He is a graduate of Ottawa High School, Ottawa University, and the Washburn University School of Law. During undergraduate studies Blaine served as an Ottawa City Commissioner and Mayor of the City of Ottawa Finch works as an attorney and is the owner of the firm Finch, Covington & Boyd, Chartered in Ottawa. Blaine and the firm have served numerous Kansans as a full-service law firm. Finch is also the city attorney for the City of Ottawa, Kansas.
