Norton Common, Letchworth North Hertfordshire District Council Customer Services NORTON COMMON, LETCHWORTH MANAGEMENT PLAN 2015 – 2020 1 North Hertfordshire District Council Customer Services Purpose of This Document The purpose of this document is in the first instance to be a guide to the people maintaining and developing Norton Common. Primarily it is intended to be a document that is used on a regular basis. Therefore it has to be fit for purpose as a management tool. Secondly this document is intended to assist with the application of the Green Flag process. Therefore the main plan is preceded by a synopsis of the key criteria as detailed within the Green Flag Award Scheme and the management plan will be the key supporting document. The third aim is to link together the various strategies and objectives of North Herts District Council. Initially this will be the Corporate Core Values which are: • Aiming to deliver what our customers want • Delivering high quality services • Striving to continuously innovate and improve • Encouraging Common, Letchworth Garden City Introduction Norton Common is owned by North Hertfordshire District Council (NHDC) and is managed by the Grounds Team, a section of the Customer Services Directorate based at Letchworth Garden City with additional input from Countryside Management Service (CMS) and the Friends of Norton Common. The District of North Hertfordshire is one of ten districts in Hertfordshire. It is the second largest in land area occupying 37,537sq. hectares. Bedfordshire, Cambridgeshire, East Hertfordshire, St. Albans, Stevenage and Welwyn and Hatfield border the District. The District comprises of Letchworth Garden City, the market towns of Baldock, Hitchin and Royston, and a large rural area with thirty three parish councils. NHDC offices are centrally located in Letchworth Garden City. In recognition of its strong local communities it operates five Area Committees which determine local planning applications, champion community development and consider and report to Cabinet on matters affecting their area. Each of the 26 electoral wards of the district is represented at one of these Area Committees. The whole of the grounds maintenance service for the North Herts District is externalised and is currently undertaken by John O'Conner’s Grounds Maintenance Ltd on a contract arrangement from 1st April 2012 to the 31st March 2017. Site History Norton Common lies within the town of Letchworth Garden City, just to the north of the town centre. The area was once open grassland and arable, with marshy areas. Its boundaries were delineated by the Enclosure Act of 1798 which allowed the commoners of Norton to graze cattle on the site. By the late 19th Century grazing had declined at the common and all rights were acquired by one owner who managed the site for game. Under this regime, the open nature of the site became almost completely lost under a blanket of thick scrub. With it went some of the rich variety of plants and animals that had thrived there. Although in decline, the site was still of high wildlife value and in 1904 the land and freehold were acquired by the First Garden City Ltd.. In 1907 Norton Common was recognised in early designs for Letchworth Garden City as “an area of beauty, worthy of preservation” and pathways were cut through the wood so that local people could enjoy it. In 1922, Letchworth Urban District Council took over, stressing the importance of retaining the natural characteristics 4 North Hertfordshire District Council Customer Services whilst providing some recreation facilities. Between 1931 and 1936 tennis courts, a bowling green, bandstand and swimming pool were built. Conservation work has been carried out over the years since, by North Hertfordshire District Council, the Letchworth Naturalists Society, the Countryside Management Service and latterly the Friends of Norton Common, to ensure the survival of the remaining flora, some of which are of great local rarity. Description The 25 hectare site provides for a range of recreational activities, both formal and informal. These comprise tennis courts, two bowling greens, outdoor swimming pool, skate park, Multi-Use Games Area, children’s play areas and picnic area, all located in the south eastern corner. The remaining larger part of the site is a mix of secondary oak / ash woodland, mature hawthorn scrub, parkland, open glades and rides, all open to the public. The Pix Brook and several of its tributaries traverse the common, some rising from springs on the site. An additional man- made channel runs parallel to the brook. The site is the focus of a green corridor following the course of the Pix Brook through the town via Pix Brook Meadows to Standalone Farm, to link with the Letchworth Greenway, the Ivel Valley with its Kingfisher Way path and the long distance Icknield Way.     Watford Character of Area Study Adopted December 2011 0B1.0 Introduction The Borough of Watford is a well established urban centre in West Hertfordshire that contains a diverse patchwork of areas reflecting different types of built form. These character areas provide the spatial framework for local neighbourhoods and reflect the multifunctional nature of the town as a location for employment, leisure, study and residential provision. Although these areas provide a network of urban form, rich in “place identity”, they remain at risk of degradation from the pressures of new development. There is therefore a need to identify the Borough’s existing character areas and to provide a reference for guiding contextually responsive development that reinforces local character. 2.0 Urban Conservation Strategy 2.1 The need for a comprehensive study identifying character areas within the Borough was set out in the Council’s Urban Conservation Strategy, as detailed in the Watford District Plan 2000 (adopted 2003). The Urban Conservation Strategy sets out to deliver a package of different documents covering the various heritage assets within the town, including: conservation areas, Statutory Listed Buildings, Locally Listed Buildings and archaeology. The Character of the Area Study provides an overarching resource on urban form for the whole Borough and not just areas or buildings that are designated as heritage assets and referred to in the District Plan and the Urban Conservation Strategy. 2.2 The Watford District Plan 2000 and the related Supplementary Planning Guidance Note 28 (adopted 2003) includes information on Historic Environment Character Zones in Watford. This map based resource provides general information on the historical character zones that exist within the Borough and their archaeological potential.

