9:50 – 11:30 AM Messaging with Claire Celisi

Claire Celsi is a marketing and communication consultant living in West Des Moines, Iowa. Claire is a veteran of many grassroots campaigns, including the Gore/Bradley caucus campaign of 1999-2000. She managed a congressional campaign in the fall of 2000 and worked as communications director at the Iowa Democratic Party. Claire ran for the Iowa House in 2016 and lost to the Republican incumbent by six points. During the campaign, Claire utilized a "storytelling" strategy to convey to voters her own experiences of knocking on more than 10,000 doors during the campaign. She was able to raise more than $76,000 from small-dollar donors and people she met along the campaign trail. Claire’s presentation will concentrate on message development for the Iowa Democratic Party heading into the 2018 election cycle. Attendees are asked to bring a list of their top five messages to the meeting. Claire will use a simple message mapping process to help focus the group on our Top 5 messages - those that will both motivate party activists to get involved in campaigns and inspire Democrats and Independents to vote for Democrats in the upcoming election.

- Accessibility and Inclusion - Legislative Impact (Catherine Crist & Karen Black) The legislative impact on the Disability Community will be examined. According to the State Data Center of Iowa, 353,430 people in Iowa (in 2014) have some kind of disability. They represent 11.5% of the civilian, non-institutionalized population. 31.8% of people 65 and older (in 2014) live with a disability. That is the highest of any age group. This presentation considers and recommends improvements or actions from the perspective of the Disability Caucus. Catherine Crist, EdM, SPHR, is the Chair of the Iowa Democratic Party Disability Caucus, the Co Founder and Co Chair of the National Association of Democratic Disability Caucuses (NADDC) and Co Vice Chair of the First Congressional District Central Committee. She has been a civil rights activist her entire adult life and is concerned with ensuring that a person's fundamental right

2 to vote through equal access is preserved. Her professional work is concentrated in the area of Human Resource Education and Human Services Management, which includes being the principal of a successful Business Consulting Firm. Karen Black is a Software Project Manager and Process/Quality Engineer living in Cedar Rapids, Iowa. Karen is a recent addition to grassroots activism, motivated by the 2016 election cycle. She is a member of the Linn County and 1st District Democrats Central Committees. As an advocate on the Linn County Dems Disability Caucus, she champions the needs of the Disability Community to the county party. Her current focus as the Lead on the 1st District Democrats Disability Caucus is to perform outreach and strengthen support.

- County Party: Chair and Vice-Chair/Executive Board Training (Laura Hubka) This program will help you better understand the duties of being a County Chair or part of the Executive Board of the Democratic Central Committee within your county. Each County Central Committee within the state is different. We will be talking about organizing people within your community and the responsibilities that come with being Chair or a member of the Executive Board from Caucus and Convention preparation to fundraisers and the county fair booth. As a County Executive Board member, you are really the cornerstone of our state party. You are where it all begins! Laura Hubka is a 10 year Navy veteran, Iowa Democratic Party State Central Committee member and chair of the Howard county Democrats. She ran for Statehouse in 2014. As a SCC member, Laura was part of the Building Blocks Committee and is currently working with Penny Rosford to update the county chair handbooks to make them more specific to different parts of the state.

- Activists: League of Women Voters (Sue Wilson), MoveOn (Valerie Smith) and Indivisible (Rachel Wall) Sue Wilson is on the State Board for the League of Women Voters, a non- partisan political organization which encourages citizen participation in government. Membership is open to any person 16 years of age or older. As an organization, the League does not support or oppose any political party or candidate; however, the League does take positions on selected issues which members have studied and agreed upon. League meetings, which are noted in the local media, are open to the public. Sue grew up in New Jersey and attended college in Connecticut. When she moved to Iowa with her husband, Ray, politics got personal--not only meeting ALL the candidates, but working hard at the nitty gritty jobs behind the scenes. They first settled in Monticello in 1985 when Ray began teaching English at Loras College and Sue began teaching nursing at the University of Iowa. Sue's political mentor was Bev Hannon, State Senator from Jones County. As Co-Chair of Bev's successful re-election campaign, Sue learned many valuable lessons: how to avoid an electric fence when putting up barn signs, how to read a plat map and compare it to voter registration lists, how to navigate a Class C road in the rain and other finer points of persuading voters. Sue put these lessons to work in the Jones County Democrats, later becoming their Chairperson. Since Sue and Ray moved to Dubuque in 1997, her forte has been the

