Embargoed Until After Delivery Please Check Against Delivery EMBARGOED UNTIL AFTER DELIVERY PLEASE CHECK AGAINST DELIVERY REMARKS BY PRESIDENT HALIMAH YACOB AT DINNER RECEPTION HOSTED BY HIGH COMMISSIONER IN BANDAR SERI BEGAWAN LIM HONG HUAI FOR SINGAPOREANS IN BRUNEI, 13 MAY 2018 Minister for Finance Heng Swee Keat Senior Minister of State Dr Maliki Osman High Commissioner Lim Hong Huai Members of Parliament Desmond Choo, Dr Lim Wee Kiat, and Joan Pereira My fellow Singaporeans, Good evening. Thank you for taking time to attend this evening’s reception. I am happy to see so many Singaporeans present today. My husband and I are delighted to be here in Brunei on my first State Visit. We look forward to meeting all of you this evening. 2 Relations between Singapore and Brunei are excellent. The two countries share a special relationship, founded upon the close personal ties of the founding fathers of the respective countries, the late Seri Begawan and Mr Lee Kuan Yew. Over the years, bilateral ties have been anchored by a deep sense of mutual respect and profound trust. The friendship between the two countries and peoples has also flourished. Through your time here, you would have 1 personally experienced some of these unique bonds which are deeply rooted in historical significance. 3 Today, Singapore and Brunei enjoy multi-faceted ties. For example, the two militaries continue to work very closely together. Yesterday, when I visited the Defence Academy Royal Brunei Armed Forces, I was struck by the spirit of mutual camaraderie between the two Armed Forces. Training in the Bruneian jungle continues to be a very valuable experience for our soldiers. This morning, I visited our SAF troops and witnessed them in action in the jungles of Temburong. That was probably as close as I will ever get to a military operation in the unique terrain of Temburong, but at least I can now say that I have a much better appreciation of the realistic training that our troops undergo! 4 Singapore and Brunei have close cooperation in many other areas, including finance, education, security and health. The two countries also share strong linkages at many different levels. Apart from the regular exchanges between the leaders and officials, Singaporeans and Bruneians have forged strong ties at the people- to-people level over the years, and all of you play an important role in this. I understand that the Singapore Association has been active, not only in organising community events such as the Mooncake 2 Festival celebrations, but also in charity outreach activities such as a breaking fast event for special needs children of the Pusar Ehsan Al- Ameerah Al-Hajjah Maryam. These acts of kindness are an embodiment of the Singapore Spirit, and we are proud of you. 5 I understand that the Singaporean community in Brunei is a small but close-knit group. I encourage you to maintain these strong networks and friendships, and keep each other updated on developments at home. With social media platforms, it is now so much easier to stay connected with your friends and loved ones in Singapore. From the turnout tonight, I can see that High Commissioner Lim and his colleagues have built up a strong Singaporean network in Brunei. I would like to thank the High Commission staff for their hard work in organising this visit, as well as their families for tolerating their long work hours over the last few weeks. 6 In closing, let me thank all of you once again for attending this evening’s reception. Let me share how the government will co-create the future roadmap with SMEs and boost our support for digitalisation, as urged by Mr Shawn Huang and Ms Jessica Tan. Helping heartland enterprises go digital 6. In my recent visits to the heartlands, several shopkeepers indicated their interest to go digital, and those who were online, were keen to do more. They asked for more resources and support to innovate. 7. This positive attitude and readiness to transform is laudable and we will pull out all stops to rally behind our SMEs.

Mr. Speaker, thank you for allowing me to join this debate. 2. When Singapore became independent, its key domestic socio-economic challenges were: • Low levels of education for the general population. • Young and growing working age population that faced frustration over uncertain prospects. • Low wages, High unemployment of around 10 per cent amid unstable industrial relations. 3. The workforce was predominantly rank and file. 4. 53 years on, our challenges are now different: • Our education system prepares students for PMET jobs. PMET employees comprise more than half of the workforce. A gig economy element is growing. • We have a rapidly ageing population and workforce, partly due to the Baby Boom generation effect. • While our unemployment rate of 2 per cent to 3 per cent is much lower than that in 1965 or in comparison with most other countries, and our industrial relations stable, the rising impact of disruption caused by changing business models, technology and global competition has significantly increased the risk of Job Obsolescence (or JObsolescence) and job loss. • General wage levels have risen, but there is a need to continue efforts to transform low wage industries for better earnings and prospects. 5. For the Labour Movement, these changes and realities dictate our priorities as we continue to pursue our mission to care for all working persons, and to work with the Government and employers to develop a better future for Singaporeans.

Over 350 delegates from Member Parliaments and Observer countries (see “Background on AIPA”), will be in attendance. The ASEAN Secretariat and parliamentarians from Morocco and Norway will also be present as guests of the host. 2 The theme for the 39th AIPA GA is “Towards a Resilient and Innovative Community”, which mirrors the theme of Singapore’s Chairmanship of ASEAN – “Resilient and Innovative”. This symbiosis with ASEAN reflects AIPA’s common concerns and vision for the people of our respective countries and our desire to align ourselves closely to the longer-term common goals of ASEAN. 3 As the AIPA President this year, Mr Tan Chuan-Jin, Speaker of the Parliament of Singapore, will be presiding over the 39th AIPA GA, including the plenary sessions. Mr Chairman, I thank the Members for their excellent questions and suggestions. Over the past week, much has been discussed about a. how we should or should not use our reserves; and b. how we can and should do more for various groups in society. 2. However, we must not lose sight of how we, first and foremost, need to earn our keep – for this and future generations, under the shadow of the COVID environment. a. We are still trying to get out of the most serious economic recession since independence. 3. We are not returning to a pre-COVID world. a. Even if our GDP returns to pre-COVID levels quantitatively, we will have a qualitatively different economy then. i. The share of sectors and industries will be different. ii. The types of products and services we manufacture and trade with the world will be different. iii. The types of skills we need to earn a living will be different. b. We must start now to build this new economy. 4. I will be frank: There are many challenges and downside risks. a. Geopolitical tensions remain a concern. b. Technological disruptions are accelerating. c. The COVID-19 virus is mutating, and the pace of vaccine rollouts is uneven. This will complicate countries’ recovery from the pandemic.

Can we put our hands together and congratulate Abbot and the Management Committee, please. 2 A very good afternoon to our Guest of Honour Minister Masagos Zulkifli, Minister for Social and Family Development, Second Minister for Health and of course Minister for Muslim Affairs. 3 Also a very good afternoon to my Fellow Mayors. Please wave wherever you are when I shout out your name – Mayor Denise Phua, Mayor of Central Singapore District, Mayor Desmond Choo, Mayor of North East District, Mayor Alex Yam, Mayor of North West District and Mayor Fahmi Aliman, Mayor of South East District, also, our CED Mr Lim Hock Yu, CED of People’s Association. 4 Of course, 非常感恩感恩 Abbot, Venerable Sik Kwang Sheng. A big hand to him and 光明山普觉禅寺 Management Committee.
