Cet essai se référait en particulier à la Kabylie algérienne, mais il embrassait également dans ses notations multiples l’ensemble du monde berbère. Salem Chaker y soulignait l’importance de la poussée qu’il définissait « berbéro- nationaliste » et qui allait bien au-delà de l’espace kabyle ; il rappelait ainsi que : Certains des chants en langue berbère composés par les jeunes militants nationalistes kabyles sont de véritables appels à un « Maghreb berbère ». Les références à la langue berbère, à une unité berbère allant de Siwa (Égypte) au Sahara occidental (Targa zegg°aɣet), à l’histoire spécifiquement berbère, notamment anté-islamique, y sont nombreuses.1 Et Chaker affirme que le sentiment identitaire berbère n’était pas un produit du colonialisme, contrairement au cliché qui apparaissait fréquemment dans le discours nationaliste arabo-musulman dominant dans les pays maghrébins à l’époque des indépendances : ses racines historiques étaient anciennes. Constantes et mutations (Kabylie) », in Revue de l’Occident Musulman et de la Méditerranée 44, 2e trimestre (1987), p. 26. 10 Federico CRESTI marquantes ont été les résistances du Rif, de la Kabylie ou du Maroc Central – dans des régions berbérophones réagissant « comme des entités autonomes depuis plusieurs siècles » –, mais aussi dans diverses expressions culturelles qui ont façonné au cours du temps une conscience communautaire, par le biais de la langue : ainsi, en particulier, certaines formes de poésie. Langue et Nation, en fin de compte, étaient alors, et sont aujourd’hui encore, les deux pôles entre lesquels se joue la « question berbère ». Cet essai paraît vers la fin des années 80, alors que la plupart des espoirs et des promesses associées à la fin de l’époque coloniale dans les territoires de l’Afrique septentrionale commencent à être rangés dans les tiroirs de l’utopie : espoir de sortir du sous-développement, espoir de mettre à bas une société économiquement et socialement injuste, espoir de voir naître enfin des mondes nouveaux fondés sur la répartition équitable des ressources disponibles… Le miracle aurait dû être accompli par l’État-nation issu des luttes pour l’indépendance ; mais celui-ci affichait désormais le visage classique d’une institution régie et ordonnée par la loi du plus fort, outil de cliques vouées à la protection de leurs intérêts particuliers sous couvert de fidélité monarchique, de camouflage socialiste, ou encore par l’affirmation de castes militaires. La composition sociale des pays sortis de la colonisation semblait avoir assumé une totale uniformité, du moins en ce qui concerne l’aspect religieux : les minorités juives autochtones avaient été progressivement éliminées, dans un climat de pogroms et d’incertitudes quant à l’avenir, de qui a amené la presque totalité des juifs maghrébins à s’exiler vers d’autres contrées, en Orient comme en Occident ; les minorités chrétiennes installées par la colonisation étaient parties elles aussi, au moment de l’indépendance (d’Algérie, en particulier), ou bien ont été expulsées quelques années plus tard (comme les Italiens de Libye). Le rouleau compresseur de l’arabo-islamisme semblait écraser les différences, stigmatisées et culpabilisées dans la lutte idéologique et politique. La revendication de la différence berbère semblait demeurer le seul petit caillou qui refusait de se laisser enterrer : ou mieux, la montagne qui refusait de se faire niveler. L’unanimisme des premières décennies post-indépendances, dans les années 60 et 70 du siècle dernier, ne permettait pas d’évaluer avec précision le poids réel de cette différence, son importance historique, culturelle, politique, la profondeur de ses racines qu’on ne pouvait pas Entre langue et nation 11 extirper comme une quelconque mauvaise herbe. Cet enracinement était alors, au mieux, interprété comme un élément d’archaïsme, un fait local et presque folklorique, destiné à disparaître avec l’affirmation des identités nationales. C’était là le discours que tenaient non seulement certains observateurs peu avisés, mais aussi des experts, comme par exemple Ernest Gellner ; ce profond connaisseur des sociétés berbères de l’Afrique du Nord, fort estimé dans le monde des études anglo- saxonnes, avait prononcé au début des années 70 une prophétie que le passage du temps démentirait. Taylor, Chair This dissertation examines how Tuareg people in Niger use music to reckon with their increasing but incomplete entanglement in global neoliberal capitalism. I argue that a variety of social actors—Tuareg musicians, fans, festival organizers, and government officials, as well as music producers from Europe and North America—have come to regard Tuareg music as a resource by which to realize economic, political, and other social ambitions. Such treatment of culture-as-resource is intimately linked to the global expansion of neoliberal capitalism, which has led individual and collective subjects around the world to take on a more entrepreneurial nature by exploiting representations of their identities for a variety of ends. While Tuareg collective identity has strongly been tied to an economy of pastoralism and caravan trade, the contemporary moment demands a reimagining of what it means to be, and to survive as, Tuareg. Since the 1970s, cycles of drought, entrenched poverty, and periodic conflicts have pushed more and more Tuaregs to pursue wage labor in cities across northwestern Africa or to work as trans- ii Saharan smugglers; meanwhile, tourism expanded from the 1980s into one of the region’s biggest industries by drawing on pastoralist skills while capitalizing on strategic essentialisms of Tuareg culture and identity.

