed; apply for available funding and section 106 monies.
