HEADS OF GOVERNMENTS OF AND KYRGYZSTAN HELD TALKS On 18th of October, negotiations between the governments of the Republic of Kazakhstan and the Kyrgyz Republic were held in the city of Astana. This meeting was not planned in advance and was initiated by the Kyrgyz side. The Kyrgyz side, which held presidential elections this week, was represented by a representative delegation headed by Prime Minister Sapar Isakov. The First Vice Prime Minister T. Abdygulov, the Minister of Foreign Affairs E. Abdyldayev, the Minister of Finance A. Kassymaliev, the Minister of Economy A. Novikov, the Chairman of the State Customs Service A. Sulaimanov, the Chairman of the State Tax Service O. Abdykaimov, Chairman of the State Service for Combating Economic Crimes Z. Osmonov, Chairman of the State Migration Service M. Aidaraliyev, Deputy Chairman of the State Border Service K. Isakov, and others were in the Kyrgyz delegation. Within the framework of the talks, meetings in a narrow and enlarged formats with the participation of heads of ministries and departments of two countries were held. The meeting was initiated by the Kyrgyz side. During the meeting of the Prime Minister of Kazakhstan Bakytzhan Sagintayev and the Prime Minister of Kyrgyzstan Sapar Isakov, the parties discussed issues related to border, transport, phytosanitary and veterinary control, customs and tax administration, taking into account relevant norms and rules of the EAEU and WTO. “As the President of Kazakhstan Nursultan Nazarbayev has repeatedly noted, the relations of two fraternal states should be exemplary in all respects and become an example of effective and mutually beneficial cooperation in the region,” Bakytzhan Sagintayev said in his speech. In his turn, Sapar Isakov informed that a serious and large delegation came from Kyrgyzstan. "As the Prime Minister of Kyrgyzstan, I am set for constructive work," Isakov said. Following the talks, parties agreed to ensure the priority order of crossing the Kazakhstan-Kyrgyzstan border for individuals with personal luggage, regular passenger buses, cars, empty cargo vehicles starting from October 19 of this year. In addition, it was decided to create a working group chaired by the first deputy prime ministers of Kazakhstan and Kyrgyzstan with the aim to prepare a joint "Roadmap" on topical issues of bilateral economic relations. Recall that a candidate from the ruling party SDPK Sooronbay Jeenbekov won the presidential election in Kyrgyzstan. It is expected that the inauguration of the new president will take place in December this year.

ILHAM ALIYEV'S VISIT TO TURKEY During the reporting period, President of at the invitation of Turkish President Recep Tayyip Erdogan visited Istanbul as a special guest. In addition to meeting with the top leadership of Turkey, I.Aliyev also participated in the 9th Summit of the D-8 Organization for Economic Cooperation of eight developing countries under the motto "Expanding opportunities through cooperation". The new Chairman of the Summit, President of the Republic of Turkey Recep Tayyip Erdogan stressed successful activities of the Developing-8, covering the countries of three continents over the past 20 years, noted the importance of holding the Summit in the period of tensions in the world. Stressing that the conflicts, terrorism and natural disasters that have taken place in recent years in regions where Muslims live lead to serious consequences, the President of Turkey regrets that global injustice, instead of decreasing, is growing even more. Azerbaijani President Ilham Aliyev speaking at the 9th D-8 Summit emphasized that Azerbaijan attaches special importance to Islamic solidarity and contributes to its development. Azerbaijan declared the year of 2017 as the Year of Islamic Solidarity. At the same time, in this year, the 4th Games of Islamic solidarity were held in Azerbaijan with the participation of about 3 thousand athletes who came from 54 Muslim countries. Today we are actively fighting Islamophobia, which is one of the most serious threats in the world. The D-8 Organization includes Turkey, Iran, Pakistan, Bangladesh, Malaysia, Indonesia, Egypt and Nigeria. Two members of the organization - Turkey and Indonesia are members of the G-20. The main purpose of the D-8 activity is to develop cooperation between the member countries, to strengthen ties in the economic and social spheres.

LEADERS OF UZBEKISTAN AND CHECHNYA MET IN TASHKENT During the reporting period, Tashkent hosted a meeting of the presidents of Uzbekistan Shavkat Mirziyoyev and the Chechen Republic Ramzan Kadyrov. As the Uzbek media note, on October 16, Shavkat Mirziyoyev hosted the head of Chechnya in his residence. Meeting distinguished guest, Sh.Mirziyoyev emphasized that regular meetings at the highest level contributed to the strengthening of the Uzbek-Russian strategic partnership and alliance relations, as well as their filling with concrete practical content.