3 Information Committee, and helping organize every caucus and county convention.

MoveOn.org was formed in 1998 as an email group circulating a petition asking Congress to "censure President Clinton and move on" as opposed to impeaching him. Since then, MoveOn has been a leader in incorporating new technology in campaigns for progressive causes, while also developing decentralized methods of organizing on-the-ground political action. MoveOn is now comprised of two separate legal entities: MoveOn.org Civic Action, which is a 501(c)(4) (social welfare) organization, and MoveOn.org Political Action, which is a federal political committee. In the aftermath of the 2016 election, MoveOn quickly organized vigils the night after the election, December 20 Health Care rallies, and January 15 Community Meetings. Move On continues to coordinate nationwide actions with Indivisible, Our Revolution, Democracy For America, Organizing for Action, the Working Families Party and others, while running a "Resistance Summer" training for activists in local communities across the country. Valerie served as Iowa Deputy State Director for MoveOn Political Action's 2016 "United Against Hate" campaign, coordinating organizers in Dubuque, Waterloo, Iowa City, and Davenport, while organizing Cedar Rapids herself. Her previous experience included Iowa Organizer and then national Director of Community Relations for the Arab American Institute, Partnership Specialist for the US Census Bureau, Neighborhood Team Leader for Obama 2012, and Iowa Organizing Fellow for Bernie 2016. Valerie was active on the 2016 Linn County, 1st District, and State Rules Committees, organized and quadrupled participation in Linn Dems' 2017 caucuses and currently serves as Linn County Democrats' 1st Vice Chair.

After the November election, a group of former campaign volunteers came together to organize a local Women's March in Dubuque. When the Women's March was over, the group realized there was still a need for organized resistance to the GOP agenda on a local, state, and national level. Indivisible Dubuque is a progressive grassroots organization with one mission: to educate and activate voters by resisting Trump's agenda. To build stronger communities, they ignite awareness, inspire activism and invite engagement in local, state and national issues. Rachel Wall is a nursing home social worker in Dubuque, Iowa. She is a steering team and founding member of Indivisible Dubuque.

- Legislative: State Senators Rob Hogg & Pam Jochum Rob Hogg is a state senator from Cedar Rapids and the Democratic Leader in the . First elected in 2002, he served two terms in the Iowa House before breaking a 25-25 party tie in the Iowa Senate in 2006. He is now serving his third term in the Iowa Senate, where he served in the majority party from 2007 through 2016. After

4 the 2016 elections, he was elected unanimously as the first new Democratic Leader in the Iowa Senate in 20 years. In addition to serving in the Iowa Legislature, Rob is an attorney in private practice in Cedar Rapids, currently on leave to focus on his duties as Iowa Senate Democratic Leader. Rob is the author of a 2013 book, America's Climate Century, and is a leader in the Iowa Legislature for clean energy jobs, clean water, environmental sustainability, and disaster preparedness. Rob is a graduate of the University of Iowa and received his master's degree and law degree from the University of Minnesota. Rob lives in Cedar Rapids with his wife, Kate. Together, they have three children, Robert, Dorothy, and Isabel. Pam Jochum was elected to her third term in the Iowa Senate in 2016, after serving in the Iowa House of Representatives from 1993 to 2008. She represents the people of the City of Dubuque. Jochum was the President of the Senate during her second term and is the vice-chair of the Rules & Administration and State Government committees. She also serves on the Human Resources and Ways & Means committees. Recently, Jochum was a sponsor of healthcare reform legislation in Iowa. Prior to serving in the legislature, she was employed at Loras College, where Jochum also received her A.A. and B.A. degrees. She is a graduate of Wahlert High School and lives with her daughter in Dubuque’s north end. Additionally, Jochum is involved in numerous community organizations including the League of Woman Voters, Greater Dubuque Development Corporation, Prevention of Disabilities, and the Task Force to Prevent Family Violence. Her prior political experience includes serving as floor whip at the Democratic National Convention in 1984 and serving as chair of the Dubuque County Democratic Central Committee in 1982.

