2019 Regular Session ENROLLED SENATE RESOLUTION NO. 95 BY 2019 Regular Session ENROLLED SENATE RESOLUTION NO. 95 BY SENATOR PEACOCK A RESOLUTION To commend Erin McCarty of 710 KEEL on an exceptional career in radio broadcasting and to congratulate her upon receipt of the 2019 Gracie Award presented by the Alliance for Women in Media Foundation (AWMF). WHEREAS, Erin McCarty is a thirty-five year veteran of broadcast journalism and has brightened the airwaves of Shreveport-Bossier for more that twenty-five years; and WHEREAS, Erin McCarty is a worthy recipient of the honor presented by the AWMF that recognizes those extraordinary women in broadcasting and acknowledges their superb accomplishments in media venues; and WHEREAS, named for comedienne Gracie Allen of the famous entertainment duo of Burns and Allen, the 44th Annual Gracie Awards celebrate outstanding programming and individual achievement by women in radio, television, and interactive media; and WHEREAS, Erin McCarty won Top Female Talk Show Host in the category of Talk/Personality in Small/Medium Markets as a local co-host in a nonsyndicated program; and WHEREAS, on the air, Erin McCarty shines as one-half of the Robert & Erin in the Morning Show on 710 KEEL News Radio, a news and talk radio format broadcast in the weekday morning time slot; she covers the latest topics that impact local, state, national, and international news along with her co-host of twenty-three years, Robert J. Wright; and WHEREAS, a graduate of Baton Rouge Magnet High School, Erin earned an undergraduate degree from Louisiana State University in 1983 and "earned her chops" in broadcasting on KLSU-91.1, the student-run campus radio station; and WHEREAS, after graduation, Erin explored other radio venues in Tyler, Texas, Northfield, New Jersey, and Lubbock, Texas, before finding her niche in northwest Louisiana; and Page 1 of 2 SR NO. 95 ENROLLED WHEREAS, in the Ark-La-Tex region, Erin established a broad audience base on Shreveport radio stations KWKH, KRUF, KVKI, and presently on KEEL; and WHEREAS, 710 KEEL is owned by Townsquare Media, Inc., a radio network and media company that has five sister stations in the Shreveport-Bossier market; and WHEREAS, Erin McCarty has an open and friendly persona that her audience finds enjoyable and very approachable; these fine characteristics add to the winning dynamics of the Robert & Erin Morning Show; and WHEREAS, Erin gives back to the community in a variety of ways including service as a member of the board of directors of Loving Solutions, a faith-based recovery program for women who struggle with substance addiction; and WHEREAS, she is the proud mother of two grown sons, J. W. and John, who both served in the United States Marine Corps; and WHEREAS, Erin shall attend the Gracie Awards Luncheon to accept her prize on Wednesday, June 26, 2019, in New York City; and WHEREAS, on May 3rd, Erin will be honored with a special presentation by friends and colleagues to show their appreciation for her fine character and work ethic; and WHEREAS, by honoring this outstanding individual, Erin McCarty, women in media are encouraged to elevate their careers and to contribute to their communities. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby commend Erin McCarty of 710 KEEL on an exceptional thirty-five year career in radio broadcasting and to congratulate her upon receipt of the 2019 Gracie Award. That inaugural class graduated in 1977. The Veterinary Medicine Building was completed in 1978. This drawing was done by Daniel Hillman, DVM, professor emeritus. In both black and white communities, gospel music has been an influential genre in which many musicians received some of their earliest musical training. Likewise, many Texans have played a significant role in shaping the national and international gospel music scenes. Despite the importance of gospel music in Texas, little scholarly attention has been devoted to this popular genre. Through the years, gospel has seen stylistic changes and the 25 development of subgenres. This article focuses on the subgenre of Southern gospel music, also commonly known as quartet music. While it is primarily an Anglo style of music, Southern gospel influences are multicultural. Southern gospel is performed over a wide geographic area, especially in the American South and Southwest, although this study looks specifically at developments in Northwest Texas during the early twentieth century. Organized efforts to promote Southern gospel began in 1910 when James D. Vaughn established a traveling quartet to help sell his songbooks.1 The songbooks were written with shape-notes, part of a religious singing method based on symbols rather than traditional musical notation. In addition to performing, gospel quartets often taught music in peripatetic singing schools using the shape-note method.

This policy statement also emphasizes the fact that radio broadcasting is a regulated medium and that the University, as the recipient of a license to broadcast, is required by law to manage and operate KLSU in a manner consistent with all requirements established by the Federal Communications Commission. II. DEFINITIONS Federal Communications Commission (FCC) The FCC is a Federal agency that has been granted the legal authority to regulate and control radio and television broadcasting in the United States. Its powers include: the granting of licenses to operate radio stations; the assignment of specific broadcast frequencies and call letters; the establishment of regulations governing the management and operation of licensed radio and television stations; the imposition of sanctions, including the suspension of a license for violations of its regulations by a licensee. It is commonly referred to as the FCC. Licensee The legal entity in whose name a license to broadcast is issued from the FCC. The Board of Supervisors of Louisiana State University Board and Agricultural and Mechanical College is the licensee for Station KLSU. Regulation of Broadcast Media All electronic broadcasting media, including non-commercial FM radio stations, are regulated by the Federal Communications Commission pursuant to the Communications Act of 1934 as amended. While the law prohibits governmental censorship of broadcast media, it does provide that such media shall be operated in the public interest, convenience and necessity.
