The first edition, 2004 is available in the City of Columbia’s Planning Department Office. During the intervening years from 2004 many changes have taken place in the city and in the Commission’s responsibilities. The Historic Preservation Commission was staffed by Rachel Bacon, Planner at the beginning of this project. Most recently, Russell Palmer, Planner Community Development is the very patient liaison for the project. We had help from his colleague Mitch Skov and Penny Reniker of the Law Department.