Introduction 1.1 Access to high quality open spaces and opportunities for sport and recreation can make an important contribution to the health and well-being of communities; and if well designed and maintained they can make areas attractive places to live, work and visit. 1.2 Planning Policy Guidance Note 17 (PPG17): Planning for Open Space, Sport and Recreation (2002) aimed to improve the quantity and quality of open space, by requiring local authorities to undertake an assessment of needs and opportunities in their area, and to develop a series of local standards by which to improve the overall provision of open space. 1.3 In 2009 an assessment was carried out to assess the provision of open space, sport and recreation facilities in North Hertfordshire, based on PPG17 and its Companion Guide (Assessing Needs and Opportunities). This North Hertfordshire Green Space Standards document examined the existing provision based on different types of open space and set out open space standards, differentiating between urban and rural developments. 1.4 The purpose of this 2016 report is to review open space provision in the District since the open space assessment undertaken in 2009. In doing so, it will provide an updated position on the latest provision of open space, sport and recreation facilities in North Hertfordshire. This work is being done in line with the National Planning Policy Framework (NPPF) (2012) and Planning Practice Guidance (PPG) (2014), which have replaced PPG17 and its Companion Guide. 1.5 This 2016 update will ensure that the Local Plan is supported by an up-to-date assessment and will form part of the evidence base.

There is no indication as to how many of the strategic Sites might be used, or whether it may be that parts of all of them may be released for development, although if new discrete communities are planned with minimum sizes for facilities etc. this may not be an option. It is suggested that at least one will be required to meet the target of 10,700 dwellings (1.46). However, if somewhat variable, this could obviously have an impact on the environmental implications of any development. 2. Currently, the increase in proposed homes represents an increase of over 20% of the existing resource; this will also – crudely - increase the resulting generic environmental pressures such as increasing transport, water demand, pollution and disturbance by 20%, overall within the District and locally where development takes place. This may result in direct impacts such as the lowering of water tables if over-abstraction occurs, as well as increased nitrogen deposition, although it is hoped that measures will be taken in an attempt to address these issues as part of more detailed planning.

The next few Resources and Performance years will also be tough. It is possible that the grant we receive from Government from national taxation will be phased out and increasingly our services will have to be funded solely from council tax, business rates and fees. We also face significant pressures due to the changing nature of our population as many people are living longer and need more care in older age. To meet the challenges requires us to continue at pace to improve the way we work and deliver our services, whilst ensuring that we are listening to our residents in a way that helps prevent, reduce or delay demands on public services while still maximising fairness overall.
