PURPOSE OF MANUAL: This manual has been prepared to provide a better understanding of the administration of MSHSAA sponsored events. It will serve as a guide to the participating schools and will provide for greater consistency. All information will be included in this manual except such supplementary or incidental information as may be included in the MSHSAA Journal. The contents in this manual shall be considered official unless the schools are notified in a Special Bulletin of any changes. B. PHILOSOPHY OF INTERSCHOLASTIC ACTIVITIES: Interscholastic activities are intended to supplement the secondary curricular program. These activities can provide the student with educational experiences and learning outcomes that contribute toward the development of good citizenship. This can be accomplished only when the emphasis is placed upon teaching "through school activities." Interscholastic activities can be justified only when this is its primary philosophy and purpose. C. PURPOSE OF DISTRICT AND STATE CONTESTS: There are two primary purposes that justify and cause district and state events to be desirable. Those purposes are: to provide opportunities to demonstrate before the public the best knowledge, skills and emotional patterns taught through a particular sport; and to evaluate and compare the best of this teaching of knowledge, skills and emotional patterns among schools. Unless these purposes are primary, district and state athletic contests cannot be completely justified. D. EDUCATIONAL VALUE: It is the desire of the MSHSAA Board of Directors that these events be both fun and educational. It is extremely important that players, coaches, and the school community make every effort to enhance -- and keep in proper perspective -- the educational values of these events. Competition merely for "competition's sake" cannot be justified. Only when competition contributes toward worthwhile educational goals can it be considered sufficiently important to be included in the school program. E. SUPERVISION OF PLAYERS AND FANS: The By-Laws of the MSHSAA hold a school responsible, both home and away, for the conduct of its players, students, coaches and fans. Coaches are required to supervise their competitors. A coach's respect for others and for school property is necessary in order to instill in competitors a respect for others and school property. Students staying overnight in hotels or motels in conjunction with any interscholastic athletic contest should be well-chaperoned. The good conduct of students will leave a good impression for the entire school. F. GAME OFFICIALS: A school also should inform its players, students, coaches, and fans of the value game officials play in education through athletics. When informing these people of this, the difference in the purpose of high school and professional sports should be emphasized. Lack of respect for officials should not be tolerated. Booing of officials leads to booing of coaches and competitors, and this has no place in high school athletics. The example set by coaches and others associated with high school sports goes a long way towards eliminating this problem. Athletic administrators are urged to develop a program through any and all communication techniques available to insure that spectators understand that high school athletics are an educational endeavor as opposed to the games being an end in themselves. Page 1 SECTION 3: REGULAR SEASON A. Coaches Conduct: The Missouri State High School Activities Association events are conducted to develop and maintain the highest possible participation standards among students. Interscholastic activities are designed to encourage not only exceptional performances, but also a respect for the activity and the discipline necessary to excel. In order for this to occur, students, coaches, and all participants and observers must continually maintain the highest standards of ethical conduct, integrity, and courtesy. Coaches must read and abide by the regulations contained in this Manual. It is also the responsibility of the coach to communicate this information to the students and expect that they will abide by these rules as well. All coaches at all levels must take the online rules review. All coaches at all levels (even volunteer coaches) must be approved and entered on the Coaches and Directors page for the school they are working. High School teams/Individuals may compete in 13 regular season meets. The school must schedule six (6) meets in order to be eligible to participate in the State series. Junior High School teams/Individuals may compete in 10 regular season meets. B. Sanctions: Anytime a MSHSAA-member school competes in a tournament, by definition, with an out-of-state school(s) or any event co-sponsored by any party other than a MSHSAA-member school (i.e., a university, theme park, shoe company, etc.), a sanction form must be on file in the MSHSAA office at least (30) thirty calendar days prior to the event. It is the event host’s responsibility to obtain the sanction; however, each participating MSHSAA member school shall take responsibility to verify that the sponsor has sanctioned the event prior to participation. (MSHSAA By-Law 311) In January the NFHS Board of Directors approved changes concerning sanctioning fees and timelines. Effective August 1, 2005, the sanctioning processing fee will increase to $100. The late fee for any application that arrives in the NFHS office 15-59 calendar days prior to the event will be $50 for the total of $150. The final list of actual entries will now be due in the NFHS office 20 days prior to the event. The new penalty fee for not forwarding the final list of actual entries prior to 20 days is $50. If the application arrives in the NFHS office less than 15 calendar days prior to the event, the late fee will

Failure to do so could result in a fine assessed to the school. Schools may go online and make any changes immediately as they occur. Deadlines for posting schedules: April 1 — fall sports (football only) June 2 — fall sports (cross country, swimming & diving, volleyball, ) Sept. 16 — winter sports (basketball, bowling, indoor track, wrestling) Jan. 15 — spring sports (baseball, golf, outdoor track, soccer, softball, tennis) POSTING ROSTERS Schools are required to post team rosters prior to its first contest of the season. POSTING SCORES Schools are also required to post scores of contests online immediately following all contests in the regular season (and within 24 hours after regular season tournaments) and in the playoffs or be subject to a fine.

    2011-12 STATE MEET INSTRUCTIONS A. There will be no State Meet entry form to turn in; however, coaches have from Monday prior to the State Meet to Wednesday at 4:00 p.m. to scratch an individual participant and confirm relay names on the online entry website. The contestants’ names that are entered on the website by 4:00 p.m. on the Monday before the meet are the names that will be reflected in the Track and Field Program B. Pass Lists: There is no pass list for the State Track and Field Championships. 1. All coaches will check in at the lower south gate for a wrist band. Only APPROVED coaches on the MSHSAA website will be allowed entrance to the field. Please have PHOTO ID ready to present. 2. Superintendents, principals, and athletic directors of qualifying schools can sign in for one pass each at “Will Call” (located at the lower south gate) by presenting a picture ID. These administrators must be listed on the MSHSAA website in order to obtain the pass. If another administrator will be taking the place of the above-mentioned positions, permission must be granted by our office by 4:00 p.m. on the Wednesday before the meet. 3. Bus drivers can sign in at “Will Call” (located at the lower south gate) for a pass after presenting a letter from the school and picture ID. 4. Any athletic trainer or physician who desires to work for the meet’s sports medicine staff throughout the Championships must call Pat Forbis at (573) 556-5770 to express such interest and, upon approval, to obtain a pass/credentials separate from the school’s count.

The starter's commands for races where blocks are being used are "on your marks, set" and then the gun. For races where no one uses blocks, that is adjusted to "on your marks" and then the gun. There is no need for the "set" call without blocks. The hurdle heights are as follows: girls’ 300 low hurdles, 30", girls’ 100 high hurdles, 33", boys 300 intermediate hurdles 36", boys 110 high hurdles 39". There are 10 hurdles in the high hurdle races and 8 in the intermediates. Here's how much each throwing implement weighs: girls shot put, 4k (8.8 lbs.), girls discus 1k (2.2 lbs.), boys f/s shot put 10 lbs., boys varsity shot put 12 lbs., boys discus 1.6k (3.52 lbs.) For high jump each contestant is allowed three attempts at each height. After three consecutive misses, the competitor is eliminated. In the triple jump and long jump, the athlete takes three jumps. Points in individual events are scored 5 for 1st place, 3 for 2nd place and 1 for 3rd place. For relays, the winning team gets 5 points and the 2nd place team 0. All members of a relay team must wear matching uniforms. To be legal, a relay baton must measure between 28-30 centimeters long, and between 12-13 centimeters in circumference.
