Populous is the current programming consultant for the UT Knoxville, Neyland Stadium, where their primary goal was to create a program to update the historic football stadium. 1. The Orcutt/Winslow Limited Liability Limited Partnership The firm has a strong portfolio and a good team, with proven ability in the area of adaptive reuse, renovation for multi-use spaces. They have experience designing spaces for veterans and working on college campuses. They are familiar with state processes, and have done work at APSU. 2. Kline Swinney Associates This firm demonstrated the ability to complete this project based on similar project types they have completed. Their team has worked extensively together. They have familiarity the state processes and APSU. They showed appreciation for the code challenges often encountered in retrofits and adaptive reuse projects. 3. Lyle Cook Martin Architects, Inc. This firm has good experience with similar retrofits and adaptive reuse projects on college campuses. They are familiar with state processes and APSU. They showed that they understand the code challenges often encountered in retrofits and adaptive reuse projects, and have experience using applicable codes for existing buildings.

Total Budget: $2,000,000 Designer Fee: $25,006.00 SBC Project No.: 373/003-03-2019 Project Description: Interior and exterior restoration and renovations; mechanical, electrical and plumbing updates, site improvements; and related work. 1. HFR, Inc. The firm submitted several high profile and complicated public historic preservation projects that were reviewed by the Tennessee Historic Commission. The lead architect is well-versed in historic preservation. The design team is well-structured and includes a cost estimator. The mechanical, electrical, structural and civil engineers are all under one roof. Their work load seems to be not overly burdened. 2. Lyle Cooke Martin Architects, Inc. The firm has good experience with historic preservation and working with Tennessee Historic Commission. The design team has expertise to handle the project. The assembled team has worked on several projects together. 3. Centric Architecture, Inc. The firm has a lot of experience with historic preservation and dealing with the Tennessee Historic Commission. The lead architect is a member of several historic foundations and boards.