It was stressed that the Intergovernmental agreement on cooperation between the regions of two countries, signed during the high-level visit to the Russian Federation in April of this year, opened new opportunities for closer cooperation in various sectors. Prospects for further development of cooperation were discussed at the meeting. Particular attention was paid to the issues of increasing volumes and expanding the range of mutual trade, the implementation of joint programs and projects in the economic and cultural-humanitarian spheres. In his turn, R.Kadyrov expressed his gratitude to the Uzbek side for warm welcome and organization of visits to historical centers of Islamic civilization, where the father of the Chechen leader, Ahmat- Hajji Kadyrov was trained. Ramzan Kadyrov expressed his deep respect to the multinational people of Uzbekistan, and highly appreciated the ongoing policy and international initiatives of the Uzbek side in the sphere of strengthening interethnic harmony and religious tolerance, as well as promoting the truly humanistic essence of Islam.

THE 19TH NATIONAL CONGRESS OF THE COMMUNIST PARTY OF CHINA HAS STARTED On October 18, the 19th All-China Congress of the Communist Party of China was opened at the House of National Assembly in Beijing. This event is of great importance not only for China itself, but also for most countries of the world, which are closely cooperating with the PRC. The fact is that at the Congress, which takes place every five years, the composition of the highest state organs of the People's Republic of China is renewed by almost 60%. A new generation of leaders replaces retired politicians. In addition, the Chinese authorities outline new plans for the next five-year period at this event. The current congress was attended by about 2.3 thousand delegates who heard the report of the Secretary General of the Central Committee of the CPC Xi Jinping, and later - the report of the Central Commission for Discipline Inspection. In the presidium, along with the current highest political leadership are representatives of previous generations - former general secretary and premier of the State Council of China Jiang Zemin, Zhu Rongji, Hu Jintao, Wen Jiabao, Li Peng. The oldest of them, Song Ping is 100 years old. At the moment it is known that the main intrigue of the congress is the new staff of the Politburo and its standing committee. These two state bodies represent the highest power in the PRC. It should be noted that the current leader of China Xi Jinping will be re-elected at his post and will remain Chairman of China until the next congress, which will be held in the fall of 2022. The Premier of the State Council of the People's Republic of China Li Keqiang will remain in his position. And 5 other places in the standing committee of the Politburo will be renewed due to the inclusion of new party functionaries. The inner hidden struggle will go for these places. In contrast to Western countries, the process of fighting in China is almost not available for publicity. Nevertheless, it is known that China has inner-party competition and the current chairman of the PRC has strong opponents such as the former leaders of China, who represent other party factions and "clans". And finally, the main intrigue of the Congress is Xi Jinping's successor after 2022. Traditionally, at this congress a relatively young (up to 60 years old) politician must join the standing committee of the Politburo, who will later assume the post of chairman of the PRC. The applicants for this position are such Chinese politicians yet unknown to the world community, as Chen Minier and Hu Chunhua. 4

In the framework of the Valdai forum, experts noted that the world was in a fundamentally new situation. The former rules do not work, the standards have become double, and all this against the background of a change in the technological order that changes not only the political situation, but also us. At the same time, Russian President Vladimir Putin traditionally uses the platform of the Valdai forum to clearly identify the position on key challenges. The competition between two systems has become a reality, with its pros and cons. It transformed the USSR, and then and the United States into superpowers, which are forced to become rivals, then partners. The Cold War is behind us, but the degree of tension is still high. They have a giant responsibility - the nuclear arsenals of the two countries are capable to destroy civilization. The experts called the speech of Vladimir Putin at a meeting of the Valdai Discussion Club as a political marathon. In 3.5 hours the president commented on almost all the most acute problems that worry the world. And, according to political scientists, after a series of successes of Russia in the international arena, and due to the actions in Syria, every word of the Russian leader was listened with special attention and far beyond the limits of this political club. By the way, in the context of the Syrian settlement, Putin especially noted that Kazakhstan is an authoritative intermediary in the settlement of the conflict in Syria. "I want to note that there were moments when President Nazarbayev even took upon himself a certain responsibility in order to keep all conflicting and contracting parties at the negotiating table," Putin said. In his opinion, Astana is the most convenient platform for conducting negotiations, taking into account the neutral position of Kazakhstan in relation to the Syrian conflict. 5
