Remuneration of employees and turnover according to the levies received by district councils, metropolitan councils and regional councils by magisterial district Quarter ended 31 December 2000

Without continued co-operation and Date: 28 March 2001 goodwill, the timely release of relevant and reliable official statistics will not be possible.
Stats SA publishes approximately three hundred different releases each year. It is not economically viable to produce them in more than one of South Africa’s eleven official languages. Since the releases are used extensively, not only locally, but also by international economic and social-scientific communities, Stats SA releases are published in English only. 1 P9149

Total remuneration increases by 3,0% and total turnover increases by 5,6% during 2000 compared with 1999
According to the survey of remuneration of employees and turnover of institutions based on the levies received by district councils, metropolitan councils and regional councils by magisterial district, the total remuneration of employees, based on the regional services levies received by district councils, metropolitan councils and regional councils by magisterial district, increased by 3,0% during the year 2000, compared with 1999. The total turnover of institutions, based on regional establishment levies for district councils, metropolitan councils and regional councils, increased by 5,6% during the above mentioned period.

The remuneration of employees in Gauteng was the largest contributor (42,8%) to the total remuneration of employees, based on regional services levies for the year 2000, followed by KwaZulu-Natal (15,2%) and Western Cape (12,5%). In 1999 the remuneration of employees in Gauteng contributed 40,3%, KwaZulu-Natal 16,9% and Western Cape 15,2% to the total remuneration of employees, based on the regional services levies.
Furthermore, the turnover in Gauteng was also the largest contributor (45,4%) to the total turnover of institutions for the year 2000, based on the regional establishment levies, followed by KwaZulu-Natal (15,3%) and Western Cape (14,0%). In 1999 the turnover in Gauteng contributed 44,5%, Western Cape 16,5% and KwaZulu-Natal 15,0% to the total turnover of institutions based on regional establishment levies. 3 P9149

Total remuneration decreases by 4,6% and total turnover decreases by 4,5% in the fourth quarter of 2000
According to the December 2000 survey of remuneration of employees and turnover of institutions, based on the levies received by district councils, metropolitan councils and regional councils by magisterial district, the total remuneration of employees, based on the regional services levies received by district councils, metropolitan councils and regional councils by magisterial district, decreased by 4,6% in the fourth quarter of 2000 compared with the third quarter of 2000. However, the total remuneration of employees, based on the regional services levies received, increased by 11,9% in the fourth quarter of 2000 compared with the fourth quarter of 1999. 4 P9149
The total turnover of institutions, based on the regional establishment levies received by district councils, metropolitan councils and regional councils, decreased by 4,5% in the fourth quarter of 2000 compared with the third quarter of 2000. However the total turnover of institutions, based on the regional establishment levies received, increased by 15,8% in the fourth quarter of 2000 compared with the fourth quarter of 1999.

The largest provincial contributor to the total remuneration of employees for the fourth quarter of 2000, based on the regional services levies collected by the district councils, metropolitan councils and regional councils was Gauteng (43,0%), followed by KwaZulu-Natal (16,2%), Western Cape (12,5%), Eastern Cape (8,6%), Mpumalanga (5,8%), Free State (4,7%), North West (4,4%), Northern Province (2,9%) and Northern Cape (1,8%) (cf. figure 1, p. 3).
The largest provincial contributor to the total turnover of institutions for the fourth quarter of 2000, based on the regional establishment levies collected by the district councils, metropolitan councils and regional councils was Gauteng (44,0%), followed by KwaZulu-Natal (16,6%), Western Cape (14,8%), Mpumalanga (6,8%), Eastern Cape (5,2%), Free State (4,6%), North West (4,5%), Northern Cape (1,8%) and Northern Province (1,8%) (cf. figure 1, p. 3). 5 P9149

Increases and decreases in remuneration of employees and turnover of institutions based on the levies of the district councils
The fluctuations in the levies received by district councils can be caused by -
· legal action taken to recover outstanding amounts which may result in significant increases from one quarter to another; · levies paid annually and not on a quarterly basis; · the turnover of institutions; and · public holidays as well as other periods when institutions are closed.

Purpose of survey The purpose of this survey is to collect information regarding remuneration of employees and turnover based on the levies received by district councils, metropolitan councils and regional councils by magisterial district. Explanatory notes
Introduction 1 Since 1993 Statistics South Africa (Stats SA) conducts a quarterly survey of remuneration of employees and turnover of institutions regarding the levies collected from the public and private sector by district councils, metropolitan councils and regional councils. The main purpose of this survey is to collect information regarding remuneration of employees and turnover according to the levies received by district councils, metropolitan councils and regional councils by magisterial district. The information collected will also be used in estimating of the Gross Domestic Product by region (GDPR) according to magisterial district. Some organisations are not subject to levies, for example, religious and charitable organisations and non-profit institutions.
Scope of the survey 2 The relevant information is collected from district councils metropolitan councils and regional councils which collect levies received by district councils, metropolitan councils and regional councils in terms of section 3 of Regional Services Councils Act, 1985 (Act No. 109 of 1985), section 4 of the KwaZulu-Natal Joint Services Act, 1990 (Act No. 84 of 1990) the relevant sections of the Local Government Transition Act, (Act No. 209 of 1993) and the Local Government Transition Act, Second Amendment Act, 1996 (Act No. 97 of 1996) or any amendments thereto.
Statistical unit 3 The statistical unit for the collection of information is the district councils, metropolitan councils and regional councils.
Classification 4 The 1993 edition of the Standard Industrial Classification of all Economic Activities (SIC), Fifth Edition, Report No. 09-90-02 is used to classify the statistical units in the survey. The SIC is based on the 1990 International Standard Industrial Classification of all Economic Activities (ISIC) with suitable adaptations for local conditions. This publication presents information classified by magisterial district.
Survey methodology and design 5 This survey is collected by mail each quarter from all 48 district councils, metropolitan councils and regional councils within the nine provinces; it is based on the local government structures which existed prior to the elections held on 5 December 2000. Glossary
District council, metropolitan councils A district council, metropolitan council and regional council is a category or type of municipality that has jurisdiction over a and regional councils district or wide geographical area that includes a number of local municipalities, but is not a “higher” type of municipality than a local council. A district council, metropolitan council and regional councils performs certain district-wide functions such as the supply of bulk services. District councils metropolitan council and regional councils are also known in some provinces as services councils or regional councils. For the purpose of this survey, metropolitan councils are regarded as district councils.
Employees Employees refers to those persons who received remuneration in the reference quarter.
Quarterly percentage change between Quarterly percentage change is the change in the previous and current quarter. remuneration of employees (or turnover of institutions) of the given quarter compared with the remuneration of employees (or turnover of institutions) of the previous quarter expressed as a percentage.
Quarterly percentage change between a Quarterly percentage change between the previous year and the current year for the same quarter refers to the comparison specific quarter of the previous year of the three months of the current quarter in the current year with that of the similar period of the previous year. The and the same quarter of the current amounts shown for each quarter are not cumulative. The year figure refers to the total amount for the four quarters (i.e. year March plus June plus September plus December).
Reference quarter Reference quarter for the survey refers to the three months up to the end of each quarter. The reference quarter for this Survey was 1 October 2000 to 31 December 2000.
Reference year The reference year for the survey means one calendar year.
Remuneration of employees Remuneration of employees includes primarily –