- Candidate & Campaign Committee Training (R.R.S. Stewart & Ben Foecke) The Iowa Ethics and Campaign Disclosure Board is an independent executive branch agency of the State of Iowa. It’s responsible for enforcing state ethics and campaign finance disclosure laws. R.R.S. Stewart’s presentation will go through IECDB’s Web reporting system and explain both how to file reports through it if you are a candidate or campaign and how to view reports filed by candidates and campaigns as a citizen. Ben Foecke will present on Greenhouse, whose goal is to build a massive farm team of Democratic and progressive candidates with experience, wisdom, resources and community support and make running for office more accessible to everyday Americans.

R.R. S. Stewart was born and raised in Northeast Iowa. The beauty of that area, the ancient Native American Indian Effigy mounds, and the oldest European-American settlement in Iowa started her interest in History and Writing. She has visited all 50 U.S. state capitals and 18 national capitals. R.R.S. received a Bachelor of Individualized Studies in Architectural Conservation, Mass Communication, and Women’s Politics from the University of Minnesota. Her undergraduate studies also included three semesters at the University of Edinburgh. R.R.S. received a Master of Architectural History, a Certificate in Historic Preservation and a Master of Urban and Environmental Planning from the University of Virginia. After returning to Iowa, she attended Drake Law School and took the Regular Member Licensing Exam for the National Association of Parliamentarians. R.R.S. is currently writer, Parliamentarian, Architectural Historian and Adjunct faculty member for Northeast Iowa Community College, Loras College and Dubuque Community School District. Her consulting work includes giving Architectural tours, creating Graphic Designs, writing grant applications and press releases, advising on meeting procedures, event planning and contributing to local publications. R.R.S. also serves on various public and private boards.

Joining Greenhouse as National Director of Partnerships in March 2017, Ben Foecke (pron: FECK-ee) has spent his political career helping Democrats win in Iowa. Ben served the Iowa Democratic Party for twelve years, from door-to- door canvasser to Executive Director, where he kept the State Party at the forefront of technology and the latest campaign strategies Ben also spent three election cycles with the Iowa Senate Majority Fund, helping manage dozens of down-ticket races and a successful state legislative caucus whose Democratic Majority held through both the 2010 and 2014 midterms. Ben’s long experience in the political proving ground of Iowa has also given him the opportunity to be at the front lines of many of the best political innovations in Democratic campaigns over the last fifteen years. Ben joins Greenhouse to put that knowledge and experience to work for down-ballot candidates. A native of Iowa and graduate of Iowa State University with a degree in Political Science, Ben lives with his wife and their twins at their home in Des Moines.

- Activists: Organizing & Party Building (Blair Lawton) What does party-building mean to Blair? Last year’s election proved that writing off a majority of the state is not a winning strategy. But even more importantly, we as a party should aim to represent the interests of all Iowans, rural as well as urban.

3:30 – 4:00 Wrap-Up & Closing Rally Troy Price, former Executive Director of OneIowa and the Iowa Democratic Party, and a veteran of Barack Obama and Hillary Clinton’s presidential campaigns in Iowa, was chosen by the party’s State Central Committee to succeed Derek Eadon on 22 July 2017. He has been invited to attend the First District Workshop, but due to the Fourth District Workshop being held the same day, at the time of this printing we do not know if he will be able to attend.