This unit of work has been designed to address the needs of Year 6 pupils in primary schools as they prepare for their transition into Year 7 at their secondary school. It has been prepared now (May 2020) in an attempt to address any uncertainty around school openings and traditional transition arrangements. We at Discover Ltd and Education for All Morocco decided to use the wealth of resources we have collected over many years for a variety of audiences to prepare a unit of home or school-based study around the ‘geography’ of Morocco. Our intention is that this supports: a) primary school colleagues planning home learning units; b) provides Year 6 pupils with a high quality study pack which aims to develop and enhance their knowledge, skills and understanding across the 3 key aims of the NC for Geography (skills; places / context; and physical / human geography); and c) supports secondary school colleagues as you revise and modify your traditional transition arrangements this term, should you not be able to hold face-to-face sessions with your new Year 7 intake of students. The aim is then that the pupils in Year 6 would bring their ‘completed’ study pack with them at the start of Year 7 to share with their geography teacher. We fully recognise that this is but a tiny part of the primary-secondary transition process but we hope that it makes that step from Y6-Y7 that little bit easier and slightly less stressful for Y6 pupils’.

    Arab-Berber contacts in the Middle Ages and ancient Arabic dialects: new evidence from an old Ibāḍite religious text Vermondo Brugnatelli The modern Berber languages of North Africa contain a quantity of borrowings from Arabic, as a result of substantial contacts over many centuries. The analysis of these data provides a rich source of information for studies on linguistic contact from a typological point of view as well as for research on the early history of the Arabic dialects in a diachronic perspective. This field of research has not yet been methodically investigated ‒ though some studies already exist, concerning general issues (Chaker 1984; van den Boogert and Kossmann 1997; Ameur 2011) as well as some specific linguistic areas: Tuareg (Pellat 1962; Prasse 1986; Brugnatelli 1995), Jerba (Brugnatelli 2002), Rif (Kossmann 2009), Mauritania (Taine-Cheikh 2008). The study of ancient sources might enhance the historical research, inasmuch as it would provide evidence much older than contemporary languages, which have been known only since a couple of centuries at most. Unfortunately, the number of ancient Berber texts published so far is small and limited to Morocco (van den Boogert 1997), but our knowledge of old Eastern Berber is improving thanks to new texts from the Ibāḍite area (Southern Tunisia, Northern Libya, Eastern Algeria). 1. The ancient text One century ago, Motylinsky (1907) announced the discovery of a substantial commentary in Medieval Berber on the Mudawwana, a 1 compendium of Ibāḍite jurisprudence by Abū Ġānim Bišr b. Ġānim al- Ḫurāsānī and offered 16 short excerpts of it. The untimely death of the French scholar prevented any further publication on the “Moudaououana d’Ibn R’anem”1 and the whereabouts of the sources he was working with have remained unknown for a long time.

They all maintain a certain distance to state authorities (especially in Morocco and Algeria), where they are a significant minority, dominated by Arabic-speaking elites. The total number of Berbers is difficult to ascertain be- cause of the ambiguity of the term “Berber” (which results from different degrees of arabization of Berbers). For centu- ries they have been Islamic, living in the shadow of the Arab population. Little is known about the significant contribution of Berbers to the development of ancient cultures of the Medi- terranean and the first centuries of Christianity. Despite their linguistic and cultural Arabization (Islamiza- tion), they have maintained their distinctiveness.     THE FIGHT FOR DEMOCRACY & WOMEN’S RIGHTS IN ALGERIA: A LONG LEGACY OF STRUGGLE The uprising that began in Algeria on 22 February 2019, was a watershed moment in the country’s 57-year history since independence. It reflects, among other things, the culmination of decades of struggle by two secular movements that have pushed against both the extremist Islamist tendencies in the country, but also against a regime that tried to contain and use the Islamists to its own advantage. The absence of an Islamist presence in the protests and the secular nature of the demands is notable, suggesting that the country has now entered what some call a post-Islamist era. This article explores what gave rise to these new tendencies. It first documents the demise of Islamist influences and shows how the current protests have their roots in two secular movements: the women’s movement and the Kabyle (Berber) movement, thus representing a fundamental shift in Algerian politics.     The MLNA's Fight for a Secular State of Azawad By: Anna Mahjar Barducci* On April 6, 2012, the National Movement for the Liberation of Azawad (MNLA) seceded from Mali unilaterally and declared an independent State of Azawad. The MNLA is a secular Tuareg1 movement whose goal is the establishment of a secular state in Azawad that will respect the rights of all ethnic groups in the region (Tuareg, Moors2, Songhai and Peul). The MLNA has declared itself a partner of the West in the war on terrorism. However, despite its secular and pro-Western character, immediately after the secession the MNLA became the target of a smear campaign by international media,3 which tried to paint it as an Islamist movement. The campaign served the interest of the Malian government and of neighboring countries, which want to delegitimize the MNLA's struggle in order to avoid recognition of the State of Azawad. MLNA Seizes Two Historic Opportunities The MNLA seceded from Mali by taking advantage of two historic opportunities. One was provided by the Libyan dictator Muammar Gaddafi. Desperately struggling for his survival, Gaddafi armed the Tuareg population in northern Mali, hoping they would help him quell the uprising against him. However, instead of turning their weapons against the Libyan rebels, the Tuaregs used them to take control of their own country. They were assisted by Tuaregs who immigrated to Libya in the 1960s and 1980s in search for a better life and joined the Libyan army, who defected from the tyrant's army and came to the aid of their brothers in Azawad.
